I (Jeanne) attended the Planning Commission Meeting concerning the Seltzer Family Trust RV Storage at the corner of WCR 19 and WCR 2 (168th Avenue). After attending the meeting I realized that I have more concerns than were addressed during the PC meeting. Since my husband and I only live about 400-500 yards from the proposed sight (property line to property line) and it WILL impact our quality of life in rural Weld County with traffic and the uncertainty of what the sight plan is, I decided to take it upon myself to visit other RV Storage facilities in the immediate area. I was shocked at what I saw in light of what was and was NOT said at the meeting. Here are some of my concerns: 1. None of the neighbors have ever seen a sight plan or elevation of the property other than the number of slots proposed from what I understand to be a Phase 1 and Phase 2. 2. Having attended other Planning Commission meetings in other counties the • elevation of the sight is always available for the "neighbors" to see to relieve or calm any concerns or expectations of the surrounding residents. 3. My husband has also been involved in meetings between the proposed developer and the "neighbors" to air out, compromise, and evaluate what will be a "best fit" for the neighborhood. To my knowledge the Seltzer's "group" have not attempted to meet with the "neighbors" that were present at the meeting to mitigate our concerns. This is not in keeping with being a "good neighbor". 4. I am concerned after hearing the parties on the Seltzer side - that the owners of the other RV Storage areas are not talking "apples to apples". When discussing toilet facilities, landscaping, an RV dump station, etc. it seemed the prospective owners were only referencing to other facilities they have managed with 200 - 300 spaces. This one will be approximately 3 to 4 times larger than anything else they manage. It seems they are only concerned about using the property and not about maintaining the property. This is a great concern to me and the other residents in the area. Without water (a well) on the property and no way to water vegetation I think the "business" will eventually look run down further condemning our property values. • 5. I have never heard how we, as a group of neighbors closest to the venture,I Mir tetra., tz.-ocZQ_ will be able to contact the owners should there be an issue on the property - • especially since there will be no one "on sight" to oversee it. 6. And since there will be no one "on sight", what is to say that it will not turn out to look like some of the other RV Storage businesses that I visited that are in the general area? This RV Storage site proposal has requested storage of RV's as well as "other things." What could those "other things" be? Fracking and oil field equipment? "Other things" are unspecified and could be "anything." I might add that this particular Storage business (see below) is on a dirt road with NO $500,000 to $1 ,000,000 homes within sight of it. I am also concerned that our corner (CR 19 and 2) will become a "used • vehicle sell off lot" as I saw at the RV Storage on WCR 2 just east of Hwy. 7 and 1-25 only about 3 miles west of the proposed Seltzer RV site. There must be a way to mitigate these issues and make this a better situation for everyone involved ! 8. Lastly, there are constant maintenance issues at the intersection of WCR 19 is and WCR 2. Eroding asphalt from turning onto and off of WCR 19 onto WCR 2 an ongoing issue. Everyday we, must make WIDE turns going each of these directions to avoid the holes and asphalt erosion from heavy trucks. When there is traffic at the corner it causes a driver to drive into the gouged out asphalt. When the hole has been repaired (by which county I do not know) it only lasts about a month because of the heavy truck traffic that includes hundreds of oil field equipment trucks, semi-trucks carrying gravel and other equipment. This is a constant issue for the local residents and for Weld County as traffic will only be increasing from oil field activity and from the RV's from each direction . As we have seen in the past from existing traffic, the holes only get bigger and deeper. There are no shoulders on WCR 19 or 2 therefore every semi-truck must make wide turns into ongoing traffic. Not only is this unacceptable but it is dangerous. Here are some photos of this area. County road maintenance crews need to look at this area regularly for repairs and other county officials need to review redesigning this intersection to allow for the wide turns of semi-trucks and potential RV traffic. • r . My recommendation is to put the project on "hold" until these issues can be resolved • and an amiable solution can be determined . I DO believe the nearby residents as well as the residents of WCR 19 desire to BE good neighbors, but will the • Seltzer Group be a "good neighbors" also? For approval of this project there needs to be stipulations and or concessions from the developer to gain some approval from the area neighbors. We are expecting the Planning Commission as well as the County Commissioners to hold any projects in developed areas to a higher standard. They are aware that the majority of those voicing concerns would not be there for the Monday meeting. I personally feel this is evasive, not being a good neighbor and there is no real concern for those who live near this potential site. Jeanne, my wife, spoke with Bob this afternoon and he basically said, "It's this date or nothing." I would not call that being cooperative or transparent. I am asking the Planning Commission to postpone any future reviews or consideration for approval of this project to allow for additional meetings with the neighbors and local residents to address all the issues. The Seltzer Group certainly seems concerned about meeting with any of us to discuss our questions. Now, it makes everyone more skeptical about their intentions and integrity. Otherwise, with these additional concerns I am suggesting that the Planning Commission and our County Commissioners deny the request for this project. After much consideration, I'm not sure an RV Storage facility at this site is compatible with the future construction and existing housing in this area. We've been told that 16,000 homes will be built in this area in the future. Again, RV storage of this magnitude is unacceptable and should be rejected for this site. Having a storage facility across the street from homes should be a red flag to those decision-makers that this is an incompatible land use. Their perfunctory attempt to meet with neighbors recently was a cursory exercise with no intent of truly addressing the issues presented or to do anything other than the minimum required and with the least amount of cost to get this project approved. Interestingly, they were only willing to meet on their terms, at their times, when the majority of neighbors could not make the meeting and without the consideration of any future meetings. Each of the nearby neighbors had simple requests and concerns that we wanted them to address but in a recent meeting they were unwilling to provide information, any photos of the three RV storage units they now manage or to make any commitment to mitigate any of the issues. Without the intervention of the Planning Board or the County Commissioners this project will move forward to the dismay of local residents. I am certain that not one person from the county who is reviewing this project nor any County Commissioner would want an RV storage facility like this across the street from their home without certain stipulations that eliminated and or mitigated visual pollution, or that provided for professional landscaping or that had stipulated signage and addressed other issues to the satisfaction of • the neighbors. I would respectfully ask the Planning Board to intervene to require a professional landscaping plan that would enhance the property, including proper berming and fencing to eliminate the adverse visual pollution and to provide additional guarantees so that this project would not adversely affect the values of surrounding land and homes or affect future housing developments in this area. Otherwise, please consider denying this project for approval. I expect our county to uphold higher standards for any projects that are being located in areas that have experienced housing growth and development. This RV storage unit is not out in the "country" but in an area where homes within one to two miles are valued at $500k -$800k. Its location is in an area where there is already increased heavy truck traffic and where there is a substandard intersection at CR 19 and CR 2 that require any large vehicles or tractor-trailer rigs to swing out into oncoming lanes and traffic to make the turns as there are no road shoulders to accommodate this kind of turning traffic. If the developers of the Seltzer RV Storage facility cannot be forthright in who they are or provide any concrete information about the development of this project it must be rejected. It was with expectation that I was looking forward to the one (and only) meeting of the neighbors with the Seltzer group and open discussion of our concerns. As I was out of state when the meeting took place (and no follow up meeting could be arranged with the Seltzer group) I was saddened to hear the report from the Knudsons of the outcome. Again, as it has been since the very first meeting, NOTHING has been resolved with the many concerns either we as the neighbors, or you as the commissioners, have brought to the Seltzer groups attention. They (the Seltzer group) could only bring 1 (one) photo of their other properties (of which they have 3) and the Knudsons and the Wellhouses were told to "look at the Google earth maps". I feel that was very • demeaning to my neighbors! The Seltzer group seems to be posturing only to get your approval by meeting with the neighbors because you (as the commissioners) told them to. It seems that it was a very cursory meeting and we have never heard them say "we WILL do this..." with anything in writing to confirm their attempts. Statements like "we will see", or "we will check in to it" hold little weight unless demands by your department can be legal and binding. IF you chose to approve their meager attempt to pacify us by that meeting, I ask that you look at the long-range effects. I strongly fear that once their project is approved they will continue to do as little as possible especially in the area of landscaping and upkeep on the Storage property. Should the neighbors, after the project has been started, need to complain about the landscaping dying, the area not being mowed, the traffic problems being more than what has been proposed to us, etc. AND we go through the proper channels for those complaints, I fear we might end up with a deserted, or derelict property when all is said and • done. • If we, as the neighbors, had ANYTHING substantial that we felt were concessions on their part regarding landscaping, substantial berming, turning radiuses, lighting, toilet facilities, moving the storage slots farther into the interior of the property, etc. we would be more likely to welcome their business. However, this is not in keeping with the kind of business that you will continually want or need to monitor - however, that seems to be the direction they are heading. If the Seltzer group wanted to develop this property, (with the limited information, pictures, and resources) that they have put forth, next to YOUR house, YOUR property, or YOUR street, would you consider them to be good neighbors? In conclusion, I ask you, the elected Weld County Commissioners, to not pass (and deny) this proposal because of the lack of preparation on the part of the Seltzer group, the cursory attempts to meet with and calm the fears of the neighbors, and the long-range concern that this property • will not meet the standards of the high-priced homes of the neighbors (now and in the future). (See attached) We brought full size(24"x 36") size copies of the USR Site Plan and the USR Landscape plan and Dave Meyer from our group went over each page in detail and answered all questions. We also handed out 11"x 17"size sheets of our plan We presented aerial photos from Google Earth and photographs that the owner took on site of his other existing storage facilities and discussed these layouts. The neighbors stated that if we could move our USR site approximately 150' east they would feel much more supportive of this revised location. We agreed to take a look at shifting the layout but had to first check existing oil and gas setback and make sure this was allowable per our electric provider. We have now confirmed that a move of 140 feet east is possible and have submitted this concept an Exhibit to Chris Gathman to put into the case file for our next hearing on August Is'. Thank you, onnard and Vicki Knudson 1 • July 31, 2012 Chris Gathman Weld County Planning Commission RE: USR12-0022 Chris, We met with the Seltzer group on Monday July 23rd at our home per the commissioners' suggestion. We structured the meeting to discuss the items of importance to us that the Seltzer group would be willing or capable of making concessions. 1. We asked that the front fence of the proposed project to be further east off Road 19. Upon reviewing the plat showing oil and gas easements, it was decided the front fence could be moved an addition 150' east. The Seltzer group said they would review this option. 2. We asked for a better landscaping plan that would help screen the project. The initial plan they proposed had only tall grasses and small bushes which would do little • to screen the project and would be dead most of the year, a 6' wood fence and no berm. We asked for 2 rows of pine trees staggered with an 8' wood fence. If they moved the project back a berm would not be necessary. They proposed an 80' wood fence wrap on the north property line and a 125' fence on the south at the entrance. 3. We asked for a turnaround at the front gate to prevent people backing up onto Road 19 Their proposed plan did not included one but they agreed to consider it. 4. We asked for a trash dumpster on site. They did not want to give a trash company a security code. Craig Poulsen said he found customers bringing old couches, etc from home so he removed the one he had at a site. We suggested a security camera at the dumpster and fines for the customers. A site of this size definitely needs a dumpster and we are hoping the Commissioners agree. 5. We asked for a signage plan. The Seltzer group did not have one but stated they would comply with the requirements of the county. A professional sign rather than a tacky banner is important to the neighbors. • 6. We asked for traffic counts and photos of all three of their current sites. • They gave us "Google maps" of two sites and a traffic report of only one site. (Woodmen View storage in Colorado Springs). When we asked about the Highlands Ranch site (725 RV's), Craig said his computer was down and he couldn't provide the report. We believe there are issues with the information provided and will discuss them later in this letter. 7. We asked for water and 2 toilets per phase be provided. Their comment was "if it seems important they will look at it". This is very important to us as we know everyone will "go" on the ground if none are provided. We called Bob Rickard on Friday for a "follow up" and received a call back Monday 7/30/12. We received an email stating the following: 1) They are moving the project back 210' from the center of Road 19 and would be providing a landscaping plan including pine, deciduous trees and tall grasses outside the 6' privacy fence. . Although their email did not state they would provide 2 rows of trees staggered to allow full screening, we discussed it with Bob by phone and he stated it probably would not be an issue. 2) They are providing a turnaround outside of the gate. • 3) They are not providing toilets stating the Planning Commission deleted this requirement (Condition Item 1C in a special motion by a vote of 4 to 3). This is still a huge concern to all of the neighbors. This is the item that gives me the most heartache: We received a copy of the Woodmen View storage site at 8725 Vollmer Road in Colorado Springs which all of their traffic counts were based. After reviewing this map it was clear to us the customer base is not "350" as stated on the report but a maximum of 223 in Phase 1. Craig stated the 2012 Google image was actually 2011. It showed Phase 2 just opening with piles of Road base, detention ponds recently dug and no vegetation and 10 RV's. The image was taken in the winter because the grasses, trees and shrubs are dormant in the surrounding area. All of the traffic counts are on a 350 customer base. The customer base was probably less earlier in the year than the 223 maximum sites shown on the Phase 1 site plan. In this snapshot in time, you can count 183 slots in Phase 1 being used. So in a winter month, 223- 183 customers = 50 RV's, boats, trailers, etc are being used at this time.That's 18%in a winter month!! Craig's report stated the average was 4 vehicles a day at this facility in a winter month. It should be noted that the report he provided is not a computer generated report but a document he created. There is no proof that his traffic counts are correct. • Their proposed project is 3.17 times larger(740 spaces)than the 233 spaces at Woodmen View including the 10 RV's in Phase 2. That equals approximate 12 vehicles a day (4 x 3.17 =12.68) on the slowest day. The busiest summer day was 25 vehicles in the report which would equate to • (25 x 3.17 = 80) 80 vehicles with possibly 2 or more people per vehicle could equal 160 or more. These people are travelling long distances and there aren't toilet facilities within 3 miles of the project. As stated before, the county code requires toilets with a commercial water source for any business with 10 customers or more per Policy 2.2K dated 5/8/12. On behalf of all the neighbors and myself, we ask the Commissioners to reject this entire project because it does not come close to meeting the code. We have shown their vehicle counts are not accurate which not only affects traffic on Road 19 but toilet facilities use. Our second choice would be to modify Phase 1 and reject Phase 2 entirely. Although this still does not meet code it would cut the daily vehicle count in half. If the Commissioners approve the project as is and ignore the code completely, this would set precedence for other future projects. We have laid out what we believe to be our honest assessment with the information we have been able to obtain. It is now out of our hands. It is ultimately up to the Commissioners to decide the direction of this project.
