HomeMy WebLinkAbout20123041.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO OCTOBER 24, 2012 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 24, 2012, at the hour of 9:00 a.m. e ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Sean P. Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Debbie Heffel/Esther Gesick Director of Finance and Administration, Monica Mika MINUTES: Commissioner Rademacher moved to approve the Board of Health minutes of October 19, 2012, and regular Board minutes from October 22, 2012, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. ID AMENDMENTS TO AGENDA: There were no amendments to the agenda. e PUBLIC INPUT: Steve Teets, County resident, provided a brief summary of the issue regarding First Transit and submitted articles, marked Exhibits A and B. e CONSENT AGENDA: Commissioner Kirkmeyer moved to reconsider item #9 from the Resolutions of the Consent Agenda and add it to be item #4 under New Business. Commissioner Rademacher seconded the motion, and it carried unanimously. e COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer gave a brief summary on the second grand opening of the new CNG (Compressed National Gas) station in Weld County. Chair Conway also commented on the issue with the CNG stations. BIDS: ID 1) APPROVE BID #61200113, INMATE PHONE SERVICES - NORTH JAIL COMPLEX AND COMMUNITY CORRECTIONS CENTER: Monica Mika, Director of Finance and Administration, provided a brief summary of said bid. Commissioner Kirkmeyer moved to approve said bid and authorize the Chair to sign. F 12) PRESENT BID #61200150, BANKING SERVICES - TREASURER'S OFFICE: Ms. Mika provided a brief summary of said bid. NEW BUSINESS: F 1) CONSIDER STATEMENT OF WORK FOR COLORADO IMMUNIZATION PROGRAM (CIP) CHILD CARE INSPECTIONS STANDARDS (CHINS) AND AUTHORIZE CHAIR TO SIGN: Dr. Mark Wallace, Department of Public Health and Environment, provided a brief summary of said immunization program. Commissioner Garcia moved to approve said statement of work and authorize the Chair to sign. The motion was seconded by Commissioner Rademacher, and it carried unanimously. Minutes, October 24, 2012 2012-3041 Page 2 BC0016 e 2) CONSIDER TEMPORARY CLOSURE OF CR 43 BETWEEN CRS 44 AND 46: Janet Carter, Department of Public Works, provided a brief summary of said closure. Commissioner Kirkmeyer moved to approve said closure. The motion was seconded by Commissioner Long, and it carried unanimously. ID 3) CONSIDER TEMPORARY INSTALLATION OF TRAFFIC CONTROL DEVICES ON CR 53 AT CR 64: Ms. Carter reviewed the provisions of said traffic devices. Commissioner Rademacher moved to approve said installation. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. IR 4) CONSIDER FINDING AND ORDER: ABATEMENT OF NUISANCE CONDITION ON PROPERTY FOR WHICH M. SHAPIRO DEVELOPMENT COMPANY IS THE APPOINTED RECEIVER - C.R.S. 25-1-518: Commissioner Kirkmeyer requested revisions to Condition #7 of the Resolution. Commissioner Kirkmeyer moved to amend Condition #7 to "inspect and remove" wiring at "all" of the tanks. The motion was seconded by Commissioner Garcia, and it carried unanimously. Commissioner Kirkmeyer moved to approve the Resolution, as amended. Commissioner Rademacher seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board. Long n Dougla*Rademach@r Minutes, October 24, 2012 2012-3041 Page 3 BC0016 Commissioners meeting October 24, 2012 Please let me take this time to express some of our consumers concerns: I personally have experienced long wait periods on the phone trying to schedule rides for my consumers. A long wait to me is 30 minutes or longer, I have waited upwards of 40 minutes. Many or our consumers related to me that they have had to wait up to 45minutes. It is a real inconvenience as many of our consumers have very limited income and they rely on their cell phone. It is unconscionable that their minutes have to be spent waiting to schedule a ride. There have also been several occasions where the bus never even showed up once the ride was scheduled. Some have missed the bus as they were not out waiting, in the rain, wind, hot sun, whatever. It would not take much effort to knock on the door and let someone who has a disability, in a wheelchair or with low vision know that the bus had arrived. Perhaps it would change some hearts and minds if everyone for a month, or even a day, had to be in a wheel chair, have low vision and had to depend solely on the bus. Please do not take this as negative, Or complaining, this is a real issue which affects a great segment of our population. We are all only one accident, one illness away from relying on public transportation. If you will allow us to assist you with the needs that are a present concern, what works and what doesn't, we may be able to address these concerns and be ready for you when you need the assistance of public transportation.
