• SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR)
QUESTIONNAIRE (Weld County Communication Tower)
1. Explain, in detail, the proposed use of the property.
The new proposed use of the property is for an approximately 300-foot (ft.) self-supported
communication tower with equipment building (with an amended Recorded Exemption). The
tower is needed to improve, upgrade and update, reception for emergency services, law
enforcement, Homeland Security and County operations. The tower site will be unmanned. The
amended Lot A of RE-2705 will also be used for other County facilities and activities.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22 of the Comprehensive Plan.
It is the opinion of the Department of Planning Services' staff that the applicant has shown
compliance with Section 23-2-220 of the Weld County Code as follows:
a. Section 23-2-220.A.I The proposed use is consistent with Chapter 22 and any other
• applicable code provisions or ordinance in effect.
Section 22-2-20.1 A. Goal 9 States: "Reduce potential conflicts between varying land
uses in the conversion of traditional agricultural lands to other land areas.
The proposed tower facility is located on an Amended Recorded Exemption parcel of
land in southwest Weld County. The tower will be lighted and will generate very little
traffic (it is an unmanned facility).
b. Section 23-2-220.A.2 The proposed use is consistent with the intent of the A
(Agricultural) Zone District. Section 23-3-40.L allows for Telecommunication Antenna
Towers as a Use by Special Review in the A (Agricultural) Zone District.
A. Section 23-2-400.A.--Reasonable efforts have been made to avoid irrigated crop land or
to minimize the impacts on such lands in those cases where avoidance is impractical. The
proposed site is designated as "other" per the 1979 Soil Conservation Service Important
Farmlands of Weld County Map. This application is proposing to locate the facility on a
non-irrigated parcel. Additionally, Weld County government intends to place the tower
on an Amended Recorded Exemption parcel of 32 acres.
B. Section 23-2-400.B. The facility will not have an undue adverse effect on existing and
• future development of the surrounding area as set forth in applicable Master Plans. The
• site is located within a three-mile referral area for Firestone. The proposed tower will
enable emergency responders, Weld Sheriff, OEM, Homeland Security, and local police
departments to effectively communicate during emergency and non-emergency
conditions.
C. Section 23-2-400.C.—The design of the proposed facility mitigates negative impacts on
the surrounding area to the greatest extent feasible. The proposed tower is located in an
urbanizing area approximately 300 feet from the Southwest Service Center and the
nearest residences to the northeast and north and approximately 1,800 feet from the
nearest residence to the south. Development Standards and Conditions of Approval will
ensure that impacts to the surrounding area are mitigated to the greatest extent feasible.
D. Section 23-2-400.D.—The site shall be maintained in such a manner so as to control soil
erosion, dust, and the growth of noxious weeds. The applicant intends to restore any
vegetation disturbed during construction with the exception of the 50' X 50' fenced area,
which will be graveled for fire protection and weed control. The Conditions of Approval
and Development Standards will ensure that there is no fugitive dust or erosion and will
ensure the control of noxious weeds.
E. Section 23-2-400.E. The applicant has agreed to implement any reasonable measures
deemed necessary by the Planning Commission to ensure that the health, safety, and
welfare of the inhabitants of Weld County will be protected and to mitigate or minimize
any potential adverse impacts from the proposed facility. The first Condition of Approval
is that the applicant agrees to this stipulation.
F. Section 23-2-400.F. The proposed facility will be supplied by an adequate water supply
which has been evaluated with reference to the impacts of the USE of such supply on
agricultural USES. All Reasonable steps have been taken by the applicant to minimize
negative impacts on agricultural USES and lands. The proposed facility will function as
an unmanned site and does not currently have water service or sanitation needs. During
construction, as required by the Development Standards, bottled water will be provided
for drinking; toilet facilities (Port-a-Potty) and hand-washing units will also be provided.
The Southwest Service Center is within walking distance.
G. Section 23-2-400.G. All reasonable alternatives to the proposal have been adequately
assessed and the proposed action is consistent with the best interests of the people of
Weld County and represents a balanced use of resources in the affected area. In order to
meet the applicant's service coverage needs, a specific area was identified in which a new
antenna needed to be located.
• H. Section 23-2-400.H.—It has been determined that the nature and location or expansion
of a proposed POWER PLANT facility will not create an expansion of the demand for
government services beyond the reasonable capacity of an impacted community or the
COUNTY to provide such services. Where it is indicated that such an expansion of the
demand for services will occur beyond the reasonable capacity to provide such services,
the applicant must clearly show how such impacts will be mitigated prior to approval of
the proposal by the COUNTY. This applies only in cases regarding power plants.
I. Section 23-2-400.I. It has been determined that the nature and location or expansion of
the facility will meet Colorado Department of Health and County air quality standards.
The Conditions of Approval and Development Standards will ensure that the nature and
location of the facility will meet Colorado Department of Health and Weld County air
quality standards.
J. Section 23-2-400.J. Adequate electric, gas, telephone, water, sewage and other utilities
exist or can be developed to service the site. The County has stated that there will be a 9'
X 17' equipment building, a back-up generator and a 1000-gallon buried propane tank.
Electricity is located near to the site. As the site will be unmanned, other services and
utilities will not be needed.
• 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
23 (Zoning) and the zone district in which it is located.
Please explain how your proposal is consistent with one or more of the following sections of the
Weld County Code.
D. Public Utility Facility, including: equipment storage or repair facilities, subject to the
provisions of Section 23-4-420
-The new proposed use of the property is for a 300-foot (ft) self-supported communication tower
with a 9 X 17 foot (ft) equipment building, a back-up generator and a 1000-gallon buried
propane tank. Electricity is located on the site. The site will be unmanned.
4. What type of uses surround the site (explain how the proposed use is consistent and
compatible with surrounding land uses).
The communication tower will be part of the Southwest Service Center located on Lot A,
AmRE-2705. The County has a gravel mining operation (USR-999) to the north and east of the
proposed USR location. Interstate I-25 and County Road 24.5 border the west and south. The

• Southwest Service Center area includes adequate provisions for the protection of the Health,
Safety and Welfare of the inhabitants of the neighborhood and Southwest Weld County.
5. Describe, in detail, the following:

6. Explain the proposed landscaping for the site. The landscaping shall be separately

Review activity occurs.
The Southwest Service Center area is a Public Facility. Long-term use is expected.
8. Explain how the stormwater drainage will be handled on the site
A stormwater drainage report is not required. This portion of the USR is not in the FEMA
Mapped Floodplain. The site will use historical flow patterns and run-off, and Best Management
Practices (BMP) for the tower and equipment area.
9. Explain how long it will take to construct this site and when construction and landscaping
will begin.
Approximately 60-120 days, construction to start in 2012.
