REVIEW(USR)QUESTIONNAIRE
The following questions are to be answered and submitted as part of the USR application. If a question does not
pertain to your use, please respond with"not applicable",with an explanation as to why the question is not applicable.
1. Explain,in detail,the proposed use of the property.
The proposal is to relocate an existing Oil and Gas Service business to this property.The business will have
an office and shop building and an outside storage area for vehicles and equipment. Service crews will
depart daily to offsite work and return in the evening. This site will not be used as a retail site for public
access or purchasing.An existing Use by Special Review permit, USR-1591,encumbers the site and will be
vacated as required in the Weld County Code. It is requested that vacation of the USR be executed
concurrently with this USR application.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22
(Comprehensive Plan).
This USR application has been prepared utilizing the process outlined in the Weld County Code and
Procedural Guides.The Guiding Principles of the Comprehensive Plan found in Section 22-1-120 states,
"Land use changes must afford flexibility based on the specific location and the particular circumstances
encountered within the locality. It is also important to weigh the cumulative impacts that specific land use
changes will have."
This proposal is respectful of surrounding uses.There is an existing farm implement business immediately
north of the property and a Use by Special Review for an outdoor storage facility to the south.
The application is consistent with Section 22-2-20 G. A.Goal 7. "County land use regulations should protect
the individual property owner's right to request a land use change. 2. A.Policy 7.2. Conversion of agricultural
• land to nonurban residential, commercial and industrial uses should be accommodated when the subject site
is in an area that can support such development, and should attempt to be compatible with the region."
The site is located along the Highway 85 corridor and is central to the oil and gas support base in Weld
County and throughout Colorado.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23(Zoning)and
the zone district in which it is located.
The proposal is for an oil and gas support business in the Agricultural Zone.This proposal is allowed in the
Ag Zone as a Use by Special Review as called in Chapter 23,23-3-40.

Adequate provision has been made to protect the health, safety and welfare of the inhabitants of the
neighborhood and the County. Operation Standards as found in Section 23-2-260 of the Weld County Code
were consulted in preparing this application.
4. What types of uses surround the site? Explain how the proposed use is consistent and compatible with
surrounding land uses.
The surrounding area has multiple uses including production agriculture, rangeland,oil and gas production
and scattered residential uses,a USR property for outdoor storage and a farm implement sales business.
5. Describe, in detail,the following:
a. How many people will use this site?
It is proposed that 2-4 full time employees will be at this site in the office and 30 employees will pick
• up equipment and work off site. Off site employees will be at the facility for less than 4 hours per
day.

b. How many employees are proposed to be employed at this site?
It is proposed that 35 full time employees will be employed at this site in the future depending on
business conditions.

The facility is projected to be operational Monday-Sunday, seventeen hours per day.

d. What type and how many structures will be erected(built)on this site?
A metal building will be constructed for the office and shop facility. Building envelopes have been
identified for the shop and future shop building.All applicable building permits will be acquired for
the commercial use of the buildings.
e. What type and how many animals, if any,will be on this site?
None.
f. What kind(type, size,weight)of vehicles will access this site and how often?
Typical vehicles accessing this site include employee and owner vehicles and service trucks. The
following numbers are anticipated upon full build-out of the site:
• Dump trucks:4 per day
1 ton flat bed trucks: 15 per day
Pickups and cars:30-50 per day for full time employees.
g. Who will provide fire protection to the site?
Platteville-Gilcrest Fire Protection District
h. What is the water source on the property? (Both domestic and irrigation)
A commercial well permit application has been submitted for a well.There is no irrigation water.
Based on the definition of a"transient population"in the Colorado Primary Drinking Water
Regulations,the facility will not be a Public Water System and will not require a Public Water
Supply permit as the facility will have less than 25 employees will be on site for more than four
hours per day,for four or more days per week,for six months or more per year.
What is the sewage disposal system on the property? (Existing and proposed).
The new buildings will be designed with bathroom facilities and a permitted I.S.D.S.The use of
portable restrooms is requested during construction of the office and shop.
j. If storage or warehousing is proposed,what type of items will be stored?
Storage and warehousing is not proposed to be a main activity of this request; however,
storage of iron, hardware,welding supplies,installation equipment including tractors and
trailers,service and miscellaneous business supplies will be stored on site to
accommodate daily business requirements. Oil and Gas equipment such as stairs may
be stored outside temporarily while waiting for field installation. Outside storage will
• remain within the fenced areas of the facility.
• 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal.
A 6' privacy fence constructed of suitable material such as corrugated metal or plastic is planned for
screening. No additional landscaping is planned.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity
occurs.
Reclamation procedures include compliance with applicable regulations and operated as a dry shop.Should
the facility be permanently discontinued, it would be marketed under applicable county planning and zoning
regulations to its permitted use.
8. Explain how the storm water drainage will be handled on the site.
The storm water drainage will be directed to a Water Quality Feature designed for the site based on the
requirements for the new building. Historically,there have been no drainage issues with the existing site.
9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to
begin.
Construction is proposed to commence upon approval of the Permit and should be completed within 6
months to 1 year.
10. Explain where storage and/or stockpile of wastes will occur on this site.
There will be no storage of wastes on this site. All materials will be in the production stream, recycled or
collected in dumpsters and sent to the landfill.All materials not collected in dumpsters will be stored inside.
Any wastes produced from employees will be contained in a dumpster and hauled off regularly by a

Dust Abatement Plan, Waste Management Plan and Traffic Narrative
On-Site Dust Abatement Plan:
Gravel and or road base will be used at the entrance and on the internal roadways and parking
areas to control dust on site. Due to the close proximity of the infrastructure and short travel roads,
minimal vehicle speeds will be maintained to minimize excessive dust conditions. Should
nuisance dust conditions arise, a water tanker truck, or portable sprinkling systems from an offsite
water supply such as a Central Weld County Water District fire hydrant, or magnesium chloride
maybe used for moisture control on roadways to minimize nuisance dust conditions.
Waste Management Plan:
There will be no storage of wastes on this site. All materials will be in the production stream,
recycled or collected in dumpsters and sent to the landfill. All materials not collected in dumpsters
will be stored inside. Chemicals stored on site include standard household cleaning items and the
• volumes very minimal. While oil changes are not anticipated to be done on site, if necessary, used
oil and anti-freeze is hauled off site to an appropriate facility. All shop floor drains will drain to a
vault and hauled off site to an appropriate facility. Any wastes produced from employees will be
contained in a dumpster and hauled off regularly by a sanitation service such as B&C Refuse,
Platteville, CO 80651, (970) 785-2908.
Traffic Narrative:
An Access Permit Application has been submitted for access to the facility. A tracking pad of
recycled asphalt or double cattle guards will be installed. Typical vehicles accessing this site
include employee and owner vehicles and oil field service trucks, as noted below. Traffic will
enter the property on Weld County Road 25.5 from Weld County Road 24.5 from the north and
Weld County Road 22.5 from the south. It is anticipated that the traffic flow will be 50% to the
north and 50%to the south depending on business needs. The following vehicle numbers are
anticipated upon full build-out of the site:

Drainage and Water Quality Features
Historically, the site drains to the north to the County barrow ditch. The site will be
graded to sheet flow to a drainage collection area on the northwest corner of the lot.
Preliminary design storage will be approximately 0.17 acre-feet including Phase II areas

• basins can provide less holding time for the predominant number of smaller storms. Larger basins can
result in less net reduction of pollutants than is obtained when using the recommended 80th percentile
capture volume that can be obtained from Figure SQ-2. Storms larger than the 80th percentile events still
receive some treatment when their capacity is exceeded by larger storms, but at a somewhat lower
efficiency. Thus, the law of diminishing returns for cost-effective pollutant removal takes effect, not only
because of the large number of small storms found in the total population of storms, but because the first
flush of runoff for larger storm is also captured and that pollutant removal continues to occur for in-line
capture basins when the runoff exceeds their design capacity.
4.4 Determining the Water Quality Capture Volume
4.4.1 Use of Directly Connected Impervious Area
The procedures described in the RAINFALL and in the RUNOFF chapters of Volume 1 of the Manual are
intended for the design of drainages and flood facilities that prevent damage to property and help protect
human life. These procedures show that the depth of rainfall produced from a design storm varies
somewhat throughout the Denver region and that runoff is a function of total imperviousness. Water
quality enhancement focuses more on the smaller events that deliver frequent flow pulses and pollutant
loads to the receiving waters. The runoff volume for smaller events is especially sensitive to the
• impervious area that is hydraulically connected to the stormwater runoff system.
The impervious portion of a watershed determines the runoff volume that needs to be used for the design
of water quality facilities, and the percentage of impervious surface therefore becomes important in the
design of structural BMPs. The RUNOFF chapter of the Manual, Volume 1, includes the methodology for
calculating basin imperviousness. This procedure needs to be modified, however, when using the
practice of minimizing directly connected impervious areas in combination with extended detention
basins, retention ponds, wetlands, and other practices depended on a design water quality capture
volume. Whenever applicable, the needed modifications are described in the appropriate chapters of this
volume of the Manual.
4.4.2 Water Quality Capture Volume(WQCV!
All structural BMPs recommended in this volume of Manual are based on the 80th percentile event.
Specific guidance for finding the needed WQCV is provided in each BMP types' design section. This
WQCV varies with the type of BMP used and is based on the time it takes to fully drain the brim-full
WQCV. Figure SQ-2 summarizes the WQCV requirements as a function of the tributary catchments total
imperviousness as a ratio of the total area of the catchment for 6-, 12-, 24-, and 40-hour drain times of
the WQCV.

The independent variable in Figure SQ-2 is the total imperviousness ratio(i.e., i=1„.q/100)of the tributary
watershed (catchment). The chapter on RUNOFF in Volume 1 of the Manual contains guidance for how
to find the total imperviousness of a watershed and its use is recommended. Figures SQ-4,SQ-5 and
SQ-6 are duplicated in this chapter to help the reader estimate the imperviousness of single family
residential areas. Note that these figures require the knowledge of the average housing densities,
types of housing, and average human occupied total square footage of the houses in the area to find
the imperviousness of these areas.
