This facility is permitted through 2"d AmUSR-1405 for a 98,000 square foot Milk Processing Plant in the Agricultural zone district. Aurora Organic Dairy is seeing a huge increase in demand for their organic milk product, which requires an additional 62,000 square feet for various plant additions. The existing Milk Plant is approximately 48,000 square feet and with the additional area, the total would be approximately 110,000 square feet. Part of the addition will be up to 120' in height to accommodate equipment and allow for additional cold storage for Aurora's products. The height of the structure was discussed with the Planning staff previously. Staff reviewed the existing files and indicated that there are not any height restrictions for the facility. We have also discussed the proposed height with the adjacent property owner to the west (Rademacher) and there was not a problem with the height. We understand that the facility will need to meet the County's setback and offset requirements and the facility has been designed to meet those. The additional square footage is located within the plant expansion footprint, as shown on the approved USR, for the primary plant structure, and meets the current requirements for the existing USR. Detailed plans will be submitted to the County's Building Inspection Department which will include all the necessary documents and requirements for building permits, at the time of building permit submittal. As a part of the expansion, some other minor additions are planned, all of which are within the uses allowed through 2"d AmUSR-1405. Aurora Organic Dairy would like to add a security feature to their facility by adding a 200 square foot guard house at the entrance. The guard house will be setback from State Highway 66 to allow vehicle stacking to occur on-site. We do not believe that this would be considered a change to the USR, but accessory to the use. There are also some minor additions to the existing wastewater building, pump house, a mezzanine for existing and new equipment and a second floor addition at the plant. As stated previously, all Mr. Chris Gathman fl TETRA TECH September 10, 2012 Page 2 of 2 mezzanine and second floor additions are within the existing footprint as shown on the existing, approved USR. The total construction costs for this project are over $58,000,000 and attests to the strong economic commitments that Aurora Organic Dairy continues to make to Weld County. There is a need to increase milk production at this plant because of the strong organic milk market. Currently, the plant distributes its organic milk across the United States, to markets that include Costco and Wal-Mart. Drainage improvements for this phase will generally be in accordance with our approved Final Drainage Plans and Construction documents. If drainage needs to change, then an addendum to the Final Drainage Plan will be submitted to Public Works and the Planning Department for review and approval. Aurora Organic Dairy is anticipating construction as soon as building permit applications are approved and released. Some minor adjustments to parking and grading may be required. A grading permit will be submitted to Public Works at the time of building permit submittal. We are working with the Colorado Department of Transportation (CDOT) for any required improvements on State Highway 66. We will also be meeting with various utility providers and with a representative from the Mountain View Fire Protection District soon. The Fire District Notification Form will be provided to the County with the building permits. It is our opinion that all expansion components of the Milk Plant are within the approved Use by Special Review permit and we would be happy to sit down with you to review the plans, if you feel that it is necessary.
