RE: AUTHORIZATION FOR A PRE-BID CONFERENCE AND FOR THE IM-
MEDIATE LETTING OF BIDS FOR THE CLEANUP OF THE DEBRIS
IN WELD COUNTY, COLORADO, FOLLOWING THE BIG THOMPSON
FLOOD DISASTER OF JULY 31, 1976 AND TO DECLARE AN
EMERGENCY.
WHEREAS, the Board of County Commissioners of Weld
County, Colorado are vested with the authority to manage the
affairs of Weld County, Colorado, and
WHEREAS, an emergency exists which requires the im-
mediate letting of bids for debris cleanup in Weld County,
Colorado, following the Big Thompson flood disaster of July 31,
1976, and
WHEREAS, it is in the best interests of Weld County,
Colorado, to immediately hold a pre-bid conference with in-
terested contractors for the purpose of letting bids for the
cleanup of the debris following said disaster.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that Weld County
Engineer G. Frank Smith, Weld County Sheriff, E. Don Bower,
Weld County Environmental Health Director, Glen Paul, and
The Director of the Department of Finance, Central Purchasing
and Personnel, Barton Buss, be and hereby are directed to hold
a pre-bid conference at 11 : 00 A.M. on September 1, 1976 with the
interested contractors for the purpose of reviewing with the
contractors the procedure to be followed in the debris cleanup
operation, and for the purpose of reviewing and considering
all bids as submitted by the interested contractors .
BE IT FURTHER RESOLVED by the Board of County Commissioners
of Weld County, Colorado, that the Director of the Department of
Finance, Central Purchasing and Personnel of Weld County,
Colorado, be and hereby is authorized to immediately let bids
on September 1, 1976 at 3 :00 o ' clock P.M. following the review
of the bids as submitted at the pre-bid conference to be held
at 11 : 00 o ' clock A.M. on September 1, 1976 .
