On behalf of the Robert L. Seltzer Family Trust and Colorado Outdoor Storage, LLC; we are
pleased to submit this narrative and questionnaire associated with the Colorado Outdoor
Storage Site Specific Development Plan and Use By Special Review(USR) application.
The applicant proposes Site Specific Development Plan and Use By Special Review approval
for an outdoor storage facility within the 128 acre Lot D of Recorded Exemption No. 1489-34-3
RE-4482, part of the southwest quarter of Section 34, Township 1 North, Range 67 West of the
6th P.M., Weld County, Colorado. The project site is generally located on the East side of WCR
19 approximately 1000 feet North of WCR 2 (a.k.a. Baseline Road).
USR Questionnaire:
1) Explain, in detail, the proposed use of the property.
The proposed use of the property will be primarily recreational vehicle storage including,
including but not limited to small, medium and large pick-up trucks with or without
attached campers, vans, stand-alone campers, motor homes, 5th wheel trailers and

boats with trailers. In addition to recreational vehicle storage, miscellaneous outdoor
storage will also be permitted at the site.
The site will be restricted to dropping off or pick up. No camping, or maintenance of
vehicles will be allowed on the premises. Diagonal parking spaces will be delineated in
20, 25, 30, 35, 40, and 45 foot lengths and with widths varying from 10 feet wide to 12
feet wide.
The site currently houses existing oil and gas leases and facilities which will remain.
Initial phases of development, as shown on the site specific development plan, will
consist of approximately 16 acres of outdoor storage and associated site improvements.
Secured access is via WCR 19. The chain link gate will be located about 75 feet east of
the easterly roadway of WCR 19 to allow entering vehicles to stack within the entrance
area. Customers will activate the gate using an electronic key-pad to enter a customer-
specific code. The entrance area will be lighted and also be surfaced with concrete or
recycled asphalt. A perimeter chain link security fence topped with barb wire will also be
constructed. The main storage area will not be lighted.
The 24-hour operation will service individual storage customers who typically use the
site for approximately 15 minutes to drop off or pick up vehicles. The number of
customers who use this type of facility vary daily from less than 6 visits per day in March
to a peak of about 21 visits per day in July for the first phase of development. At full
project build-out and occupancy of the approximately 16 acres, typical peak visits are
anticipated at 12 visits in March and 43 visits in July.
• Routinely, no manager or employees will be on site and no permanent structures or
buildings will be constructed. Animals are only allowed on site with customers, if strictly
supervised during any site visit. A Security camera with DVR video storage will record
entries and exits. An emergency phone number will be posted on a sign at the entrance
gate. A company representative will be available 24 hours each day by phone to attend
to any emergency calls.
2) Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 of the Comprehensive Plan.
Goal 7 Policy 7.1. states "County land use regulations should support commercial and
industrial uses that are directly related to, or dependent upon, agriculture, to locate
within the agricultural areas, when the impact to surrounding properties is minimal, or
can be mitigated, and where adequate services are currently available or reasonably
obtainable".
The proposed development will not negatively impact adjacent development and land
uses or endanger the health welfare and safety of County residents.
The subject site currently houses existing oil and gas production, this additional use is
and additional complementary facility to maximize use of the property.
Goal 9 states the desire to "Reduce potential conflicts between varying land uses in the
conversion of traditional lands to other land uses"
• Project design will limit impacts to surrounding development. Site grading will be limited
and will minimize changes to existing topography and site conditions.
Development standards and conditions of approval will ensure compliance of with
Chapter 22.
No agricultural land will be taken out of current production to accommodate this use.
3) Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.
The proposed use is consistent with the intent of the Agricultural (A) Zone District and
applicable Use by Special Review regulations.
The proposed use is compatible with future development of the surrounding area
permitted by existing zoning and applicable master plans. The proposed USR is not
located within and Intergovernmental Agreement (IGA) area.
The proposed storage use will not be more intense or have a greater impact that many
existing uses allowable by right, and is consistent with surrounding development.

• 4) What type of uses surround the site (explain how the proposed use is consistent
and compatible with surrounding land uses).
The subject site is surrounded on all sides by Agricultural zoned property, and include
various agricultural, residential, and oil and gas uses. The lots south of the site are
owned by the Robert L. Seltzer Family Trust.
5) Describe, in detail, the following:
a) Number of people who will use the site.
The number of customers who use this type of facility vary daily from less than 6
visits per day in March to a peak of about 21 visits per day in July for the first
phase of development. At full project build-out and occupancy of the
approximately 16 acres, typical peak visits are anticipated at 12 visits in March
and 43 visits in July.
b) Number of employees proposed to be employed at this site.
Routinely, no manager or employees will be on site and no permanent structures
or buildings will be constructed. Animals are only allowed on site with customers,
if strictly supervised during any site visit. A Security camera with DVR video
storage will record entries and exits. An emergency phone number will be posted
on a sign at the entrance gate. A company representative will be available 24
hours each day by phone to attend to any emergency calls.
• c) Hours of operation.
The facility will be open 24 hours each day via secured gate access.
d) Typed and number of structures to be erected (built) on this site.
There are no proposed structures for the storage facility. Improvements will
consist of a security gate, perimeter fencing, a light at the entrance and
associated site improvements.
e) Type and number of animals, if any, to be on this site.
No animals are allowed or anticipated within the facility.
f) Kind of vehicles (type, size, weight) that will access this site and how often.
The site facility will accommodate vehicles of varying sizes and weights. The
most common vehicle will be between 20 and 30 feet in length.
g) Who will provide fire protection to the site.
Greater Brighton Fire Protection District will provide fire protection services for
the facility.
h) Water source on the property (existing and proposed).

• Water service is not proposed for the facility.
i) Sewage disposal system on the property (existing and proposed).
The facility will not provide a dump station or trash facilities. Due to lack of
regular employees at the site and the short nature of customer visits, generally
less than 15 minutes, restroom facilities are not proposed. A waiver is requested
of the permanent sewage disposal requirement.
j) If storage or warehousing is proposed, what types of items will be stored.
The primary use of the site will be recreational vehicle storage, miscellaneous
outdoor storage will also be allowed. Hazardous chemicals will not be permitted.
6) Explain the proposed landscaping for the site. The landscaping shall be
separately submitted as a landscape plan map as part of the application submittal.
Additional site landscaping is not proposed. Screening of the facility will be
accomplished via fencing along Weld County Road 19. See fence detail included in the
site specific development plan.
7) Explain any proposed reclamation procedures when termination of the Use by
Special Review occurs.
Since there are no new structures proposed for the storage facility, reclamation at the
• ultimate termination of the use will be limited.
8) Explain how the storm water drainage will be handled on the site.
See attached drainage letter and analysis. Storm water drainage will flow across the site
to the northeast and collection within a water quality pond. The site has natural positive
drainage which flows from southwest to northeast. Minimal site grading will be
necessary.
9) Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
Construction is anticipated to begin immediately upon approval and is expected to take
approximately 60 days. The desire is to have the facility operational late summer 2012.
10)Explain where storage and/or stockpile of wastes will occur on this site.
No dumping or trash facilities are proposed.
Traffic Analysis

Waiver of permanent water service and permanent sewage disposal.
Due to lack of regular employees at the site and the short nature of customer visits, generally
less than 15 minutes, restroom and water facilities are not proposed. A waiver is requested of
the permanent sewage disposal requirement.
Dust Abatement
See attached dust abatement plan.
During the construction phase of the project, the contractor will utilize water trucks to maintain
dust suppression. Also, the Storm Water Management Plan will be followed to mitigate soil
erosion during the construction phase.
After construction is completed the site will be stabilized using native vegetation, which will not
be allowed to grow over 12" high. Additionally, the site will be surfaced with recycled asphalt
which will serve to limit dust.

Based upon the pre-application meeting on February 24, 2012 VERTEX has found the following
• with regards to the above mentioned property.
•
• 0 This 15.68-Acre site drains from the southwest to the northeast corner of the site at an
approximate slope of 1.5-4% and is all currently native grass and weeds.
o There are currently no onsite drainage ways or drainage problems.
• o The site, once developed, will consist of recycled asphalt for outdoor storage.
o The pre-development flows will be 47.18cfs (based on 2% Impervious for native
• conditions) and the post development flows will be 53.65cfs (based on recycled asphalt at
• 40% Impervious for the outdoor storage).
o Based on the Weld County requirements and the developed conditions for this site,
• 0.282acre-ft (12,284ft3) of Water Quality Capture Volume will need to be provided for
• the site.
• o Water Quality will be provided in the northeast corner of the site and all flows from this
proposed development will be directed to the proposed water quality pond.

•
• Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
• soils are not protected by vegetation, are thoroughly wet, and receive precipitation
• from long-duration storms.
• The soils in the United States are assigned to four groups (A, B, C, and D) and
• three dual classes (ND, B/D, and C/D). The groups are defined as follows:
• Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly
• wet. These consist mainly of deep, well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.1411 Group B. Soils having a moderate infiltration rate when thoroughly wet. These
• consist chiefly of moderately deep or deep, moderately well drained or well drained
• soils that have moderately fine texture to moderately coarse texture. These soils
have a moderate rate of water transmission.

• Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
• soils of moderately fine texture or fine texture.These soils have a slow rate of water
• transmission.
• Group D. Soils having a very slow infiltration rate (high runoff potential)when
• thoroughly wet. These consist chiefly of clays that have a high shrink-swell
potential, soils that have a high water table, soils that have a claypan or clay layer
• at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.

• If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in their
• natural condition are in group D are assigned to dual classes.
