If a question does not pertain to your use, please respond with"not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The site will he used as a staging area for an oil and gas roust-a-bout service. Employees of the business will park their personal vehicles and pick up a vehicle owned by the business for use offsite. Materials stored on site will be limited to pipe and pipe fittings. Both the commercial parking area and the storage area will he enclosed within a secured perimeter. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Policy 7.2 of Section 22-2-20 states "Conversion of agricultural land to nonurban residential. commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region. Given the intensive oil and gas extraction activities occurring not only within the region. but within site of the subject property. it is clear that the property can support the proposed service and that the service is compatible with the region. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The use proposed here. Oi/and Gas Support and Service. is an allowed use upon approval of a Use by Special Review Permit (A-2, Chapter 23) 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The surrounding area is similarly used for agricultural purposes. As stated previously, a considerable amount of mineral extraction occurs locally. Due to this. the proposed land use is consistent and compatible with the surrounding area. 5. Assuming 3 trips/day per vehicle there should he a maximum of 15 trips/day associated with the service. g. Water source on the property(both domestic and irrigation) The residence utilizes an existing well (Well Permit ii 173128). Since the service has no onsite employees. a business related water source is not needed. I. Sewage disposal system on the property (existing and proposed) The residence utilizes an existing septic tank and lateral field. Despite the lack of on employees. the business utilizes a portable restroom that is maintained weekly. j. Box 758 Greeley, Colorado 80632 Re: APA CHE Field Services Traffic and Drainage Characteristics To Whom It May Concern: The site proposed for APA CHE Field Services, LLC is located on Lot A of Recorded Exemption No. 1309-09-4-RE2263, a 10.0 acre tract located at the northwest corner of the intersection of Weld County Roads 22 and 31. The site is currently used as a single family residence, a use that will continue to be maintained, and will also serve as a staging area for the oil and gas roust-a-bout service. The business operates a fleet of 5 pickup trucks. Access to both the existing residence and business is made by way of an existing driveway off of WCR 31. This driveway, located approximately 300 feet to the north of the intersection of WCR 31 and WCR 22, is projected to generate a maximum of 25 trips per day, 10 of these associated with the residence, and 15 with the business (5 vehicles x 3 trips/day/vehicle = 15 trips). Since it is anticipated that the business will maintain its current size and scope, additional vehicles and/or larger vehicles are not expected. Developed drainage patterns for the site will eccentially reflect current or historic patterns. The existing residence and driveway are situated on high ground that divides Lot A into two areas having different drainage characteristics. The area to the north of this drainage boundary slopes away from the house and drive in a general northerly direction. Similarly the area to the south of the drainage boundary, the area of concern here, generally slopes down to the south and southwest. Direct runoff generated in the eastern portion of the southern area sheet flows into the Fulton Ditch, an unlined irrigation facility that borders the southern and eastern property lines and that intercepts any runoff flowing from theme directions. Runoff generated in the western portion of the southern area sheet flows to an existing low area located in the southwest corner of the site. It is this low area that will further be lowered to create a water quality feature. Colorado. Southern Part (United States Department of Agriculture, Natural Resources Conservation Service), onsite soils consist of Vona Loamy Sand and Vona Sandy Loam, both of which have a percolation rate of 2 to 6 inches per hour. Assuming the low end of this estimated range, it should take approximately 6 hours for the water quality feature to drain when full (12" + 2"/hour = 6 hours). Overflow from the proposed pond will behave as it does currently, it will flow offsite to the northwest, to Twombly Reservoir. In order to direct runoff from the enclosed parking area to the water quality feature, and not the Fulton Ditch, it will be necessary to construct a shallow swale. While the swale should have sufficient depth and slope to insure positive drainage, it should not be so deep as to impede access to the Fulton Ditch.
