1. Proposed Use: 22,000 sq. ft. 100' x220' Pre -Engineered Metal Building for the storage of Dry
Feed. Product will be brought in throughout the processing time during harvest and until the
crop year is finished. Product will be re -distributed throughout the year. And is consistent with
Sec. 22-2-10 (A)(B), Sec. 22-2-20 (A,5) of the

Weld County. By allowing for the storage of product in the local market for future delivery to
feedlots and dairies throughout the county and state. The project is consistent with Sec. 22-2-
10(A&B), Sec. 22-2-20(A,5), (B,5) of the comprehensive plan.
3. This is in an area that is Zoned Ag. This project will be a pre-engineered metal building that will
house agricultural commodities. The adjacent properties have large metal buildings that were
also designed for the storage of agricultural products. This project will be consistent with the
surroundings and other buildings in the area. This project meets the criteria of Sec. 23-3-40
(B, 2) for uses in an Agricultural Zone District.
4. The immediate area to the west of the site has been related to agriculture since its
construction, and has stored and shipped potatoes since. At present this is a mixed use site. To
the east and south is production farm ground with attached residences. The town of Lucerne is
Home to the Cache la Poudre Irrigation District, North Weld Water District, Lucerne, Inc.
(Fertilizer and Chemicals), And a couple of seed companies. All of these companies are involved
with production agriculture. This project will bring one more entity to the area to help in its
growth of serving agriculture.
5. (a) The only employees on site will be either to unload trucks or to re -load. 4- 5 Trucks per day,
at approximately 20-30 minutes per load.
(b) There will be no full time employees at this site.
(c) Flours of operation are from 8am — 5pm, Monday thru Friday.
(d)The structure will be a Pre -Engineered Metal building on 6' concrete stemwalls. The colors
will be white with bronze trim to match the existing neighboring buildings.
(e)There will be no animals at this location.
(f) 4-6 OTR Trucks per day in and out. Vehicle weight of 80,000# loaded. The majority of the
loads will come in and out from Highway 85 at Lucerne. Due to the light being the safest access
to the site.
(G) Fire Protection will be by Eaton fire Protection District
(H)Closest water supply is by North Weld Water District. No water will be brought into the site
as none will be needed.
(I) Sewage would need to be by Septic System. None will be used as WCHD allows for sanitary
facilities to be used at this type of site.
(j) Dry feed products, such as Beet Pulp Pellets.
6. Landscaping will be as per landscape plan and maintained seasonally to assure that it will
reach maturity. Grasses will be kept mowed at a height not to reach 12". Trees will be watered
from runoff from the building. Until they are established they will be watered via water truck.
Any dead trees will be replaced at the closest appropriate time of year for their replacement.
7. The build out of the site would not allow for reclamation of the site, unless the building was
removed. In that case it would go back to production agriculture or another use that would be
more suited to the future surroundings
8. Storm water will be handled as per site plan issued by ATD Engineering as part of this packet.
Construction of this site will be approximately 6 months.
9. Breaking ground thru landscaping.
10. This site does not generate waste, other than that of the drivers cleaning the inside of their
trucks. Trash disposal will be by Waste Management, a dumpster will be in an enclosure on the
east side of the building.
WASTE MANAGEMENT PLAN — USR
As this site is designed for the storage of bulk materials there will be little to no waste. A
small container will be provided via contract with Waste Management. It will set inside an
enclosure on the east side of the building.
The only waste generated will be by drivers that might clean out the inside of their truck
(Cab) from time to time. Or waste that may get caught up in the landscaping that will need to
be picked up.
DUST ABATEMENT PLAN — USR
During construction dust will be controlled by Silt Fence around the perimeter of the site.
Additionally the site will be watered via water truck if necessary.
After the construction phase all soils not covered with recycled asphalt will be vegetated with
a dryland pasture mix. This seeding will be kept in place by crimped straw.
Dust Abatement Plan:
All areas will be vegetated with dryland pasture mix and crimped with straw to reduce erosion, until
grass can become established. During Construction Silt fence will be set around the perimeter of the
property to reduce blown earth. If necessary during construction as to the location of the site to the
highway the site will be watered via a water truck. A grading permit will be applied for prior to
construction.
Waste Handling Plan:
Both sanitary facility and trash will be removed from site via Waste Management of Ault, Co. and
hauled to one of their sites for disposal. Products that may be produced at this site include:
a. Trash from drivers trucks
b. Trash picked from around the site that may blow onto property.
c. This site does not generate trash by any of its operations.

The permittee is hereby authorized to proceed with access construction within state highway right-of-way in
accordance with the above referenced State Highway Access Permit and this Notice to Proceed.
This Notice to Proceed is valid only if the referenced Access Permit has not expired. Access Permits expire
one year from date of issue if not under construction, or completed. Access Permits may be extended in
accordance with Section 2.3(11)(d), of the Access Code.
Adequate advance warning is required at all times during access construction, in conformance with the Manual
on Uniform Traffic Control Devices for Streets and Highways.

Alles Taylor & Duke, LLC has been contracted to produce a portion of the required
documentation for the required Use by Special Review (USR). A topographic site survey
has been preformed and a copy of said survey has been attached to this drainage
narrative.
As requested a brief narrative of the existing storm water drainage patterns follows:
1. Off -Site Flows: from the Topographic Survey, there are no existing to minimal
off site flows entering the subject site, see attached Topographic Survey.
2. The existing storm water drainage patterns that exist on the site are as follows:
The historic storm water flow pattern is from the Northwest to the Southeast at
0.5%.
3. Storm water flows and irrigation tail waters have flowed to the southern portion
of the site (CDOT ROW), then east to an existing culvert that empties into the
Free Church Lateral.
From information obtained from the Weld County Public Works Department, Water
Quality Capture Volumes (WQCV) is required for this site. Storm water detention is not
required for this site.
The proposed drainage pattern for the site is as follows:
The proposed drainage will be split and flow around the proposed structure by a
system of drainage swales and one culvert and the access.
The required WQCV is 1,826 CF, please see appendix A for calculations.
The proposed WQCV pond has been placed north of the 45' Future ROW. Due to the
existing grades at the site, the WQCV pond is designed as a retention style pond. The
ponding depth is 1.8 feet or 21 inches deep. Using an assumed percolation rate of 30
min./in., the WQCV Retention pond will drain in 10.5 hours after the end of the storm
event. The design volume of the WQCV pond is 10,252 CF. The depth of the WQCV
pond is controlled by the depth of the culvert passing under the access to the site. The
WQCV pond bottom is set at 4622.1 ft (NAVD 88). The 100 year storm water flows for
the site have been calculated for sizing the overflow from the WQCV retention pond.

The time of concentration, tc, for the site is 10 min./in. and is based on section 2.4.4 of
Volume on of the Urban Storm Drainage Criteria Manual (USDCM) and as stated, Non -
urbanized development, t, is not to be less than 10 min. Using equation RO-5 the to =
12.017 min. Using tc = 10 min. produces a higher peak flow rate than tc = 12 min. The
calculated peak flow rate is 14.97 CFS, please see attached computations in Appendix
A. The flow depth at the overflow point is assumed at 0.5 ft. The over -flow opening
width is 20 feet and this produces a cross-sectional flow area of 10 SF. The resultant
flow velocity is 1.5 ft/sec., please see the attached calculations. Buried Type "L" rip -rap
with underlayment has been shown for the over -flow point. After release from the
WQCV retention pond, the storm water from the site resume historic flow patterns.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four groups according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long -duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and
three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly
wet. These consist mainly of deep, well drained to excessively drained sands or
gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These
consist chiefly of moderately deep or deep, moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture. These soils
have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture. These soils have a slow rate of water
transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet. These consist chiefly of clays that have a high shrink -swell
potential, soils that have a high water table, soils that have a claypan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is
for drained areas and the second is for undrained areas. Only the soils that in their
natural condition are in group D are assigned to dual classes.
