CALL TO ORDER:
Mike Freeman, President, called the meeting to order at 3:05 p.m.
APPROVE MINUTES OF APRIL 8, 2013:
By motion duly made and seconded, the minutes of April 8, 2013, were approved
unanimously. No meeting was held in July, 2013.
APPROVE PAYMENTS:
Donald Warden, Weld County Budget Director, presented the payment of $50,000 to the
Weld County Department of Public Health and Environment, for approval. He stated this is the
second year of the project for the water testing equipment. By motion duly made and seconded,
the payment of $50,000 to the Weld County Department of Public Health and Environment was
approved.
Mr. Warden also presented the payment of $1,030,000 to the Weld County Department
of Public Works for approval. He reviewed the list of completed projects, which exceeds that
amount. By motion duly made and seconded, the payment of $1,030,000 to the Weld County
Department of Public Works was approved.
Mr. Warden presented a bill from Anderson and Whitney, Certified Public Accountants,
in the amount of $3,000 for approval. He stated this is for the 2012 audit. By motion duly made
and seconded, the payment was approved.
NEW BUSINESS:
Review 2012 Audit: Mr. Warden stated Anderson and Whitney, Certified Public
Accountants, conducted the audit as of December 31, 2012, and no exceptions were found. He
stated all funds were in compliance and recommended the Board accept the audit as presented.
By motion duly made and seconded, the audit was accepted as presented.

Budget Hearing for 2014 Budget: Mr. Warden stated this is a Public Hearing which was
duly noticed. He presented the 2014 budget, with Revenues for 2014 of $1,000,000 plus and
estimated $4,000 in interest. He stated Board policy is to spend money one year in arrears, in
order to know the exact amount awarded. He stated Contract Payments are listed at
$1,050,000, with $50,000 committed to the Weld County Department of Public Health and
Environment for the third of three years; leaving $1,000,000 for the Weld County Department of
Public Works. No public comments were received. By motion duly made and seconded, the
Resolution to adopt the 2014 Budget was approved as presented.
Mr. Warden presented a Resolution to Appropriate Sums of Money, in the amount of
$1,054,800. By motion duly made and seconded, the Resolution was approved as presented.
Consider 2014 Requests for Proposal: Mr. Warden recommended the Weld County
Department of Public Health and Environment be awarded $50,000 for the third year of a three-
year commitment; and the Weld County Department of Public Works be awarded $1,000,000.
He stated the list of Haul Route Program (HRP) roads submitted by the Department exceeds
that amount; however, the Department will use up to that amount, with the County paying the
balance.
A request for $79,000 for the Natural Resource Education Project was also received. Mr.
Warden indicated he had not included it in the recommended 2014 budget. Ray Tschillard,
Director of Poudre Learning Center, made a presentation for the budget request. Although the
FML Board members felt the project was a good one and needed in the community they did not
feel that an educational project was appropriate to be funded with FML District funds that are to
be used to mitigate the impact of the oil and gas development in the Weld FML District. Bruce
White and Janet Carter indicated that they would work with the Poudre Learning Center to see if
they could help get funding from the oil and gas industry for the project.
On motion duly made and seconded, the Requests for Proposal for the Weld County
Department of Public Health and Environment be awarded $50,000 for the third year of a three-
year commitment; and the Weld County Department of Public Works be awarded $1,000,000
was approved as presented. The request for $79,000 for the Natural Resource Education
Project was not approved for funding.
OTHER BUSINESS:
The Board set the next meeting to be held Monday, January 13, 2014.

Chairman Freeman adjourned the meeting at 3:45 p.m.
