RE: APPROVE PROVISION OF A LETTER OF SUPPORT TO INTERVENTION
COMMUNITY CORRECTIONS SERVICES (ICCS) AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been requested to provide a Letter of Support from the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of Intervention Community Corrections Services (ICCS), as part of their
Request for Proposal (RFP) application to receive enhanced funding from the Colorado
Department of Public Safety, and
WHEREAS, after review, the Board deems it advisable to provide said letter of support,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the provision of a Letter of Support to Intervention Community
Corrections Services (ICCS) be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said letter.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 16th day of January, A.D., 2013.

Re: Consider Letter of Support to Intervention Community
Corrections Services (ICCS)

This request was previously presented to the Board as a Pass Around item and approved for
inclusion on a meeting agenda.
Our community corrections vendor, Intervention Community Corrections Services (ICCS), seeks
a letter of support as part of their Request for Proposal (RFP) application to receive enhanced
funding from the Colorado Department of Public Safety to improve evaluation, treatment and
monitoring of certain sex offenders placed at the facility. Among the many requirements, the
RFP requires, "a letter of support from the local community corrections board." The Community
Corrections Board voted to approve writing a letter of support for ICCS at their December 20,
2012 meeting. While the Community Corrections Board gave its initial approval, they noted for
the record that the Board of County Commissioners must make final approval.
The RFP application by ICCS to the DCJ is simply to receive more funds, not to house a
different population or use the facility differently. If awarded, these funds will be used to deliver
better and quicker treatment services to these already approved offenders placed at the facility.
• Forty (40 beds are earmarked statewide for this RFP. ICCS seeks approval for eight (8)
beds.
• No impacts to zoning, master contract, sub -contract or lease agreement. RFP is just for
additional funding to create better services ($33.02 per day, beyond the base rate of
$37.74 per day).
• No change in use at the facility.
• No local matching requirement to Weld County.
• Creates quicker access to evaluation and treatment services; improves public safety.
A DRAFT version letter of support is included for your consideration and use. I respectfully
recommend the Board support writing a letter of support.

Re: Sex Offender Supervision and Treatment in Community Corrections -- Request for

Dear Ms. Sengenberger:
The Board of County Commissioners, in conferring with the Weld County Community
Corrections Board, and having jurisdiction over Intervention Community Corrections Services
(ICCS-Weld), supports your agency's interest to submit a proposal to the Colorado Department
of Public Safety to enhance evaluation, treatment and monitoring of certain sex offenders
placed at the Weld County Community Corrections Facility. The Board of County
Commissioners and Community Corrections Board support a proposal for up to eight (8) sex
offender beds (ADP). All sex offenders referred to your program must originate from and/or be
releasing to Weld County and all must first be reviewed and approved by the Weld County
Community Corrections Board before placement. Any physical plant changes to the facility to
accommodate sex offender programming will be made only after consultation with applicable
Weld County officials.
