CODE ORDINANCE 2013-16
O-1 IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, A PORTION
OF CHAPTER 2 ADMINISTRATION, AND CHAPTER 5 REVENUE AND FINANCE, OF THE WELD
COUNTY CODE
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
WELD, STATE OF COLORADO:
WHEREAS, the Board of County Commissioners of the County of Weld, State of Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter. is vested with the authority
of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners. on December 28. 2000, adopted Weld
County Code Ordinance 2000-1, enacting a comprehensive Code for the County of Weld, including
the codification of all previously adopted ordinances of a general and permanent nature enacted on
or before said date of adoption, and
WHEREAS, the Weld County Code is in need of revision and clarification with regard to
procedures. terms, and requirements therein.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of the
County of Weld, State of Colorado, that certain existing Chapters of the Weld County Code be, and
hereby are, repealed and re-enacted, with amendments, and the various Chapters are revised to
read as follows.
CHAPTER 2
ADMINISTRATION
Amend Sec. 2-1-120. Delegation of authority.
A through O - No Change
P. Delegation of authority concerning Standard Form for Child Protection Agreement for
Respite Care. The Board of County Commissioners, on March 17, 2004, by Resolution
#2004-0854, approved the standard form for Child Protection Agreement for Services for
Respite Care, and granted standing authority to the Chair of the Board to sign said
agreement, after review by the County Attorney to verify that it was completed in accordance
with the form approved by the Board. By Resolutions #2006-0524 and -#2012-1120,
#2013-1577 the form of the agreement was updated.

BE IT FURTHER ORDAINED by the Board that the Clerk to the Board be, and hereby
is, directed to arrange for Colorado Code Publishing to supplement the Weld County Code with
the amendments contained herein, to coincide with chapters, articles, divisions, sections, and
subsections as they currently exist within said Code; and to resolve any inconsistencies
regarding capitalization, grammar, and numbering or placement of chapters, articles, divisions,
sections, and subsections in said Code.
BE IT FURTHER ORDAINED by the Board if any section, subsection, paragraph,
sentence, clause, or phrase of this Ordinance is for any reason held or decided to be
unconstitutional, such decision shall not affect the validity of the remaining portions hereof. The
Board of County Commissioners hereby declares that it would have enacted this Ordinance in
each and every section, subsection, paragraph, sentence, clause, and phrase thereof
irrespective of the fact that any one or more sections, subsections, paragraphs, sentences,
clauses, or phrases might be declared to be unconstitutional or invalid.

APPENDIX 5-A
COMMERCIAL RENTAL SCHEDULE
CENTENNIAL FIRST FLOOR ASSEMBLY ROOMBOARD'S CHAMBER ROOM
$30.00 per hour
$50.00 Damage and Cleaning Fee will be applied to the rental charges if everything is left in a
satisfactory condition.
A County employee responsible for the building must be present during weekend events. The employee
will be paid $17.50 per hour by sponsoring group prior to the opening of event.
Any County labor provided beyond routine service will be charged on a cost -recovery basis determined
by the County.
Recognized Weld County government groups shall not be charged the above fees for use for County
business.
WELD COUNTY TRAINING CENTER
$50.00 per hour
$100.00 Refundable Cleaning Deposit
Any damage to the facility will be charged on a cost -recovery basis determined by the County.
A County employee responsible for the building must be present during weekend events. The employee
will be paid $17.50 per hour by the sponsoring group prior to the opening of the event.

business.
SOUTHWEST WELD COUNTY SERVICES CENTER
$30.00 per hour
A damage and cleaning fee of fifty dollars ($50.00) will be applied to the rental charges if everything is

by the Director of Administrative Services.

37. Staff time for applicants or constituents that propose
novel uses or development that does not fit into
established fee categories where staff will spend 4 or
more hours of review, oversight or assistance.
The hourly rate shall be calculated on a full cost recovery basis
of the County's costs for the staff positions involved in the
assistance. The full cost recovery rate shall be determined by
the Director of Finance and Administration and shall include
salary, fringe benefits, support costs (services and supplies)
and indirect costs calculated in accordance with the County-
wide cost allocation plan per Federal OMB -87 methodologies.
Constituents shall deposit the estimated amount of the costs
prior to assistance. The County will draw upon it based on the
standard hourly rate for each staff providing the review,
oversight or assistance.
The applicant shall be provided copies of the billing 5 days
prior to the cost actually being billed against the account and
the applicant. The applicant's sole remedy to appeal any
billing shall be to the Board of County Commissioners. The
unused portion of the submitted application fee shall be
returned to the applicant within 30 days of completion of the
development process or if requested.

APPENDIX 5-L
REQUIRED BID AMOUNT
Pursuant to Article XIV, Section 14-9, Section 5 of
the Weld County Home Rule Charter, written,
sealed bids and a ten-day period for consideration
and investigation of the bids are required for
purchases in excess of an amount set annually by
the Board of County Commissioners by Ordinance.
Through repeal and re-enactment of this Appendix,
the amount set for the year 2013 2014 is
$10,000.00; however, the amount for all contracts
for a disaster emergency event in the case where a
declaration of disaster is made by the Board of
County Commissioners is $150,000.00.
