Platte Valley Fire Protection District, the officers and staff, we strongly support the formation of the Platte Valley Recreation District. The impact potential that this District has to the community and residents of the Kersey area is limitless. PUP) Fax: 1970) ,506-R,33 1 On behalf of the High Plains Library District Trustees and staff, I would like to express our support for the proposed Platte Valley Park and Recreation District. The boundaries of the proposed District lie within High Plains Library District boundaries. The concepts within the Service Plan and related documents are compatible with the library's desire for expanding access to resources, equalizing opportunities for residents throughout Weld County and building community. High Plains Library District began operating the Kersey Community Library in February 2013. Housed in an 800 square foot room at 413 1st Street and open 32 hours per week, we find area residents to be eager and excited to take advantage of expanded access to a full range of High Plains Library District materials and services. A Park and Recreation District would be a welcome addition to the area, providing activities for children and adults and space for residents to be active and participate in community life. We also think a recreation facility has the potential be become a true community center that may include giving the library opportunities for partnerships and increased programming for people of all ages. We are excited about the prospects of all that the Platte Valley Recreation District could bring to this area of Weld County. What has changed in that time? Moving to Kersey where no such complex exists. Having a recreational building in my neighborhood would be beneficial on so many levels for me, my family, and my Kersey Community. On a personal level, having a recreation center would be valuable to my physical, emotional, and social well being. Physically, I would have access to equipment that I could utilize for cardiovascular and strength training fitness to maintain a desirable weight. Having access to exercise equipment/facility would increase my endorphins and put my emotional state into balance. It would increase my self- esteem, brain function, and sleeping patterns while decreasing stress, depression, and anxiety. Since I work outside Kersey, the recreation center would be a positive place for me socially. I would get to know people in the community by participating in group activities and interact with other adults that are also choosing an active lifestyle. My husband and I have talked numerous times about how we need to get a membership to a gym in Greeley, but our excuse is, "it is out of our way and it doesn't work with our schedules". (I work 40 miles east of Kersey and when I arrive home at night, I don't want to travel another ten miles to work out.) However, if we had a recreational center in Kersey, I could go right after work and he could meet me there when he is finished. The convenience of having a recreational facility near our home is all the motivation we need to become active again. As for the community of Kersey, the benefits of a recreation site are immeasurable. First off, it is an investment for attracting businesses and residents by guaranteeing quality of life and economic growth and health. It becomes an expansion of employment opportunities for local individuals and families. It will increase community pride and strengthen neighborhood involvement. It will be utilized by all age groups; increasing sports programs in Kersey for youth and diminishing the chance of disease in adults and senior citizens. In closing, the only experience I have had through the City of Kersey has been the Zumba Fitness that began in October of last year. The class was amazing and it was beginning to have a positive effect on my overall well being. However, after two months the class ended because there was no facility for us to use. Last month the class started up again, but I am fearful that it will be shut down because we have no permanent place to exercise. Your decision to build a recreational facility is important to me, my family, and the Kersey Community. Please make it a realityl Respectfully, Lisa R. Our family would be one of many families that would use and appreciate having in this town. After a very trying year and a half for our family we have come to realize the importance of daily exercise. You see my husband, who is in his early 50's, had open heart surgery with seven blockages in his arteries. Exercise has become a very important part of our lives. Having a facility to exercise at in our community will make this part of our life much easier. Driving to Greeley every day is not only time consuming but also very expensive. With our lives being as hectic as they seem to be, having a facility to use so close to us will not only save money but also allow us to free up more time to spend with our family. Please know that many, many people besides our family would use and appreciate having a facility like this in our community. Children could also walk to the facility if a'parent is unable to take them. Unfortunately, Kersey does not have these kind of activities available for the community.Therefore, people go to Greeley or if they are unable to drive they axe left just to hang out. This creates potential for kids to get in to trouble or playvideo games all day. It would also be a place where our seniors could have meetings and could participate in exercise classes. I have the following comments to be included at one of the hearings. I own property at 28098 WCR 60.5. I object to the proposed district for the following reasons. The need is not significant enough to justify the cost. The plan and estimates are incomplete and therefore understated. The financial obligation is subject to increases by the decisions of the Board. I am sending this e mail to you to voice my opposition to the creation of the Platte Valley Recreation District as presented in the proposed Service Plan. My concerns are with both the scope and scale of the plan as it is being presented. In addition, I am not in favor of the unlimited Operations Levy or the unlimited Maximum mill levy for debt in the event the debt -to -assessed value ratio is less than 50%. I am not quite certain of the current population of the Town of Kersey —I estimate about 1,100 people. Nor am I sure of the population of the Recreation District as proposed. However, it appears to me that the project is far in excess of what is needed -even with moderate growth in the future. I base my premise on the following: 1.) The proposal has the District purchasing 15 acres for $1,100,000. Even with a building that is going to be almost 60,000 sf, 15 acres (653,400sf) is excessive. With Berryman Park on the west side of Kersey and with the 2 large practice fields at the high school, I don't see the need for an additional 10 to 12 acres of park space. 2.) The Building is estimated to be 59,740sf. This is only about 7,700 sf smaller than the Family FunPlex in West Greeley. I don't see where the population in the Platte Valley Rec District would ever be large enough to fully utilize this facility. Things to consider: a. the need for a competitive indoor natatorium, wouldn't an outdoor pool be sufficient? If my calculations are correct this alone accounts for over 20% of the total cost b. the need for a preschool (see below regarding the intergovernmental agreements) c. 2 additional basketball courts. The school district has 3 courts now, why the need for 5 total. d. a 5,300 sf wrestling/gymnastics room (see below regarding the intergovernmental agreements) The Service Plan states that the Rec District can enter into intergovernmental agreements with the Town of Kersey as well as Platte Valley School District. It would seem that the school district is benefitting greatly from this plan. The proposed preschool and wrestling/gymnastics room have both been on the wish list for the school district for years. I am not opposed to either, however as part of the Service Plan I do oppose these facilities. The reason being is that the school district needs to propose their own bond issue for these improvements so that EVERYONE in the school district pays for these improvements....not just the people who own 40 acres or less. The plan allows the District to charge fees so I don't know the reasoning for asking for the maximum allowable mill levy (50). There should be some type revenue projection that the facility will generate to offset operating costs. It could be a very conservative estimate and the District would not have to ask for the maximum levy. So I think the people proposing this district need to go back and sharpen their pencils a bit more and come to the table with a more self sustaining and realistic project. In all fairness to the citizens of the Platte Valley School District that are NOT in the City of Kersey, I believe using the boundaries of the RE -7 School District for this proposal is a disservice. My zip code is LaSalle, Colorado. The Fire Department that my taxes support is the LaSalle Fire Department. For the few that will use any facilities in this proposal, it is not warranted.
