Public Trustee Office Space/Relocation Offer
Dear Commissioner Garcia:
Thank you for your letter of January 7, 2013. As you know, it is my duty as Public Trustee to
ensure that the Public Trustee's Office runs as cost -efficiently as possible without impacting the
Office's main mission of effectively and professionally processing foreclosures in Weld County.
I am very interested in further discussions regarding your proposal that the Weld County Public
Trustee's office move to the Weld County building located at 918 10th Street, Greeley, Colorado
("County Space"). However, while I am interested in exploring any and all cost -saving options,
it does not appear that a move of the Weld County Public Trustee's office to County Space is
advisable until 2015.
I have been in contact with the Weld County Attorney's Office with regard to a potential move
out of my existing location and into County Space. I shared with them my existing lease with
First National Bank, which runs through October of 2015. The Weld County Attorney's Office
advised me that there does not currently appear to be a way out of the existing lease without
exposing the Public Trustee's Office to liability or litigation, neither of which is in the best
interests of the people of Weld County. I also do not want to jeopardize the good standing in the
community of the Public Trustee's Office. Accordingly, it appears that we should table the
discussion of a move until closer to the expiration of that lease. I suggest that we revisit this
issue at the beginning of 2015, to discuss a potential move at the conclusion of the existing lease.
At that time, we will need to consider several items relating to a potential move.

Specifically, we will need to discuss the nature, duration, and logistics surrounding the Public
Trustee's proposed tenancy in the County Space. I believe a formal lease would be necessary as
it would help ensure that both Weld County and the Public Trustee's Office have a full
understanding of their respective rights and responsibilities with regard to the County Space.
The lease ideally would address several outstanding issues including, but not limited to: parking
availability, break and conference room access, lease duration, division of utility expenses,
infrastructure and potential tenant improvements, relocation costs, vendor contracts, and other
real-estate related issues.

Dear Public Trustee Velasquez,
On November 29, 2012, you toured the proposed facility located at 918 10th Street, Greeley,
Colorado. The facility offers a street level entry, restrooms, use of a portion of an existing data
closet for your communications rack, a large open office and a private office which total just
over 2,100 square feet. The large open office area is 1,633 square feet. The open office area
layout is very similar to what is currently in use today where you house seven employees and
also conduct auctions.
As you are aware, being fiscally responsible is a requirement the citizens expect from
government. In an effort to assist your organization in achieving that goal, Weld County has an
office space, which you have indicated may be suitable for your needs. As discussed, Weld
County wishes to offer this office space for the Public Trustee to conduct your necessary
functions. We are offering you this space for the cost of utilities and maintenance support only.
We feel this space should allow you to adequately conduct your necessary functions as well as
result in a savings to the taxpayers. The building will be available for immediate occupancy.
Please consider this offer and provide a response within in the next 10 business days. I may be
