HomeMy WebLinkAbout20130405.tiffRESOLUTION RE: APPROVAL OF TWO 2010 HOMELAND SECURITY GRANT PROPOSALS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with two proposals through the 2010 Homeland Security Grant for the Weld County Sheriffs Office, Office of Emergency Management, copies of which are attached hereto, and which are respectively referred to as their "Project Title," as "Cell Phone Kiosk," and "Forensic Recovery of Evidence Device (FRED) Kiosk," and WHEREAS, after review, the Board deems it advisable to approve both 2010 Homeland Security Grant Proposals, and authorize the Clerk to the Board or Weld County Sheriffs Office to transmit them to the appropriate officials at Homeland Security. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the two proposals through the 2010 Homeland Security Grant for the Weld County Sheriff's Office, Office of Emergency Management, identified above, be and hereby are, approved. A cell phone kiosk would be made available for agencies that have seized a cell phone and do not have a forensic unit available. The kiosk would be set up in the Regional Lab, accessible to law enforcement agencies, and would provide for a stream -lined data collection process with minimal user interaction. Data like contact lists, SMS messages, and videos would be collected and a report generated, all with minimal training on the officer's part. This would provide more immediate results to the investigating officer, who needs only minimal information from seized cell phones. It would also alleviate some of the back log in the Regional Lab and allow more complex cases to be completed in a timely manner. The Kiosk would be comprised of a CelleBrite UFED, capable of collecting most common phone information and a camera/ computer system, used to create screen captures of phone contents that cannot be captured by CelleBrite. Weld County is a Semi -Rural county that has a population base of approximately 252,000 people. The Weld County Sheriff's Office has identified numerous critical infrastructures that if targeted would significantly impact this county as well as the greater Denver Metro Area. These critical infrastructures include Interstates 25 and 76, two large scale power plants and several large power grids which supply power to towns in Weld County as well as the Denver area. The Northern Colorado Regional lab is responsible for the region's computer forensic needs. These cases may involve terrorist threats, IEDs, homicides, fraud/ forgery and various sex crimes. With the prevalence of cell phones involved in criminal activity today, the need to process more cases with limited equipment is difficult if not impossible. This equipment would allow for faster evidence processing for those agencies needing a stream -lined forensic service, allow for better investigative information to identify threats and target vulnerability, and provide for consistency essential for the courts. These computers will be used as part of a kiosk available for agencies who submit items to the Regional Lab for processing. This kiosk will allow officers to process their own cases at the Regional Lab after the data has been prepared by the forensic examiners. The officer has the best knowledge of the case and would be able to sort through the data quickly, alleviating some of the case backlog. The FRED computer system and forensic software are capable of processing large volumes of data typically found in cases involving terrorist threats, IEDs, homicides, fraud/forgery and sex crimes. I have pursued this request for a work session with Bureau Chief Reams and Sheriff Cooke. They have been copied on the email requesting the work session and have been asked to respond in kind to the request. Recommended length of time needed for discussion: 30 min In addition to yourself and the board, who should attend? Roy Rudisill and Alan Caldwell. Brief description of the issue: I was contacted by Roy Rudisill and was informed that there were funds remaining in the 2010 homeland security grant. I was asked if there was anything the lab might need that was regional in nature, and if so to contact him with a request. I discussed this request with Daren Ford, technical lead of the digital multimedia unit of the lab, and he provided me with requests that were submitted to the Northeast All Hazards Region Board for review and approval. It was understood by the Northeast All Hazards Region Board that I would still need approval of the Weld County Commissioners before anything was purchased. I presented several options for their review and they in turn responded that two of the proposals would be accepted if submitted once the Weld County Commissioners approved the requests. Attached are the two requests we provided and were told that they would be accepted if the Commissioners agreed. I am requesting a work session to discuss the details of the grant request and to seek the board's approval to use grant money to funds these projects. Hello
