To Whom It May Concern:
North Weld County Water District provides domestic water service to the property located at 7113 WCR 86, Fort
Collins, CO. The current owner of the property is Mark Roberts. The current service provides a 3/4" meter that should
provide the proposed manufacturing business adequate service. The existing Water and Plant Investment Allocations
each equal 1 Unit or 228,000 gallons annually without surcharge fees.
Water tap/service is placed on the physical property, defined by a legal description. In case of a Recorded
Exemption, the water tap shall only serve the parcel that the water tap is located on. Service shall NOT cross the legal
description of one parcel to serve the other parcel, unless an easement has been recorded for the water service and has
been approved by the District.
The District guarantees treatment and delivery of water purchased. All water that is delivered with surcharge
Is subject to water availability. Water purchased through the District shall be 70% delivery of an Acre -Foot of water
(228,000 gallons), if the allotment for Colorado -Big Thompson (CBT) project water, which is determined by the Northern
Colorado Water Conservancy District, is 50% or greater. North Weld County Water District will restrict the delivery as
necessary when the CBT allotment is less than 50%. A portion of the Raw Water Fee is utilized by the District to
construct storage reservoirs.
The Plant Investment Fee pays for the infrastructure required to deliver 1 AFU (228,000 gallons). If usage
exceeds the number of Plant Investments that were purchased, an additional Plant Investment Surcharge will be applied
to your account. Plant Investments may be purchased to increase the amount of water to be delivered and avoid the
Plant Investment Surcharge. Refer to table below for current Plant Investment Surcharge schedule.
Water Surcharge
Surcharge will be assessed when an account's year to date usage exceeds their annual allotment. Currently surcharge is
$0.15 per 1,000 gallons. This fee is to recover the District's cost to obtain additional water rights for delivery. All water
that Is delivered with surcharge Is subject to water availability. Effective 11/01/12, Water Surcharge will increase to
$1.00 per Kgal.
Plant Investment Surcharge
When an account's year to date usage exceeds their Plant Investment Allotment (# of Equivalent Taps x 228,000 gallons),
a surcharge will be assessed. The transfer of additional water will not remove this charge. Additional Plant Investments
must be purchased to increase the allotment and reduce the Plant Investment Surcharges.

Mr. Roberts:
Soilogic, Inc. (Soilogic) personnel have completed the septic system design you
requested for your proposed shop/manufacturing building to be constructed at the above
referenced address. An engineered septic system design is included with this report.
A site specific percolation test was completed by Soilogic Inc. on the subject property
and outlined in a report dated September 24, 2012. In summary, the materials
encountered in the completed profile boring consisted of approximately 0 to 4 inches of
topsoil and vegetation underlain by medium stiff to stiff/loose to medium dense brown to
olive brown sandy lean clay to clayey sand. The sandy lean clay/clayey sand extended to
the bottom of boring at a depth of approximately 9 feet below present site grade.
Groundwater was not encountered in the completed profile boring at the time of drilling,
nor when checked about 24 hours after completion of drilling. A log of the profile test
hole is included with this report as boring B-3. A diagram indicating the approximate
profile boring and pe4rcolation test location is also included.
An average percolation rate of 20.0 minutes per inch was established in percolation test
holes P -I through P-6 after presoaking. Weld County guidelines require a percolation
rate in the range of 5 to 60 minutes per inch for use of a non -engineered conventional
septic absorption field. The measured percolation rate meets that criterion. In addition,
Weld County guidelines require that neither groundwater nor bedrock be encountered
within 6 feet of the ground surface in the area of the proposed absorption field. The test

borings completed indicate the thickness of the near surface site soils is sufficient enough
to meet the groundwater and bedrock separation criteria. Due to the commercial nature
of the proposed structure, an engineered septic system design was completed for the
facility.
We understand a maximum of eight (8) full-time employees may occupy the
manufacturing facility at full capacity. Using a design flow value of 20
gallons/person/day per each 8 -hour shift, a total design flow value 'Q' of 240 gallons/day
can be calculated. Using a design percolation rate of 20 minutes per inch established in
the near surface soils, a minimum of 22 Quick -4 Standard Infiltrators would be required
in a bed configuration with a minimum septic tank capacity of 1000 gallons. Care should
be taken at the time of system installation to insure Weld County requirements
concerning minimum required separation distances between system components and site
features and amenities are maintained.
The owner should realize an on -site sewage disposal system (OSDS) is different from
public sewer service and assume the responsibility for maintenance of the OSDS. The
system is relatively maintenance free although periodic pumping of the septic tank will
be required. Water use must be monitored so toilets and other fixtures are not allowed to
continuously run. A freely running toilet can consume in excess of 1000 gallons per day.
An excess of 1000 GPD can flood and irreparably harm the onsite septic system. In
addition, toxic or chemically treated water plastic and other non -biodegradable materials
should not be introduced into the OSDS.
Sprinlder systems should not be installed or allowed to irrigate over the absorption bed
area. We recommend the surface of the absorption field area be seeded after installation
of the system using a dryland seed which does not require irrigation water. In addition,
the absorption bed area should be mowed to maintain vegetation in the range of 6 to 12
inches in height.
