The purpose of the District is to supply water by any available means for said District and the inhabitants thereof by providing a complete water supply , storage, transmission and distribution system, together with all necessary incidental and appurtenant facilities for the domestic uses of irrigating lawns , gardens , and greenbelt as well as other outdoor domestic uses , by the use of, but not limited to, the following water rights owned by Northmoor Acres Homeowners Association, a non-profit corporation organized pursuant to C.R. S . 1973 , 7-20-101 et seq. : Five (5) shares of the capital stock of the Supply Irrigation Ditch Company, Twelve (12) shares of the capital stock of the Bunyan Lateral Ditch Company , Eleven (11) shares of the Farmers Extension Ditch Company, and Eleven (11) shares of the capital stock of the Ish Reservoir Company . Based on the current records of the Weld County Assessor ' s Office, the assessed valuation of real property and improvements in the Proposed District is $455,610. 00 FACILITIES The proposed irrigation system was designed and is to be constructed by H. & S . Irrigation of La Salle, Colorado, pursuant to government regulations . The system provides a two inch outlet to each lot with each outlet designed to deliver 50 gpm at a minimum pressure of 60 psi and a maximum pressure of 80 psi. The pumping stations for the irrigation system consist of two twenty-five horsepower and one thirty horsepower pumps. The pumps will be set in dry wells with perforated inlet pipe and rock filter beds . The system is supplied with the ditch water described above, and the filtered inlets will protect the pumps and the sprinkler heads from abrasive wear from silt and sand. COSTS Irrigation water supply system with 2" valved outlet for each lot . Three close coupled Turbine Pumps 230 volt , 3 phase (2-25HP pumps, 1-30HP pump) . The proposed irrigation system will preserve and enhance property values through- out the entire District . The current assessed valuation, based upon information obtained fron the County Assessor, is $455,610.00. Projected increases in assessed valuation are based on anticipated development within the proposed district . The financial tables attached hereto set forth the various expecta- tions and assumptions for payment of the District's proposed financial obligations. They demonstrate the general financial feasibility of the proposed District operations. The projected mill levy averages less than ten mills, and the service fee is $5.00 per month. We have also included a small tap fee as part of the revenue projections. The maximum net effective interest rate on the bonds issued will be ten (10%) percent and the maximum discount from par will be five (5%) percent. The name of the proposed district is "Northmoor Acres Water District" , in Weld County, Colorado. 2 . The purpose of the District is to supply water by any available means for said District and the inhabitants thereof by providing a complete water supply , storage , trans- mission and distribution system, together with all necessary incidental and appurtenant facilities for the domestic uses of irrigating lawns , gardens , and greenbelt as well as other outdoor domestic uses . 3 . A general description of the improvements to be acquired by purchase , contract , construction, installation or any other lawful means for said District is : A complete water supply, storage , transmission and distribution system, which may include , but shall not be limited to, a source or sources of water supply , transmission lines , distribution mains and laterals , storage and pumping facilities , and land and easements , as required, and all necessary incidental and appurtenant facilities , together with extensions of and improvements to said system; said water supply may be provided by connection to any available existing source or sources of water or may be provided by acquisition and develop- ment of a source or sources by the District or by any combination thereof . Said water facilities may be provided from time to time as the needs of the District may require. 4 . The estimated cost of the proposed water facilities is the amount of $160 ,000. S. The proposed District is located in Weld County , Colorado , more particularly described in Exhibit "A" , attached hereto. 6 . That each of the undersigned petitioners does hereby by consent to the inclusion in said District of any and all lands owned by him or her located within said proposed district except as the same may be specifically excluded therefrom as a part of the description set forth in Exhibit "A" .
