RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF BID #B1300064, SERVICE TRUCK -
MOTOR POOL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Bid Request #61300064, Service Truck, for the Motor Pool Division, due to an
inoperable truck and the start of construction season, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for Bid Request #B1300064, Service
Truck, for the Motor Pool Division, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that bid #1 from Summit Truck Equipment,
in the amount of $188,070.00, be, and hereby is, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 20th day of March, A.D., 2013.

SUBJECT: Motor Pool Service Truck
The bids for the service truck for Motor Pool have been reviewed. We would like to ask for an
emergency approval of this bid. The current service truck is not operable and this is creating an
impact on service in the field. With the construction season at the start it is even more imperative
that we get a service truck as soon as possible.
Low bid from Layton is a 2011 model, 3 years old and there is only a $1,337 difference in
getting a 2014. The 2011 vehicle you would also need to have a PTO on the transmission of the
truck to operate all of the equipment used in the field to repair equipment. This means that the truck
needs to remain running the entire time the equipment is in use. We would recommend rejection the
bid.
The next three low bids are from Summit Truck. We would like to accept the bid for
$188,070.00 (bid #1). The 1300O with the Vanair system allows the operation of the equipment on
the truck to work without the truck running. This would save on fuel costs and is justification for the
cost difference of $3,515.00. The low bid from Summit is not an extended cab which was one of the
specs in the bid.
Recommendation is for bid #1 from Summit Truck for $188.070.00 and request for emergency
approval.
