SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL
REVIEW (USR) QUESTIONNAIRE
The following questions are to be answered and submitted as part of the USR application. If a question does not
pertain to your use, please respond with "not applicable", with an explanation as to why the question is not
applicable.
1. Explain, in detail, the proposed use of the property.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan.
Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and
the zone district in which it is located.
4. What type of uses surround the site (explain how the proposed use is consistent and compatible with
surrounding land uses).
5. Describe, in detail, the following:
a. Number of people who will use this site
b. Number of employees proposed to be employed at this site
c. Hours of operation
d. Type and number of structures to be erected (built) on this site
e. Type and number of animals, if any, to be on this site
f. Kind of vehicles (type, size, weight) that will access this site and how often
g. Who will provide fire protection to the site
h. Water source on the property (both domestic and irrigation)
I. Sewage disposal system on the property (existing and proposed)
j. If storage or warehousing is proposed, what type of items will be stored
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal.
Explain any proposed reclamation procedures when termination of the Use by Special Review activity
occurs.
8. Explain how the storm water drainage will be handled on the site.
9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to
begin.
10. Explain where storage and/or stockpile of wastes will occur on this site.
Questions:
1. I repair transmissions. I change my own oil and work on my own drag -racing car.
Sometimes I repair school buses and I am working with RE5J and hope to have a contract
to fix their busses soon.
2. Policy 7.2. Conversion of agricultural land to nonurban residential, commercial and
industrial uses should be accommodated when the subject site is in an area that can
support such development, and should attempt to be compatible with the region. I want
to use my property for my automotive repair business.
3. 23-3-40.S. Any use permitted as a Use by Right, an ACCESSORY USE, or a Use by
Special Review in the COMMERCIAL or industrial zone districts, provided that the
property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or
plan filed prior to adoption of any regulations controlling subdivisions. PUD
development proposals shall not be permitted to use the special review permit process to
develop.
4. The neighbor to the north is 500' from my shop. The properties to the east, west, and
south are all agricultural land used for crops. CDOT bought the property on the south
and west.

picks up my daughter for school on my property due to safety concerns with traffic on

j. No warehousing on the site. I keep my boat and RV on the property.
6. The area is landscaped with grass and trees on the west side of the house.
7. No reclamation. The shop will be used for my race car hobby and changing the oil in my
own car if I don't have a business out there.
8. 1 will put a water quality feature on the southwest portion of the site to collect water and
fill the area next to the garage.
9. All built and the landscape is already there.
10. No wastes will be stockpiled. Any waste oil is held in drums in the building.
Traffic Narrative
50% from the north and 50% from the south.
Maximum number of cars coming to the site 10.
I have deliveries once a week from UPS and NAPA Auto Parts.
The oil company uses 'A ton trucks to check the oil well maximum 8 times a day.
I'm working with the oil company to have them pave the driveway. If the driveway remains dirt 1 will
put in double cattle guards.
I will contact CDOT to find out what their requirements are.
Drainage Narrative
The water originates on the east side.
The water flows to the southwest to leave the property.
The flow of water is from north to the south and west.
During heavy rains the water collects close to HWY 60 in front of the garage. I hope to have this area
filled in to prevent the water from collecting there and put my water quality feature on the southwest
section of the property.
Dust Abatement
I will ensure that traffic doesn't go any faster than 5 mph.
I will water the dust to keep is suppressed.

The waste oil and transmission fluids are collected in 150 -gallon cube drum.
Then R and R will stop by about once a month and suck the waste fluids out of the drum.
Batteries are taken to Martin's Salvage.
Mares Auto in Milliken takes the old tires.
I don't have waste anti -freeze.
