WELD COUNTY COUNCIL
December 16, 2013
The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, December 18, 2013, at the Weld County Administration
Building, Greeley, CO.
Ei ROLL CALL: The meeting was called to order by Councilman Don Mueller and
on roll call the following members were present, constituting a quorum of members
thereof:

Councilman Brett Abernathy
Councilman Bernard C. Kinnick
Councilman Jeffrey Hare
Also present: Chairman William Garcia, Weld County Board of County Commissioners
and Karleen Watson, Council Secretary.
APPROVAL OF AGENDA: Councilman Abernathy requested that his mileage be
changed on the Agenda to the amount of $6.54. Councilman Mueller would like to add
to new business the letter from Mr. Robillard of the Coroner's office. Hare made a
motion to approve the December 16, 2013 agenda. The motion was seconded by
Councilman Abernathy and carried.
ID APPROVAL OF MINUTES: Council members Hare and Abernathy both had
changes to the Minutes of October 21, 2013.
Councilman Hare requested that the last sentence of his statement at the bottom of
page two to have the rest of the sentence struck after the word "ballot" because he did
not believe it to be accurate. Also, the last sentence of the second paragraph on page
three should read "Mr. Barker responded that the time to challenge the legality of the
ballot issue has come and gone so the question is what will be the effect of the
language of the ballot question/issue." Also, under "Public comment," Brecheisen
should be the name of the person who spoke, not Breck. The member of the public that
spoke after Mr. Brecheisen was Mr. Tom Gilley.
Council members had the following changes to the November 18, 2013 Minutes.
Councilman Kinnick would have the "Old Business" to read "Resolution 200" instead of
"a" resolution. Councilman Hare advised that his name is spelled wrong in the last
sentence on page two.
Councilman Abernathy made a motion that the letter signed by Councilman Hare and
Councilman Abernathy which was presented to the Council was made part of the record

as an exhibit to the Minutes. A substitute motion by Councilman Hare was made that
the letter signed and delivered by Councilman Hare and Councilman Abernathy to the
Council was acknowledged as received by the Board but not read. Councilman
Abernathy withdrew his motion and seconded the motion made by Councilman Hare.
The motion was not passed.
Councilman Bernard C. Kinnick made a motion to approve the November Minutes with
the stated changes. The motion was seconded by Councilwoman Klein and carried.
APPROVAL OF DOCUMENTATION: The 3rd Quarter RTTP Councilwoman Klein
made a motion to approve the 3rd Quarter Report to the People and was seconded by
Councilman Kinnick.
El REVIEW PROGRAM: William Garcia presented 2013 highlights for Weld County.
January — Weld County Accounting Department was recognized for its outstanding
reporting efforts.
February — Coroner and Justice Services moved their offices to the Centennial Building
to maximize savings which resulted in improved space and security.
March — The Director of Public Safety and Communications, Mike Wallace was hired.
April — The oil and gas industries presented their 2012 advolerum checks in the amount
$148,557,244, nearly 33% of all taxes paid went to the Weld County Treasurer.
May — Discover Weld County website was launched to highlight attractions, events and
people of Weld County. The website has 2,600 site visits from 31 countries. Germany
is the top country that has looked at the website.
June — BOCC approved the use of social media (Facebook, Twitter) which helped
greatly during the flood in September.
July -- Neighborhood Stabilization Program (NSP3). Weld County Housing Authority, in
cooperation with Fort Lupton, began renovations on six homes with funds provided by
the NSP3, four has begun the sale process and two of them will be low income housing.
August — Opened Northern Colorado Regional Crime Lab which was ahead of schedule
and under budget. The BOCC also followed up on the hiring of Mr. Wallace to the
Director of Public Safety and Communications.
September — Major flood in Weld County. An estimated 1 trillion gallons of water came
through Weld County in a four day period. On September 13, 2013, the BOCC passed a
resolution declaring a disaster emergency and requested governor of Colorado to seek
federal disaster relief funds. In Weld County 655 miles of roads were impacted and
damage was $230M. The Emergency Operations Center was open for seven active
days. Between September 12 and September 24, 2013, 160 roads were closed due to
flooding. Biggest issue was agricultural routes being affected by the flood.
October — One month after flood, only 10 were county roads were still closed, today
only three roads are still closed. The Facebook page had 182 likes prior to the flood,
one week later it had 11,189 likes. The Facebook page reached more than one-half
million people. Also held 3rd Annual Weld Project Connect on October 18th. Together,
Weld County, United Way and City of Greeley hosted over 60 service providers and
served almost 1,300 people. Services provided included flu shots, assistance payments,
haircuts, chiropractic, health assessments, veterans' services, a municipal court judge

to assist with tickets and attorneys were available for free legal services as well as other
services.
November — The BOCC posted a thank you video on YouTube to thank the employees
of the oil and gas industry that provided and continued to provide assistance to people
during the flood. The video has been watched by 1850 people. The BOCC went to
Douglas County on November 12th to speak to their County Commissioners and Public
Works Departments that provided flood assistance to Weld County.
December — The budget for 2014 was approved. Revenue was expected to grow to
$345,188,137. Expenditures are estimated to be $255,832,866, the largest expense
being road and bridge repair at 22 percent.
Commissioner Garcia provided some statistics from the Weld County Health
Department: 2,546 restaurants have been inspected, 78 ambulance inspections, 344
septic inspections, 327 USR applications. Pertussis is a major issue being faced
currently with 98 cases in Weld County and will be over one hundred by the end of the
year. This is a statewide problem. The Health Department does 1693 immunizations for
immigrants, 497 done this year. Rabies has also been an issue for the Health
Department. From the Coroner's Office: deaths are down 5 percent and suicides are
up to 49 for the year. Suicides shifted to men 40-55 years of age.
PUBLIC COMMENT: None at this time.
El OLD BUSINESS:
Karleen's vacancy has been posted for a little over a week and 33 applications have
been received. Bruce Barker suggested that the initial screening be done by Human
Resources to weed out those that do not qualify. Councilman Mueller will contact
Human Resources for assistance with the process.
El NEW BUSINESS:
Coordinator Reports: None at this time.
Upcoming Meetings/Programs: The January speaker will be Eric Berglund from
Upstate Colorado. Elections for chair and vice chair will be done at the January
meeting also. Councilman Mueller will contact Mr. Berglund
Councilwoman Klein made a motion to approve and pay the bills. Councilman
Abernathy seconded the motion and it was carried.
The Coroner's office employee request for investigation was discussed and deferred
until the January meeting so that Council Members can review the letter received from
the employee.
Mr. Barker has reviewed the Council's Rules, Regulations, and Procedures and the last
change was made in May 1999. He suggested that these be reviewed. Mr. Barker
issued a Memorandum which was last updated in March 2013 regarding procedures
and will send the updated copy to Secretary.
