Dear Colorado Office of Behavioral Health:
We are writing to express our support of the Northeast Behavioral Health (NBH), 12 -county regional
application to provide Crisis Stabilization Services, Mobile Crisis Services, and Crisis Residential/Respite
Services in response to RFP #NCRW14070750BH issued by the Colorado Department of Human Services,
Office of Behavioral Health (OBH). The total area to be served by funding from this proposal will cover
Cheyenne, Elbert, Kit Carson, Larimer, Lincoln, Logan, Morgan, Phillips, Sedgwick, Washington, Weld, and
Yuma Counties.
North Range Behavioral Health (North Range), as a partner in NBH and the primary OBH licensed mental
health and substance use disorder treatment provider in Weld County, has demonstrated its ongoing
investment in providing comprehensive services to our communities in an optimal, coordinated and creative
manner that brings best practice solutions to the challenges and fills gaps in our collective systems. While
North Range offers many services for individuals with acute mental health and substance use disorder
concerns, there are many circumstances in which North Range has been unable to respond. The addition of
24/7 mobile crisis, walk-in crisis and respite/residential crisis response capability and the expansion of the
Crisis Stabilization Services programming will go a very long way toward meeting the needs of Weld County
Residents.
In our support of this application, Weld County is committed to collaborate with North Range in pursuit of the
goals of this proposal to develop a comprehensive, easily accessible and integrated system of care for people
who are experiencing significant behavioral health crises that is critical to the health and well-being of
Coloradoans in the entire Weld County region. By bringing together several existing entities to work together,
this proposal represents real opportunity to build a truly integrated system that offers continuity of care,
enhanced coordination and more effective and efficient delivery of much needed crisis services.
The window of opportunity is all too brief to make a crucial difference in the lives of individuals in crisis with
behavioral health issues. We urge the Office of Behavioral Health to accept the Northeast Behavioral Health
proposal.

Colorado Department of Human Services, Office of Behavioral Health and
Authorize Chair to Sign
This matter was previously reviewed as a Pass Around item and approved for placement on the
agenda; no changes were noted at that time.
North Range Behavioral Health seeks a letter of support to provide Crisis Stabilization Services,
Mobile Crisis Services, and Crisis Residential/Respite Services in response to RFP
#NCRW14070750BH issued by the Colorado Department of Human Services, Office of
Behavioral Health (OBH). Enclosed is an example letter provided by North Range.
Representatives from North Range may be present to answer any questions you may have.
Over the past year, local criminal justice stakeholders have been examining how our criminal
justice system serves persons with mental illness. This work was presented and discussed at a
recent meeting of the Criminal Justice Advisory Committee (CJAC) and that committee supports
this initiative. If fully realized, these services will enhance treatment services to our citizens, aid
law enforcement that are first on scene and help reduce costs of these persons who may
otherwise be routed to expensive criminal justice resources.
I would recommend the Board write a letter of support for North Range Behavioral Health as
part of their proposal.
