RE: APPROVE CONTRACT EXTENSION/RENEWAL FOR ENVIRONMENTAL SERVICES
(BID #61100114) AND AUTHORIZE CHAIR TO SIGN - TIGLAS ECOLOGICAL
SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Contract Extension/Renewal for
Environmental Services (Bid #B1100114) between the County of Weld, State of Colorado, by and
through the Board of County Commissioner of Weld County, on behalf of the Department of
Public Works, and Tiglas Ecological Servi es, commencing January 1, 2014, and ending
December 31, 2014, with further terms a d conditions being as stated in said contract
extension/renewal, and
WHEREAS, after review, the Board deems it advisable to approve said contract
extension/renewal, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Contract Extension/Renewal for Environmental Services
(Bid #61100114) between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Public Works, and Tiglas
Ecological Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said contract extension/renewal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of December, A.D., 2013.

RE: 2014 Environmental Services Contract Extension

Brief description of the problem/issue:
The current contract for Environmental Services between Weld County and Tiglas Ecological Services expires
on December 31, 2013. The services provided by this contract include the environmental clearances required
for PW in-house construction projects such as new road & bridge construction & gravel pit clearances as
required by the Army Corps of Engineers. The contract allows for yearly extensions and possible rate
adjustments per the Denver/Boulder/Greeley Consumer Price Index which was 1.4% for the past year. The
consultant has requested an increase to the original 2011 rates which meet the requirements. This proposed
contract extension would be for the third year of a possible three year limit.
The approved 2014 budget for these services is $50,000. Tiglas Ecological Services has worked successfully
with PW for many years and has provided a very cost effective approach to the permitting process. These
services have been utilized with great success with our ongoing flood repair efforts.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
The Board may either approve or deny the contract renewal/extension.
Recommendation to the Board:
PW is very satisfied with the consultant's performance and her services from past years and recommends
approval for the attached 2014 contract renewal.

CONTRACT EXTENSION/RENEWAL
Weld County Public Works Environmental Services
Date: 12/17/2013
Project: Weld County Public Works Environmental Services generally consists of environmental investigations, reports, and
clearances required for capital improvement projects or mining activities. The Public Works Department typically has five to
ten such projects annually.
Owner: Weld County Public Works Department, P.O. Box 758, Greeley, CO 80632
Consultant: Tiglas Ecological Services, 5015 Swainsona Drive. Loveland, CO 80537
The following change is hereby made to the Contract Documents:
Contract Time Extension: The Contract Agreement for Environmental Services shall be extended from January 1,
2014 to December 31, 2014 as permitted by the contract. This extension will be the third
year of a possible three year contract.
Changes to Original Rate Schedule:
2011 Rates
Original Hourly Rate = $65.00 per hour
Original Vehicle Rate = $0.555 per mile
Original Computer Rate = $25.00 per hour
Original Phone Rate = $0.10 per minute
2014 Rates
New Hourly Rate = $67.00 per hour
New Vehicle Rate = Same
New Computer Rate = $27.50 per hour
New Phone Rate = $0.20 per minute
This proposed rate change does not exceed the applicable published Consumer Price Index (CPI) for this time period.
CHANGE TO CONTRACT PRICE:
The limit of $50,000 total compensation for this contract has been budgeted by the Department for 2014.
CHANGE TO CONTRACT TIME:
The Contract time will be increased by 365 calendar days.
