RE: APPROVE AMENDMENT TO WELD COUNTY EXTENSION ADVISORY COUNCIL
BYLAWS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by Resolution dated September 17, 1979, the Board ratified the Bylaws for
the Weld County Extension Advisory Council, and subsequently amended said Bylaws, as
necessary, and
WHEREAS, the Board has been presented with amendments to said Bylaws for the
Weld County Extension Advisory Council, and
WHEREAS, after review, the Board deems it advisable to revise said bylaws, a copy of
said revised Bylaws being attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Bylaws for the Weld County Extension Advisory Council be,
and hereby are, approved, as amended.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of August, A.D., 2013.

BY-LAWS OF THE
WELD COUNTY EXTENSION ADVISORY COUNCIL
Article I
NAME
The name of the organization shall be: Weld County Extension Advisory Council.
Article II
PURPOSE AND OBJECTIVES
Section 1 — Serve as a review body to counsel, advise, and deliberate with the Extension staff
regarding the Extension program efforts.
Section 2 — Provide input into evaluation, planning and implementing Extension programs.
a. Provide an annual review of on -going Extension Programs to determine if priority exists
for programs to be (a) continued as is, (b) continued with increased/decreased emphasis
or (c) to be phased out.
b. Provide input for potential new programs based on problems, needs or services required
as identified y organizations, commodity groups, and etc.
Section 3 — Serve as an informal link in the public relations process of communicating Extension
role to the people of the County.
a. Present information about on -going Extension programs to the public.
b. To obtain feedback from the public to assist in determining programs.
Section 4 — to assist in obtaining the resources necessary to carry out program requests in an
effective manner.
Section 5 — To provide an environment that will serve to stimulate the professionalism of the
Extension Agent.
Article III
MEETINGS
Section 1— The council will meet at least six (6) times per year.
Section 2 — Special meetings may be called by the officers.
Section 3 — The meetings will be announced and open to all who are interested in Extension
activities. These will be non -voting members.
Section 4 — The annual meeting will be held in February at which the council shall meet with and
report to all other Extension Advisory groups, councils, community groups and others as

designated by the council. This meeting shall be open to any individual interested in the County
Extension program.
Section 5 — Each meeting of the council will be attended by the County Extension Director.
Article IV
MEMBERSHIP
Section 1 — The membership of the council shall consist of thirteen (13) members representing
areas of focus. The membership shall be made up of two (2) members each from: 4-H & youth
Development, Livestock and Crop Science. There shall be one (1) each from the following
areas: Master Gardener/Horticulture, Family Services/Consumer Science, Business and Media.
There shall be two (2) members At Large. All members shall be recommended by Extension
Agents in cooperation with respective advisory and/or commodity groups and requested by the
County Extension Director and approval of the board of Commissioners of Weld County. In
addition, the Weld County Commissioner appointed as liaison to the Council will be a member
of the Council.
Section 2 — The council members shall serve for three-year terms. The initial membership will be
divided into one, two, and three year terms and thereafter, appointed for three-year terms. New
terms will begin immediately after the annual meeting. No member will serve over two
consecutive three-year terms.
Section 3 — The Weld County Extension staff will serve as ex -officio members.
Section 4 — Resource people may be invited to participate in any meetings at the request of the
council, but will not have a vote.
Section 5 — In case a member resigns by written notice, move from the County, or any other
reason, this member will be replaced within two months by appointment in accordance with
Section 1, Article IV.
Section 6 -- Each member of the council shall be entitled to one vote and must vote in person.
Section 7 -- A simple majority of the appointed members must be present to constitute a quorum.
Section 8 -- Membership is open to all, irrespective of race, color, sex, or national origin.

OFFICERS
Section I -- The offices of this council shall be Chairman and Chairman Elect.
Section 2 -- The Chairman and Chairman Elect shall be elected each year at the annual meeting.
Section 3 -- The Chairman or Chairman Elect shall preside at all meetings of the council.
Article VI
AMENDMENTS
Section I -- The By-laws may be amended at any meeting by a vote of one-half (112) of the
members present. To amend By-laws, notice of the proposed amendment must be given to the
members at least 14 days prior to the meeting.
Section 2 -- The amended By-laws agreed to by the council must be approved by the Board of
Commissioners of Weld County.
Article VII
CONDUCT OF MEETINGS
Section I -- All meetings shall be conducted in accord with Roberts Rules of Order.

Carrie Shimada —Weld County Extension Horticulture Program Associate
Terry Gertge opened the meeting at 12:10 p.m.
Carrie Shimada gave a program update on the Colorado Master Gardeners in Weld County. Currently
there are 43 active volunteer members. Some of their activities in 2013 included:
• Progreen and Colorado Garden Show
• "Lets Grow" classes in Eaton
• Gardening activities at the Poudre Learning Center
• Information booths at the Frederick, Greeley and Windsor Farmers' Markets
• Greeley Garden Tour and Kiwanis Windsor Garden tour
• Weld County Fair
• Classes at the Alternative Homes for Youth
Bob Grand congratulated Carrie on her efforts with the Master Gardener program and suggested that
she send her articles to his publication, the Lost Creek Guide, and other local newspapers. Ray Peterson
suggested that the Master Gardeners consider having a presence at other fairs in the county (New
Raymer, Keenesburg).
Keith Maxey presented his County Director report. Interviews for the vacant EFNEP and SNAP -Ed
positions will be held in November with the goal of having people hired and in place by January 1. Our
three seasonal employees (fair data entry clerk and two 4-H interns) have completed their work for the
year. The County Fair was a success by many measures. Total entries were up with over 8000 entries;
attendance was up — estimated at about 35,000; about 2800 people were served at the BBQ; and the
Junior Livestock Sale topped $700,000, a new record. The fair is looking to fill 8-9 vacancies on the Fair
Board. The 4-H Endowment campaign has over $300,000 committed or received, which is about 15% of
their goal. Upcoming activities that Keith will be involved in are: State Fair, August 29-31; Extension's
Galaxy conference in Pittsburgh, September 17-20; Greeley Chamber Ag Committee tour, September
27th; small acreage workshop at the Ranch and the WCLA fall meeting, both on September 28`n
Next, the proposed amendment to the bylaws was considered. A committee of Jeff Hare, Bob Grand,
Stuart Gebauer and Keith met on August 1s` to discuss the two meetings specified in our bylaws; the
Annual Meeting in February and the "public" meeting in October. The committee is proposing to
combine the purposes of the "public" meeting into the Annual Meeting, and leave the October meeting
as a regular meeting of the board. After discussion, Jeff Hare moved to accept the proposed bylaw
amendment (see attachment). Motion was seconded and approved. This will now be sent to the
Commissioners for approval. The format of the Annual Meeting will be discussed at our October
meeting.
Also discussed were concerns about the low overall percentage of 4-H aged youth in Weld County that
the program is reaching, the state 4-H Leader's Council, Camp Tobin (at State Fair), and exploration of a
new indoor arena at Island Grove Park.
The next meeting will be October 17`h at 12:00 noon.
With no further business, the meeting was adjourned at 1:00 p.m.
