My Children both take gymnastics at Gymstarz and each of them have grown so much! My daughter is moving up to a pre -team level which I am so proud of. My son loves his gymnastics class and loves sports and preparing to play t -ball (he is still little) but it would be a fabulous asset to be able to play baseball here. I believe this approval for this gymnasium is a must for the children in this town. So many families have to travel elsewhere to have their children be involved in activities and sports. This facility will support the growth of the town and community and keep our children active while supporting businesses in our own town versus spending our money in surrounding cities and having those towns/businesses become more successful because we are pushing our money out. The facility is going to offer so much more than what we have and yet fill an even more need for the community. 1 EXHIBIT D 1i0213-0014 I feel that Mr. Beall and his family are trying to fill this need for the community and filling it at their own expense because the need is so important. Our family includes 2 boys, ages 9 and 7 who both play sports, our oldest is on a competitive baseball team out of Fort Collins (ProSwing) and our 7 year old is a competitive gymnast with Gymstarz Elite out of Johnstown. Our 7 year old is extremely shy and discovering his natural ability in gymnastics through the help of Gymstarz has completely changed his life. He has blossomed with confidence and is so incredibly proud of what he has accomplished in 9 months of gymnastics. It was incredibly hard to find a boys gymnastics program and to hear that Gymstarz may not be able to expand is heartbreaking for us. Our 9 year old is obsessed with baseball. Due to no indoor facilities or public fields being avai able in Johnstown he plays for a Fort Collins team. This has been extremely hard for us as we both work and it's been almost impossible at times for him to make it to practices, games etc. all in Fort Collins. 1 If the new facility is denied we are going to consider leaving Weld county for Fort Collins where more opportunities are available for our children. It would be devastating to this community (which has basically NOTHING for children) if this facility is not approved. Private facilities such as the one proposed are an essential supplement to public facilities. In Johnstown there are basically NO public facilities. We understand the person who is opposed to this concern however PLEASE consider the children who will be denied opportunities that just aren't available currently in Johnstown if this is denied. Please approve this facility for the benefit of ALL children of the Johnstown area. With childhood obesity at an epidemic, facilities such as this will be a huge advantage for helping us parents get our kids active and providing them opportunities here in town. The Johnstown and Milliken area is currently greatly lacking in facilities for our youth to practice. At their own expense, the Beall's are taking the initiative to provide a facility in Johnstown for our youth to practice and play baseball and gymnastics. Having a place to practice in our area means our family will not have to drive out of town to another facility. This will save us time, money, resources, and help keep our money and tax base in the town which our family resides in. There are currently a number of families having to travel outside of the Johnstown/Milliken area just to practice or participate in sports because of the limited number of facilities in our area. Denying the proposed application will make it more difficult for my children to pursue their passion for gymnastics and baseball. I strongly believe that a private facility will only help supplement our existing limited number of public facilities. Not only will it benefit those who will use this facility, but also the rest of the community who use the public facilities will surely experience less burden trying to fight for practice time on one of the few indoor gymnasiums we currently have. 1 Our family strongly commends the Beall family for seeing a need in our community and taking the initiative to fill it at there own expense. My family owns and operates a business in Johnstown. My wife and I were born and raised in Johnstown, and are now raising a family of our own in this wonderful community. We have seen the town grow and change over the last 15 years. The community needs support of individuals who are willing to use there own resources to help fill the needs of our youth. We feel this is exactly what the Beall's are doing. Please approve the facility proposed. Leighsa Grommon Sent from Grommon's iPad • • • • Weld County Board of County Commissioners C/O Weld County Planning Services 1555 N 17th Ave Greeley, CO 80631 Dear Commissioner: I am writing to support the application for a Use By Special Review permit for a gymnasium and baseball facility (USR13-0014). The application for a Use By Special permit for a gymnastic and baseball facility (Beall Gymnasium) is not only important to the families in the Johnstown and Milliken area but to the many communities close to these towns. We have 2 children, an 11 year old boy and a 6 year old girl, who participate in several athletic activities throughout the year. Included in these activities are both gymnastics and baseball. We currently live in Greeley and bring our daughter to Johnstown to attend the fantastic gymnastics program provided by GymStarz. Our 11 year old son plays on a competitive baseball team that consists of boys from the communities of Eaton, Windsor, Loveland, and Fort Collins. During the current season, there have been several occasions in which the team has had to practice at a public park due to lack of practice baseball facilities. Having a facility like this available to the families of Northern Colorado is essential to the healthy development of our youth. The existing facilities provided by the Thompson Rivers Parks and Recreation (TRPR) department are very limited. Due to the premier quality of the baseball facilities (Nelson fields) in town, the baseball diamonds are often occupied which makes it difficult to get practice time. The gymnastics facilities that TRPR provide reside in TRPR's administration building and are extremely limited. These facilities do not allow for children to grow their skills to a competitive level. GymStarz is a leading facility with very limited space but with the ability to serve so many more given the proper facilities. A facility like the one in the application for a Use By Special Review is vital the youth of Northern Colorado, and the Johnstown/Milliken communities. The willingness of Mr. Beall and his family to provide this type of facility to our youth is beyond expectations we should have of any one individual and family. We are so thankful that someone in the community had enough insight to see the need and the ability to actually follow through and fill the void. Private facilities such as the proposed provide a place for young athletes to continue to improve and grow their skills, as well keep them involved in positive activities instead of negative. Denying this application will make it more difficult for not only my children and family to pursue our passion for baseball and gymnastics, but for hundreds of families in Northern Colorado. Please approve the application so that we have a place to practice baseball and learn gymnastics. Thank you for your time and consideration. Sincerely, Nathanel and Katherine Hess June 24, 2013 Weld County Board of County Commissioners CIO Weld County Planning Services 1555 N 17th Ave Greeley, CO 80631 Re: Application for a Use by Special Review (USR13-0014) - Beall Gymnasium Dear Commissioners, We are Weld County property owners, and the proud parents of a passionate 9 -year -old gymnast in the Johnstown area. We write in support of the application for a "Use by Special Review" permit for a gymnasium and baseball facility (USR13-0014) located in Johnstown, Colorado. Our son's involvement gymnastics began through the public offerings of the Thomson River Parks and Recreation District ("TRPR"). There his interest grew rapidly, but his ability to grow and improve was severely limited by a lack of appropriate facilities for practices. Many of those early practices consisted of a handful of substandard apparatuses crammed into a classroom facility, limiting the mobility of the gymnasts and prohibiting parent observation of practice sessions. Unfortunately, his interest and skills quickly outgrew the public facilities available in our area. In order to further invest in our son's growing passion for gymnastics, we enrolled him in Gymstarz Elite's program, currently operating in a leased industrial facility in West Johnstown. His progress has been inspiring to his entire family. As he has learned new skills, his self- confidence has increased, his academic performance has improved, and he has provided leadership to his fellow teammates. He has begun to participate in gymnastics meets, developing additional motivation and learning sportsmanship through competition. For this, we thank the coaching staff of Gymstarz and the supportive community of gymnasts and parents that has developed around this facility and its activities. Though we appreciate the development our son has shown with Gymstarz at its current location, we believe the bar can be raised. Gymstarz now has the amazing opportunity to further promote the sport of gymnastics for children of all ages through a new facility that will be an improvement upon its current location, and light-years ahead of any public facilities in our area. As a matter of public health, our community has an obligation to support youth athletic programs, whether private or public. We all know that participation in vigorous sports like gymnastics is shown to reduce the risk of childhood obesity, heart disease, and diabetes. As a matter of public policy, we should support private citizens whose leadership and vision bring facilities promoting an active lifestyle to our community. For most, however, locating a facility like this in a zoned commercial location is likely cost -prohibitive due to the significant square - footage requirements to properly and safely accommodate gymnastics programs. Page 2 of 2 The special -use application before you represents an opportunity for this board to support savvy development by providing much -needed facilities to an under -served community, without the expenditure of public funds. I am confident that the design and character of this project will be generally consistent with the surrounding area, and that there will be only positive impacts to our community. Your approval of this application will support a welcome investment in the Johnstown community and the children who benefit from the programs to be taught there. Regards, Nicholas M. White Ronda L. The proposed facility will be a significant part of my children's upbringing. I was born and raised in Greeley and have found memories of playing baseball for Gojo's, University High, Greeley All Stars and various local little league teams. One of those memories includes playing at Elks Field. Today my wife and I have a 9 year old gymnast/softball player and a 7 year old baseball player. Our children are being raised to play competitive sports for all the valuable life lessons that can and will be experienced. To that end it is currently very difficult to jointly encourage our children by watching them compete because at the present time no central facility exists either of public or private nature in the surrounding area. As parents we must split time with one watching a baseball game across town while the other watches a gymnastics meet at a different location sending play by play text messages to the other during the event. Not exactly quality family time. Having one central location will allow families to attend multiple events of their children and spend more time with one another rather than in a car driving from one event to another. In addition to the personal benefit our family will enjoy if the application is approved, the community will benefit as well. The proposed facility will add local jobs to the community so desperately in need. Employees will be needed to run concession stands, umpire/referee, coach, maintain facilities, etc... The proposed facility will undoubtedly Page 1 of 2 • • • boost the local economy and encourage homeowners looking to relocate to give Weld County a second look. Please do not miss this opportunity to provide for the betterment of our young athletes. I respectfully request that you approve the Use by Special Review Permit Application (USR13-0014). I have been a resident of Johnstown since 2006, I have grown to love this small community and am pleased that my daughters are being raised here, I can't imagine a better place to raise a family. We moved here from Longmont when my youngest daughter was 6, she was in first grade and really nervous to make the move to a new town. She had been enrolled in gymnastics since she was 4 but the drive to get her back and forth from Johnstown to Longmont posed to 1 much of a headache so we were forced to take her out of the program, to say she was devastated is an understatement. In the matter of a few months we were moving her from her home she grew up in, the only friends she had ever known and a gymnastics program that she lived for. When we first looked at moving to Johnstown my biggest reservation was that there was not a lot of activities for my children to be involved in or belong to. I was nervous that we were making a huge mistake by moving them to this small town where there was nothing offered for them, no recreation center, no gymnastics center, no club sports that were located within the town limits. Effectively if I wanted my children to be involved with anything I would have to drive them out of town to Longmont, Loveland, or Greeley. My husband and I both work out of town so this was completely out of the question. Once we had been in Johnstown for a while my older daughter began taking cheer with what used to be Johnstown All - Stars, this is where my youngest daughter Lexi met Stephanie. Lexi had decided to try cheer and while it did give her something to do it did not give her back what she was missing in gymnastics, Stephanie shortly after started her own gymnastics club. Within a year my daughter was ready to compete for the first time, she has now competed for 5 years and has moved up levels and was the state champion in her age group on bars last year. This is all due to Stephanie, her coaching, and her love for gymnastics that she passes down to all of the children that have the opportunity to be a part of her program. If the building permit is turned down and the gymnastics facility is closed or has to move from where we are with still not enough space I fear that you would be taking the best programs that Johnstown has to offer our youth. It is more than just gymnastics that they are learning, they are gaining confidence, strength, the ability to compete with and against their team members. Stephanie is teaching these girls to understand that there will be days that you are defeated but if you work hard enough you will see success. These are precious life lessons that the young people of Johnstown will carry out into the world as they get older. Gymstarz Elite is a part of our lives, my daughters have grown up there, the facility and the coaches have become an extension of our home and our family. My daughters can take their homework there to get help in between classes from the coaches, they have birthday parties there, it's where they made some of their best friends that I know they will have for a lifetime. It's where they have seen their biggest failures and their biggest triumphs. All of the children of Johnstown deserve to have this place, and Stephanie deserves this opportunity to grow. To make a better facility to train at a level that would make our girls and boys equally competitive to those that we see at meets. She has done the best she can with what she has had but I know that if we had the space and the equipment that she plans for in this facility the difference in what you will see from these athletes would be tremendous. Please help support the dreams of the boys and girls of Gymstarz Elite and don't take away this chance for them to train in a facility worthy of their talents and efforts. The site will include a residence, and a large gymnastics gym. Peak hours of operation will be from 3:30 to 9:30 Monday through Friday. The site will primarily be used for classes of school aged children numbering approximately 20 students, lasting two hours. Typically, an adult will arrive with one or two students. Approximately half the adults will remain on site for the duration of the class while the other half will leave and return at the end of class. The facility will be staffed predominately by the residents living on site with a few outside instructors and staff arriving throughout the day. Vehicles will predominately be passenger vehicles. The gymnastics school is currently operating in a facility in the Town of Johnstown and offering two classes four days per week. Living in the Johnstown/Milliken area we are somewhat limited on baseball/gymnastics facilities. The area has been in need of additional facilities for at least the last 5 years. This provides an option we have never had in this area, and as the population continues to grow having a private facility like this only makes sense, it is a benefit to our entire youth athletic community. Denying this application will make it more difficult for my children to pursue their passion for baseball/gymnastics. Please approve the application so that we have a place to play baseball/practice gymnastics. Thank You! They started this project and did not say anything to anyone who lives around here. This business does not belong out here it has destroyed the country. This will bring a lot of cars out here on a road where the farming community needs to use for tractors and trucks. It will be only a matter of time before you have a bad accident due to the volume of traffic. County rd 46 is not set up for that and the extra dust it will create. This is not the city and the city is where this kind of business belongs. They said they are going to be running 7 days a week and getting out at 9pm. This is going be like putting a city street in our front yard trying to sleep at nights and all the noise and lights. Since they have started this we have had no peace and quiet, they have workers over here at 5:30 in the morning and still making noise working on things until midnight. I don't know if you have ever lived in the country but if you have and seen what this has done to this area you would agree. I have picked up trash that has blown over here and there has been plastic stuck to the power lines buckets of chemicals dumped at the intersection of 13 and 46 and left for days. These people do not care about anyone living around here only there business if they did they would of asked the people around here what they thought before starting this project. Was a traffic study done and what was the outcome? This was a quiet country road but it will bring in so much noise, traffic, trash, and the car lights at night will be coming straight into our house with the parking lot on the West side. I apologize for not being here in person, we have customers from Japan in this week and I am not able to take time off. I have been a resident of 5288 CR 46 for about the last 20 years. I went thru the correct procedures when I built my house and outbuildings on the property. I ask that the Board of Commissioners hold true to the procedures put in place and stop the dishonest and sneaky way that the land owners for this proposal are undertaking to get this approved. I was able to attend the meeting with the Planning Commissioners and left the meeting with a good feeling that the land owners listened to the concerns and suggestions of the neighbors and the planning commissioners. Parts of these changes were to: 1. Limit the use of CR 46 to approximately 300 feet from CR 13, put a driveway on their property from that point to the building 2. Pave the 300 feet on CR 46 3. Move the septic tank from the East side of the building to the West side 4. Put the parking with lights on the East side of the building 5. Ensure all access and regress form the property used CR 13 not CR 46 6. We were assured that there would never be lights on the ball fields. None of these changes have been done. 1. They are putting in the septic on the East side of the building; the work has been started if not finished. 2. They are going to use CR 46 approximately '/a mile and enter the property on the west side of the building 3. CR 46 will not support the traffic that will be using it as they are planning. 4. CR 46 drifts shut with any snow that comes with wind This whole project has been a plan of deception from the start. They started by applying for an Ag building with no intent of it being used for Ag purposes. As soon as they got approval for the building they changed it to a commercial use building. They agreed to the changes at the Planning Board with the intent to just get it approved and then go back to the original plans. The vote at the Planning Board was 4 to 2. Two of the commissioners that voted yes had comments recorded. If their concerns are not going to be implemented I believe they would have changed their vote to No. I strongly urge this Board of County Commissioners to refuse this project to go forward unless the land owners start being truthful and playing by the rules that everyone follows to improve/modify their properties. Thank you. 2 Dear Weld County Board of County Commissioners, I am writing to support the application for a use by Special Review Permit for a Gymnasium and Baseball Facility. I have recently bought a house is Milliken because of the area and the people that live in both Johnstown and Milliken. Both towns are places that I can see myself settling down and raising kids. I think that this gymnasium would be a great addition to the community. The gymnasium gives kids options in life besides academics. We struggle every day to show are kids that it is okay to be different. Media is always the one determining the social norms for our kids, that there are not a lot of opportunity in communities to explore being different. This gymnasium is a place to be different. Meaning that our kids will have an opportunity to explore sports and be able use their bodies and brains in a way that other can't. What is great about small towns like ours is that we have adults that are willing to spend time with kids to teach them skills at an affordable price. For Example, like myself I am planning on using the gymnasium as a head coach for High Impact Volleyball Club. The goal of our club is to give that opportunity for kids to see what it is like to play at a competitive level. I grew up in a big city and received a full ride scholarship for Volleyball to San Diego State University. I was given that opportunity because my parents had the money to get me where I needed to go, but not all families have that money to provide that opportunity. This gymnasium would be able to do that, to provide a path where kids can have that possibility of playing sports in college and not having to fork up $30,000.00 to get a degree. Also, this gymnasium is another opportunity to provide kids to be active. Right now in the United States approximately 60 percent of Kids below the age of Fifteen are over -weight and obese. This gymnasium provides another option besides staying home and playing video games. Right now kids rather play x - box then going outside or playing sports, the reasoning for that is because sports are not provided near home. In our economy parents are so tight in money that extra -curricular activities for their kids are out of the picture. This Gymnasium is going to be an option for parents and children to succeed in life. It is an opportunity to be proud of a small town in a big world. Every day so much talent in sports is wasted because of shellfish reasons, lack of income, and lack of opportunity. We have a chance here to provide opportunities that some kids dream about and never get to see. We would like this gymnasium because we like to see our kids succeed and have those smiles on their face when they do something spectacular. We want our kids to enjoy life with their friends, families, and mentors. This is why I believe that this Private facilities such as the one proposed are an important supplement to public facilities. The district commends concerned individuals such as Mr. Beall and his family for seeing an unfilled need in the community and filling it at their own expense. The district strongly recommends approval of the use by Special Review Permit. Gymnasium will be a positive addition to the town of Milliken and Johnstown. Aime Cordeiro
