HomeMy WebLinkAbout20130250.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 23, 2013 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 23, 2013, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther Gesick/Susan Brown Director of Finance and Administration, Monica Mika MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County Commissioners meeting of January 21, 2013, as printed. Commissioner Conway seconded the motion, and it carried unanimously. ▪ AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: Doug Meyer, County resident, reminded the Board about the Forest Service's upcoming environmental impact study and also called attention to the "Data Quality Act", which may apply to the Board's recent Colorado Oil and Gas Conservation Commission coordination resolution. ▪ CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. PRESENTATIONS: D1) GOVERNMENT FINANCE OFFICERS ASSOCIATION, CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING - WELD COUNTY ACCOUNTING STAFF: Chair Garcia read the certificate of Achievement for Excellence in Financial Reporting for the record. Barbara Connolly spoke on behalf of her team, including Chris D'Ovidio, Vicki Mau, Teri McDaniel, and Kim Dewey, as well as Donna McNamara (who was not present). Monica Mika, Director of Finance and Administration, thanked the department for their hard work, attention to detail and excellence, and the Board also thanked the accounting staff, on behalf of themselves and the citizens of Weld County. Minutes, January 23, 2013 2013-0250 Page 1 BC0016 f 2) RECOGNITION OF SERVICES, WELD COUNTY CLERK AND RECORDER'S OFFICE — GLORIA CALLOW: Chair Garcia read said certificate for the record and Steve Moreno, Clerk and Recorder, introduced Ms. Callow, with whom he has worked with for 18 years, thanking her for her years of service and dedication. The Board thanked her on behalf of the citizens of Weld County, especially for the example she set for positive public contact, wishing her the best in her retirement. @COMMISSIONER COORDINATOR REPORTS: Commissioner Rademacher requested that the "Frack Nation" TV program be linked to the Weld County website, as it was factual and well done. Commissioner Conway reported on a meeting Monday with a number of fire chiefs regarding expanding and refining the EMS Council and thanked Commissioner Rademacher for taking the lead on a preliminary meeting last week. He noted that the Windsor/Severance Fire Protection District was not represented. Commissioner Conway also invited the public to attend an event today at the University of Northern Colorado, a League of Women Voters round -table forum from 3:30 to 5:30 - follow-up to a presentation that was done in November by "Gasland" movie director John Fox. Commissioner Conway stated that the League needs to present both sides, with balance and facts. Commissioner Conway will be attending and hopes that all the stakeholders will be represented. Commissioner Rademacher noted that he believed they would be showing "Gasland" prior to the forum. NEW BUSINESS: 1) CONSIDER COUNTY DANCE HALL LICENSE AND AUTHORIZE CHAIR TO SIGN - RM, INC., DBA ROOM 119: Brad Yatabe, Assistant County Attorney, introduced the renewal application, noting the Sheriff's Office no calls for service related to the dance hall. Commissioner Rademacher moved to approve said license and authorize the Chair to sign. The motion was seconded by Commissioner Conway, and it carried unanimously. la 2) CONSIDER COUNTY DANCE HALL LICENSE AND AUTHORIZE CHAIR TO SIGN - EATON COUNTRY CLUB: Commissioner Freeman recused himself due to his role as the President of the Eaton Country Club. Mr. Yatabe introduced the renewal application and reported that the Sheriff's office had no calls for service related to the dance hall. Commissioner Conway moved to approve said license and authorize the Chair to sign. Seconded by Commissioner Rademacher, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
