Description of Proposed Use This USR application is referred to as the KMG 16-24i and is from Kerr-McGee Oil and Gas Onshore, LP, a wholly owned subsidiary of the Anadarko Petroleum Corporation. Anadarko/Kerr-McGee operate over 5,000 oil and gas wells in the Denver-Julesburg (DJ) Basin with the vast majority being located in Weld County, Colorado. All of these wells produce varying amounts of produced water that needs to be disposed of via injection. The proposed site is to provide a salt water injection well to dispose of said produced water. This application addresses the development of the Salt Water Injection site for the demands that are associated with the increase in oil and gas production in the Wattenberg field. The proposed site is approximately 6 acres in area. The proposed site is located on a portion of the SESE of Section 24, Township 2 North, Range 65 West, just South of the intersection of WCR 49 and WCR 18.5 The site is currently zoned Agricultural and is surrounded by Agricultural zoned properties. The proposed equipment to be installed on site includes but is not limited to: • Pump House and Control Building • Control Filtration Building • Steel Tanks • Fiberglass Tanks • Truck Unloading Stations/Racks • Chemical injection skid • Qty (2) Emission Control Devices (flares) • Electrical panels and a transformer • Lightning suppression equipment • Salt Water Injection Well Please see the Site Plan in the Appendix for a more detailed layout of the proposed equipment to be installed on site. The proposed facilities on site will operate 24 hours a day, 7 days a week, 365 days a year. We are proposing an access approximately 500 ft. west of the intersection of WCR 18.5 WCR 49 and are proposing to pave a section of WCR 18.5 as part of our operations. Consistency with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan Section 22-2-10 (D) emphasizes the extraction of natural resources as an important part of the economy of the County. The development of this site contributes to the expansion of the county's industrial economic base by providing increased capacity to an essential function in the production of natural gas in the County. The Weld County Comprehensive plan addresses goals and policies for agriculturally zoned properties and oil and gas deposits. The Comprehensive Plan also addresses the presence of oil and gas deposits in the County and encourages the extraction of oil and gas resources that conserve the land and minimize the impact on surrounding land and the existing surrounding land uses. The proposed facility will deal with the increase of produced water from the new wells in the area. 3. Consistency with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Oil and gas facilities are allowed as a use by right in the A (Agricultural) Zone District. However, oil and gas support service operations such as this proposed Salt Water Injection Site require the approval of a Use by Special Review Permit (Section 23-3-40(A)) 4. Surrounding uses and compatibility with surrounding uses. The Hudson Salt Water Injection Site is surrounded primarily by agricultural lands. Consideration has been taken to ensure that this Salt Water Injection Site will operate in a manner that is compatible with existing and planned uses in the area. The processing of produced water from the wells located in Weld County is a necessary component of the production of this valuable resource. Providing the required treatment will not only foster the development of an important economic base but will also contribute to the convenience and general welfare of the residents of the County. The site contributes of the County's tax base with little or no adverse impact in terms of additional roads or other governmental expenditures. 5. Describe the followin a. Number of people who will use this site There will be one part-time employee assigned to the facility. The site is also visited by different contractors that will be utilizing the facility (approximately 45-50 truck loads of produced water a day) as well as checking the equipment and remove products and/or waste on a weekly basis. b. Number of employees proposed to be employed at this site There will be approximately one part-time employee assigned to this facility. During construction additional personnel will be on site until completion. c. Hours of operation The site will run 24 hours a day, 7 days a week, 365 days a year. d. Type and number of structures to be built on this site As depicted in the plans, the site will include one pump house, one control building, three 4,000 bbls steel tanks, seven fiberglass tanks, two 8,000 bbl steel tanks, and four truck unloading stations. e. Type and number of animals, if any, to be on this site There are no animals on site. f. Kind of vehicles that will access the site and how often The KMG employee coming on site will drive a company pick-up truck. Contracted water truck drivers will come to the site in either a bobtail truck (30 ft. long, 8 ft wide, 54,000 lbs) or a truck/trailer transport (68 ft. long, 8ft. wide, 80,000 lbs). There will be approximately 45-50 truck trips to and from the site daily at intermittent times during the day. g. Who will provide fire protection to the site The Hudson Fire Protection District provides fire protection to this area. A referral packet will be sent to the District by the County. Once an approval letter is received it will be placed in the Appendix. h. Water source on the property This site will be serviced by Deep Rock Water service for potable drinking water. i. Sewage disposal system This site will be equipped with a port-a-pottie (contact information for companies providing the service can be found under the waste handling plan). j. Storage or warehousing There will be minor storage located on site to store filter bags and extra maintenance parts. 6. Proposed Landscaping There is no existing screening and no additional landscaping is being proposed with this application. 7. Reclamation Procedures Should the site no longer be needed by Anadarko, all equipment will be removed and the ground re- graded to accommodate agricultural uses. 8. Storm Water Drainage A drainage report with detention is required for this site. This report is located in the appendix of this document. 9. Construction Period Construction of the site is anticipated to commence soon upon approval of this requested USR. Construction is estimated at 8 to 12 months, 6 days per week. 10. Waste Handling_ Plan KMG has a Waste Handling Plan (Plan) that covers all operations. This plan is used to determine how to best manage waste generated as part of our operations. The objective of the Waste Handling Plan is to ensure waste generated at the Facility is managed in accordance with all Local, State and Federal regulations. Additionally, the Plan identifies operational chemicals used or stored on site regarding specific disposal pathways. Kerr-McGee/Anadarko personnel are trained annually with regards to proper Waste Management practices. The facility will be serviced by Waste Management for solid waste removal. A small dumpster will be located onsite. All liquids will be managed and disposed or re -cycled. The municipal waste dumpster will be managed and disposed of by a contract waste management company. The dumpster will be emptied either weekly or every two weeks. Non -routine waste (e.g. spills or releases) will be managed in accordance with Anadarko's Emergency Response and Oil Spill Contigency Plan. Spills, as appropriate, will be reported to the proper regulatory agency(s). Additionally, a site specific Spill Prevention Control and Countermeasure (SPCC) Plan will be developed to outline appropriate actions to be taken in the event of a spill or release. The SPCC Plan in conjunction with the Emergency Response/Oil Spill Contingency Plan will ensure that all appropriate response actions are taken and that all waste will be handled in accordance with applicable rules and regulations. Both documents are written in accordance with requirements set forth by the Environmental Protection Agency. Regarding a motor vehicle oil leak (potentially during construction), Anadarko standard operating procedures are to excavate the impacted soil and haul it to the Buffalo Ridge Facility in Keensburg, CO or other similar facility. Once the impacts are removed, Anadarko back fills the excavation with clean fill. Dust Abatement Plan During the construction phase of the project, Anadarko will utilize water trucks to maintain dust suppression. Also, the Storm Water Management Plan will be followed to mitigate soil erosion during the construction phase. After construction is completed the site will be stabilized using native vegetation in allowed areas, which will not be allowed to grow over 12" high. Additionally, Anadarko will gravel the access drive and circulation pattern. In addition, a water truck will be utilized to control dust after construction, if required. Section 2 Notification Requirements In accordance with Section 23-2-260 (B) (9) of the Weld County Code, a certified list of the names and addresses of the owners of property within 500 feet of the subject property is listed below and provided in the Appendix. The County is responsible for mailing the notice. This list was created from the Assessor records of Weld County on March 8, 2013. Posted Notice In accordance with Section 23-2-210 of the Weld County Code, a sign shall be posted by the County on this proposed property stating that a Use by Special Review Permit has been requested. Operational Standards NOISE CONTROL: The operation of the Salt Water Injection Site shall comply with the noise standards enumerated in Section 802 of the COGCC Amended Rules 2008. Noise will be emitted from the site. It is anticipated that the proposed equipment will actually have minimal noise emissions. Additionally, the rural nature of these sites is preferred to mitigate the effects of noise emissions on the surrounding property owners. AIR AND WATER QUALITY: All activities will be in compliance with the permit and control provisions of the Colorado Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. All water and waste will be carried by vehicle off site. LIGHTING: Lighting on the site will be downcast. Shielded lighting will be provided on the proposed building. Lighting is for nighttime and emergency work only. The lights will be on a timer, photo eyes and motion detection. Any source of lighting on the site shall be shielded so that light will not shine directly onto adjacent properties where such would cause a nuisance or interfere with the use on the adjacent properties. In addition, neither direct nor reflected light from any source on site will create a traffic hazard to operators of motor vehicles on the adjacent access road. Lighting detail can be found on the attached exhibit. WEED CONTROL: The Salt Water Injection Site will be kept free of weeds, rubbish and other material. The area shall be treated if necessary and as practicable to prevent invasion of undesirable species and noxious weeds. Required Permits Weld County: A Use by Special Review Permit is required to be approved by the Board of County Commissioners prior to construction of this facility. Kerr McGee/Anadarko will submit any additional permits necessary for county approval prior to the commencement of construction on site. Hudson Fire Protection District: IThe Site Plan and Special Review Use Application will be refered to and reviewed by the Hudson Fire Protection District. Approval of the plan is expected. A letter from the fire district regarding this proposal will be added to the Appendix once it is received. Oversize Load Permits: If necessary, oversize load permits will be obtained prior to moving any new equipment onto the site. Access Permits: Access Permits and traffic plans will be submitted as part of this application. The submitted access application is in the Appendix. Additionally, overweight permits will be required to utilize roads maintained by and located in the Town of Hudson. Traffic ITraffic flow will be from north and south directions on CR-49 and east west directions on CR 18.5. A detailed traffic impact study is included in the appendix. Fire & Emer2ency Response There is adequate provision for the protection of the health, safety and welfare of the inhabitants of the immediate area and the county. All roads leading to and those in the site area will be designed and maintained to support fire apparatus. A turnaround will be constructed as necessary to accommodate fire apparatus. In addition to the above - referenced rules and regulations, Anadarko is also subject to COGCC Rule 6064 pertaining to Fire Prevention and Protection. Anadarko has support personnel in the field or on call at all times to provide technical assistance in fire prevention and elimination. Additionally, fire sensors will be installed at strategic locations within the facility. If such an event happens, fail safe features will activate; such as ESD (Emergency Shut Down) valves will automatically close, and alarms sent to the Anadarko Central Dispatch Center (CDC) located in Evans, CO. Elizabeth, We plan on installing a PTP Ethernet link from the Hudson Compressor to the SWD. This technology uses Ethernet as its primary way of communications. The maximum distance that a Ethernet cable can be is 100 meters or 328 feet. This Ethernet cable must connect to our primary layer 3 switch at the SWD and the radio on the tower. This means that maximum distance from the layer 3 switch and the radio on the tower must be less than 328 feet. This rules out using any other co -located tower. The order of preference for locating new permanent TELECOMMUNICATION FACILITIES is from most preferred to least preferred and based on economic and technical feasibility: A. CO -LOCATION on existing TELECOMMUNICATION ANTENNA TOWERS. Co -location will not work because we are trying to bring communications into the facility. We are not trying to transmit out of the facility. We need to mount a Microwave dish on a structure of some kind at the facility to bring communications from Anadarko's backbone to the SWD. B. TELECOMMUNICATION ANTENNA, ATTACHED. We could mount a Microwave dish to one of our buildings. We would have to mount a 3ft round dish to the building. The dish would have to be mounted high enough that obstructions would not block the antenna's line of site to Hudson. We run the risk of having to get an USR in the future for a tower if the following occurs: 1. Hudson Expands by building high objects in the line of site to the SWD. 2. The SWD builds high objects in front of the antenna at the SWD. C. TELECOMMUNICATION ANTENNA, CONCEALED. I he technology that is required for our operations does not have the ability to be concealed. D. TELECOMMUNICATION ANTENNA TOWER. New TELECOMMUNICATION ANTENNAS must use the most preferred facility type where economically and technically feasible. A lesser preferred facility type is allowed only if the applicant presents substantial evidence to show it will have a lesser visual impact than the use of more preferred facilities and that the applicant's desired geographic area. This is ideal and covers future use. TELECOMMUNICATIONANTENNA, ATTACHED: An antenna mounted on an existing building, silo, smokestack, water tower, utility or power pole or a support structure other than a TELECOMMUNICATION ANTENNA TOWER. Elizabeth, None of these sites will work for Anadarko's purposes. We do not need this tower to communicate with other remote sites. We need this tower to be located on the Anadarko SWD site to bring safety and business related communications from our backbone to the site. Putting a tower on another leased location will not allow us to communicate with the automation equipment at the SWD. The tower height is the minimum height required to get over obstacles such as tanks, semi - trucks etc...
