Explain in detail the proposed use of the property The primary purpose of Rocky Mountain Kennel, LLC is to provide a safe, clean, happy and spacious place where owners of all breeds of dogs can feel comfortable about leaving their best friends in a worry free environment while out of town. The facility will also offer doggy day care where dogs can be dropped off for the day and picked up in the evening. The plan includes a vet office, lobby and grooming services. The kennel concept would allow space for the dogs to run and play in an outside environment during the day. Dogs need a lot of exercise and space to run and play. Therefore the kennel would include a large fenced area for the outside play environment. The facility would include inside climate controlled stalls for the overnight boarding and rest time during the day. The facility would be built to blend into the environment and would be a quality engineered building that would be fully insulated for sound. I will also build my personal residence on the property for 24 hour supervision. All dogs would be inside at night and would also have nap time during the day. The facility would allow space for the dogs to run and play in a supervised environment during the day. A happy and fully exercised dog is a quiet dog. 2. Explain how this Proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan The proposed facility is consistent with the intent of the Weld County Code, Chapter 22, as the facility is compatible with the existing surrounding land uses and protects the health, safety and welfare of the inhabitants of the neighborhood. In accordance with section 22-2-10 and 22-2-20, the facility and surrounding land will demonstrate a diligent effort to maintain the agriculture use of the property in its current use. The plan would also take an active role in conserving and preserving natural resources and the environment. The facility would promote a quality environment which is free of derelict vehicles, refuse, litter and other unsightly materials in accordance with goal 4. The Weld County Comprehensive Plan calls for economic development that provides services to the residences and also provides employment opportunities and contributes to county tax revenue for essential services to the citizens. As the county grows more people will need help in caring for animals while at work or on vacation. This facility offers a needed service to the community and provides employment opportunities for economic growth. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposed facility is consistent with the intent of the Weld County Code, Chapter 23, as the facility would provide a needed service to the residence of the community. The facility is consistent with the zoning requirements and all requirements of the code can be reasonably obtained. Section 23-3-40(H), allows for Kennels by uses by special review. The impact on the surrounding properties is minimal and noise mitigation will be a top priority and can be reasonably obtained, which would continue to promote the health, safety and general welfare of the present and future residents of the County. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). The types of properties surrounding the site include agriculture, farming, sod farming, Dairy, feed lot, cattle operations and horse and horse training facilities. 5. Describe in detail the following: a. Number of people who will use this site: The operation would start with approximately 6 customers/employees per day and would grow to approximately 29 customers/employees per day. See calculation below. Number of employees proposed to be employed at this site: The operation would start with 1 full time employee and 1 part time employee. As the Kennel grows to full capacity (100 Maximum dogs) the employees would increase to 5 to 6 full time positions. c. Hours of Operation: The operating hours would be Monday — Friday 6:30 am to 6:30pm. Saturday 8:00am to 12:00pm. Sunday — Closed (by appointment only — 12pm to 2pm) d. Type and number of structures to be erected (built) on this site Structures would include one Kennel building 45x75, one barn 36x48, one apartment 30x40 attached to the barn, one indoor exercise arena to be built later (24x42) and one personal residence for the owner of the property to be built later. All building would be steel structure buildings, except personal residence. e. Type and number of animals, if any, to be on this site Kennel would include 50 stalls. 75% would include one dog per stall and 25% would include two dogs per stall. Also included is Doggy Day Care, grooming services and vet services. Total number of dogs would be a maximum of 100. The maximum number of boarding dogs(overnight) would be 75. The maximum number of day care dogs (no overnight boarding) would be 25 for a total maximum number of dogs of 100. The maximum number of dogs would be 100 with the average length of stay of 5 days. The number of dogs will vary of day depending of demand. f. Kind of vehicles (type, size, weight) that will access this site and how often Personal vehicles are the only ones in and out of property. All vehicles that will access the site would be small cars and trucks on a daily basis. g. Who will provide fire protection to the site? Mountain View Fire District h. Water source on the property (both domestic and irrigation) Domestic Water — Longs Peak Water District. Irrigation — No water rights at this point. Trying to obtain Highland Ditch Water shares. i. Sewage disposal system on the property (existing and proposed) Septic system would be installed (proposed). Engineered to requirements of the property. j. If storage or warehousing is proposed, what type of items will be stored? Only storage for the operation would be dog food and supplies. Personal items would be stored in barn/apartment and personal residence. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The landscaping for the site would include the grass land that is already in place with added trees and shrubbery to enhance the appearance of property and surrounding buildings. Landscaping would also be used to limit sound and visibility of animals. Most acreage would remain agricultural and not be changed. 7. Explain any proposed reclamation procedures when termination of the Use of Special Review activity occurs. Continue living on the property as a personal residence. 8. Explain how the storm water drainage will be handled on the site Storm water drainage will be handled on the site as directed by an engineer with ditches and use of water collection areas. There have been no drainage problems on the property in the past. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction would start upon approval by Weld County. Construction would take 3 to 4 months to complete. Landscaping would be completed during the appropriate time of year to ensure success. All landscaping would take into account water conservation. 10. Explain where storage and/or stockpile of waster will occur on this site There would be no storage and or stockpiles of wastes on the site. Food storage for the dogs will be inside the boarding area. Solid waste well be put in dumpster and hauled to land fill by local trash company. All trash containers would be properly screened and out of sight. Noise Abatement plan The facility would include inside climate controlled stalls for the overnight boarding and rest time during the day. The facility would be built to blend into the environment and would be a quality engineered building that would be fully insulated for sound and mitigate any noise issues. I will also build my personal home on the property for 24 hour supervision. All dogs would be inside at night and would also have nap time during the day (12:00pm — 2:00pm). A happy and fully exercised dog is a quiet dog. Dust Abatement plan All roads and parking on the property would be gravel/road base to reduce the amount of dust. Also a speed limit of S mph would be enforced to also reduce the dust. The outside dog areas would include 3 to 4 inches of pea gravel to minimize dust, the outside dog areas would also be fully fenced Waste Handling Plan All dog waste will be cleaned up/picked up immediately and stored in sealed dumpster/trashcans and will be collected by the local trash company once per week or more if needed. All dog kennels will be cleaned and disinfected daily to prevent diseases with an in floor drainage system that is connected to the engineered septic system. Most customers would be taking CR 5 north from Hwy 66 and turn west on CR 32. All entrances to the property would be greater than 350 feet from the intersection of CR3 and CR32. The required number of parking spaces would be made available to the customers and employees around the kennel, including the proper number of handicapped spaces. Most traffic would be in the morning for drop-offs and in the evenings for pick-ups. Storm water Narrative and Water Quality Feature Storm water that falls on the property, in the area of the kennel will flow from west to east. At the north side of the property there is an existing road that is built up and creates a ditch to catch the water that flows off the property. The south side also has a ditch to catch the water that flows off the property. Additional ditches would have to be added around the new buildings that would divert the flow of water around the structures and back onto the remaining sod that will continue to be grown on the property. I would also include a water quality feature on the downhill side (east side) of the buildings. There have never been any drainage problems on the property. The outside play area will be approximately 80x75 to start and could be increased as needed. All plants used would provide density to shield the view of the animals from sound and view. I would also use a screening material on the fence area that would also provide screening of the animals. Examples of plants for borders and screen would include: Boxwoods 5 feet tall, 5 feet wide Border Privet 10 feet tall, 12 feet wide Potentilla 3 feet tall, 5 feet wide Barberry 3 feet tall, 8 feet wide Let me know if you have any questions Jeff t Hello
