COMMISSIONERS
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter, Monday, August 19, 2013, at the Ault Fire Station, Ault, CO at 6:30 pm.
Ei ROLL CALL: The meeting was called to order by Councilman Don Mueller and on roll
call the following members were present, constituting a quorum of members thereof:

Councilman Brett Abernathy
Councilman Bernard C. Kinnick
Councilman Jeffrey Hare
Also present: Weld County Commissioner Sean Conway and Karleen Watson, Council
Secretary.
P APPROVAL OF AGENDA: Councilwoman Klein made a motion to approve the August
19, 2013 Agenda. The motion was seconded by Councilman Abernathy and carried.
REVIEW PROGRAM: Weld County Commissioner Sean Conway gave a history of
Northern Colorado's efforts to store and provide water to its citizens, agriculture as well as
other entities.
Mr. Conway stated that the Northern Integrated Supply Project (NISP) includes two proposed
reservoirs that would operate together and would ensure clean, reliable water supplies for
Northeastern Colorado communities. The Galeton is located east of Ault and would be 45,000
acre feet of water. It is owned by a ditch company and together with surrounding
municipalities, would pay for building, financing and running this project. The Glade Reservoir
would b e located northwest of Fort Collins, filled with Poudre River water and hold 170,000
acre feet of water.
The Board of County Commissioners is a strong supporter of the NISP. The project needs the
granting of a 404 Permit. The environmental work would be completed in advance The U.S.
Army Corps of Engineers will need to approve the project. A second draft of an Environmental
Impact Statement by the Corps is in the process of being drafted.
Mr. Conway stated that as elected officials and as third and fourth generations of Colorado,
they have the job s to help educate others on the water issue. Also, the reservoirs could be a
huge economic draw for boating, fishing, camping and hiking just as Horsetooth, Lake
McConahay and Glendoe reservoirs do now.
