The proposed use of this property is to supplement an existing Oil and Gas Service transportation business to this property site. The property, located on 8.49 acres, currently has a residential dwelling with a shop and office building, which was used by the resident and owner of Genesis Turf Farms, LLC. The President of Justice Trucking Inc., Russell Justice, intends to live on this property and is requesting an USR to conduct a trucking service which will depart daily for offsite pickup and delivery of oil field related goods. This site will not be used as a retail site for public access or purchasing. This proposal is consistent and compatible with the existing uses. Currently, located near the northeast property line is an oil well location. On the west property line is an oil tank farm. Both locations have oil service vehicles frequenting the location. This proposal is consistent with Weld County Code Chapters 22-23 which allows for consistent, low impact use associated with mineral resource development facilities. Number of people who will use this site. We estimate a maximum number of twenty six (26). Four (4) family members who will live on -site, two (2) support/maintenance personnel who will be on - site approx. eight (8) hours per day and twenty (20) drivers who will be on the property less than four (4) hours per day depending on business conditions. Number of employees to be employed at this site We estimate a maximum of Twenty two (22) employees, (2) support/maintenance personnel who will be on -site approx. eight (8) hours per day and twenty (20) drivers (as needed) who will be on the property less than four (4) hours per day depending on business conditions. Hours of operation Hours of operation will normally be between 0700 (7 am) and 1800 (6pm) hours, Monday through Friday. The facility will be operational Monday through Sunday as needed during the same hours, late arrivals may occur. Type and number of structures to be erected (built) on this site. No other structures are anticipated to be erected on this site. The current buildings, infrastructure, egress and ingress meet the business needs as anticipated. We would anticipate no more than a total of 6 animals to be on this property. Kind of vehicles (type, size, weight) that will access this site and how often The vehicles normally used in this business are tractor -trailer units with an unladen weight of approx. 32,000 lbs.. We anticipate 12-20 units leaving and returning during normal business hours. The units are normally unladen on this site and pickup goods and deliver off -site with a normal delivery of one delivery per day, per driver. Employees will drive their personal vehicle to the job site and family members will have their personal vehicles at the residence. If storage or warehousing is proposed, what type of items will be stored No storage or warehousing is proposed regarding any items to be delivered to clients in the oil industry. Normal maintenance items required for light maintenance of the fleet vehicles will be stored per industry standards. Water source on the property The property currently has a three (3) tap well with an estimated flow of fifteen (15) gpm. This well will meet the needs of the residents (4) and on site employees (2) and the transient workforce (20) which is only on -site intermittently -less than four (4) hours per day. The well has historically met the needs of the residents and the employees at the prior landscape business. The permit testing shows the well to flow at 15gpm with a static level of 165 ft and a total well depth of 252 ft.. State of Colorado well permit number 249110. See attached paperwork. Sewage disposal system on the property The property has an existing approved septic system which has performed well since installed for all prior residents and workers of the prior landscape business. The septic permit shows a percolation rate of 8.5 with a 2% slope and a minimum of a 1250 gallon tank with chambered trench and bed was installed. We anticipate using the same traffic flow egress and ingress as presently provided off of CR 42. Tractor trailer units will park at the rear of the building and when leaving will proceed onto CR42 to the intersection of CR 49 then northbound or southbound on CR 49. Egress will be in reverse. The property is gravel based in all travelled areas and residents live on the property. Travelled speeds will be low. Should nuisance dust conditions arise, application of water, magnesium chloride or other approved substances will be used. Landscaping and drainage has already been addressed and there is no indication that the current design is not meeting the goals of controlling erosion and dust in the area. WCR 42 is controlled by a stop sign on WCR 49. WCR42 is a well maintained and travelled road with no obstructions to vision when approaching the proposed facility or the controlled intersection. WCR 49 is an asphaltic roadway that is well maintained and well traveled and no obstructions to vision of N/B or S/B traffic exists in reference to the intersection of WCR42. The use on the site consists of office, storage, parking, and mechanical support of several trucks used in oilfield service operations. The intersection of WCR 42 and WCR 49 has a stop control on WCR 42 and adequate line of site for proposed traffic volumes. The plan will further outline the operational chemicals that will be stored on -site and that may require future disposal. Objective The objective of this plan is to ensure waste generated at the Facility is managed according to all Local, State and Federal regulations. There will be no storage of wastes at this site. All materials will be in the production stream, recycled or collected in dumpsters or approved containers and sent for disposal or recycled. Chemicals stored on site include standard household cleaning items, oil, antifreeze, tires and other maintenance items. The volumes will be minimal. Light mechanical repair may be completed in the shop as necessary. Used oil and antifreeze will be hauled off site to an appropriate facility or recycled. All shop floor drains will drain to a vault and hauled off site to an appropriate facility. Any waste generated from employees will be contained in a covered dumpster and hauled off regularly by a sanitation service. We have an in-house safety officer who has been trained to State of Colorado HazMat Operations level, is Nims certified to command level and has over 30 years of training employees in current policies and procedures to meet federal and state requirements. All employees will be trained to take appropriate actions in the event of a spill. Training includes secondary containment requirements, response actions, and waste disposition and disposal in the event of a spill or release. Weld County Planning File:#PRE12-0154 Ref: Justice Trucking Location: 24125 CR 42 Drainage Plan Background The site is described as Lot A RE -1506, Part SW4 Section 19, T4N, R64W of the 6th P.M.; located at 24125 CR 42. Weld County, Colorado. The purpose of the proposed development is to permit an existing use on the site for trucking operations. There is an existing office and shop building on the site approx. 8.6 acres. There are both man-made and natural drainage ways on or adjacent to the site. There are irrigation facilities on adjacent properties.This area has not been mapped by FEMA. Off -Site Drainage There are no known or appreciable off -site drainage occurring to this property. The property to the west has had substantial drainage controls as an oil/gas tank farm is present. The property to the N/W and N/E is irrigated farm land with a pump station located near the property line. The farm land has been designed to drain the water into the field without excess run off. On -Site Stormwater Approximately one third of this property is graveled parking and traveled areas with a shop building, a private residence and a small shed. The natural drainage of this property is from the west end, around the residence and to the center of the parcel where there is an existing depression which catches any excess drainage historically. Additionally, man-made landscaping designed the residence as a high point. The driveway of the residence is a concrete pad which has a moat installed on both sides which continues around both sides of the house to a man-made pond located behind the house. The man-made Koi pond delivers water via pumps into the moats for return to the pond. Any excess water in the Koi pond from runoff is designed to flow to the depression. Stormwater which is not assimilated by the gravel from rooftops, the small concrete pad and remaining natural runoff run around the residence to the natural depression. Along road CR42 lays a drainage ditch that drains runoff into the undeveloped land. There have been no known variations of the historical patterns described since the buildings were placed in 2005. Conclusion The proposed development should not have any adverse impacts on existing drainage patterns or adversely affect downstream properties or structures.
