HomeMy WebLinkAbout20133141.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO NOVEMBER 6, 2013 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 6, 2013, at the hour of 9:00 a.m. ID ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Susan Brown Director of Finance and Administration, Monica Mika ID MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County Commissioners meeting of November 4, 2013, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. IE CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PROCLAMATIONS: El 1) COUNTIES HELPING COUNTIES - SEPTEMBER, 2013: Chair Garcia read this proclamation for the record, declaring Weld County's sincere gratitude to Douglas County for their assistance with 2013 flood recovery. Commissioner Kirkmeyer said this proclamation will be presented to the Douglas County Board of Commissioners next Tuesday, and Commissioner Conway added the Commissioners will also be visiting the counties of Otero, Las Animas, Alamosa, Mesa, and Pitkin, to express sincere gratitude for their willingness to help Weld County. Commissioner Rademacher said Douglas County went above and beyond; they sent two whole crews (19 personnel), trucks, and specialized equipment, and completed Weld County projects essentially independently. Commissioner Conway noted these crews stayed here for several weeks and spent time away from their families, and that the crews reported members of the general public expressed gratitude everywhere they went. Commissioner Conway moved to approve said proclamation. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. Minutes, November 6, 2013 2013-3141 Page 1 BC0016 PRESENTATIONS: 1) RECOGNITION OF SERVICES, SHERIFF'S OFFICE - TED 'ALAN' NICKERSON: Chair Garcia read the certificate into the record. Sheriff John Cooke presented the plaque to Mr. Nickerson for his 23 years of service to the Sheriff's Office, saying he was instrumental to the department's success; as a Field Training Officer (FTO), Mr. Nickerson was responsible for training most of the new recruits and this is perhaps the most important position in the Sheriffs Office. He also helped with policies and procedures and is one of the reasons Weld County has a great reputation throughout the State. Commissioner Rademacher said being an FTO is a large responsibility. Commissioner Kirkmeyer concurred and said Mr. Nickerson's work was vital to Weld County. The Board thanked Mr. Nickerson wishing him happiness in his retirement. PUBLIC INPUT: Aaron Greco, Local Government Liaison with CDOT Region 4, gave a PowerPoint Presentation update, entered into the record as Exhibit "A", on what is happening with on the major Colorado corridors. He reported US 36 opened yesterday and is completely paved and said the Governor gave a December 1, 2013, deadline for temporary access on all the closed corridors, at a cost of over 400 million dollars, and he thanked the Congressional delegation for securing that funding. He said they are still working 7 days a week, and have currently reached 58 percent, and showed a map of what was closed by the flood and what has since been opened. He thanked the National Guard from Colorado, and also Florida, Kansas, Montana and Utah for all their work on these areas of US 36, which were rebuilt from nothing. He reviewed repairs on US 36, US 34 (Big Thompson Canyon), State Highways 119 and 72, US 24, and US 34 East. He said the possibilities are big and decisions will be made in partnership with a myriad of community entities to determine what the permanent construction will look like on all of these corridors, and Weld County will be involved in those discussions. Commissioner Kirkmeyer said CDOT has done a fantastic job, and getting US 34 East open was essential for the harvest. Mr. Greco said the teamwork statewide has been inspirational. Commissioner Rademacher also thanked CDOT for paying attention to 34 East on behalf of the agricultural community, even though Estes Park was the focus of media attention. Mr. Greco presented a list of the contractors involved in these projects. He said CDOT's Incident Command Structure conformed to the National Incident Management System (FEMA) which CDOT followed precisely, noting that this helped them determine that everything was a priority. Commissioner Rademacher also thanked the National Guard for their help, and Mr. Greco personally for his help with signalization (traffic lights) on the 85 Corridor to safely and efficiently accommodate the exponentially increased traffic, "because little things like this don't get a lot of attention but really positively impact people's lives." He noted it took four years, from 1976 -1981, just to get the HWY 34 redone after the last Big Thompson flood. In response to Commissioner Rademacher, Mr. Greco confirmed the St. Vrain Basin probably sustained the worst damage in terms of cumulative impact. In response to Commissioner Conway, he said more CDOT personnel are being moved to the long-term recovery side of things. Commissioner Kirkmeyer noted that the Upper Front Range Regional Planning Commission has discussed their plans with CDOT, but wants to reevaluate those goals, and noted additional sources of funding should be pursued as well. She reiterated that from beginning to end Weld County has appreciated their relationship with CDOT, especially Johnny Olsen and his staff. She said Mr. Olsen was on speed dial for four days, helping with evacuation routes, barriers, etc. She also mentioned that $35 million was already advanced to Colorado from the Federal Highway Administration for the flooding. IE Ricky Orlando, County resident, expressed concern that there are no anti -dog -barking ordinances in Weld County to give animal control officers authority. He said he lives in a subdivision of the Town of Frederick, but his neighbor (with barking dogs) lives in unincorporated Weld County. The Board thanked Mr. Orlando for bringing this issue to their attention. Minutes, November 6, 2013 2013-3141 Page 2 BC0016 El COMMISSIONER COORDINATOR REPORTS: Commissioner Kirkmeyer spoke regarding yesterday's election. She thanked voters, saying she respects the decision regarding the 51st State initiative. She emphasized that everyone needs the opportunity to be heard, and the Commissioners sent the Governor a letter offering to facilitate community meetings if he is sincere in wanting to connect with the Weld County community. She said the goals of the Board are still in place, but will now take a different route. In regard to a recent article in the Greeley Tribune, she emphasized that the Board did not lose focus on any of Weld County's issues due to this ballot issue, and said tonight is the their meeting of the 1-25 Coalition, which was initiated by the Weld County Board of Commissioners, who have continued the work of planning for the future of Weld County and responding to the flood emergency. Commissioner Kirkmeyer also mentioned DCP Midstream Operations will be holding a community meeting tomorrow night at 6:30 in Evans, which was in direct response to residents coming to the Board a few days ago with concerns. '®---- Commissioner Rademacher said the issues raised by the 51st State have not gone away; this has started a movement and finally communicated the message that rural Americans feel they have lost their voice. He stated this was not a defeat, because that message has been received nationally and internationally. e Commissioner Freeman concurred, sayin the Board gave the citizens an opportunity to express their opinions and that was the primary goal. U Commissioner Conway noted that those who attended the community meetings unanimously felt there was a problem with disconnect between urban and rural issues and that citizens should be allowed to vote on it. He stated that the rejection of the 51st State Initiative should not be perceived as the voters saying problems don't exist, and noted that getting the Governor to acknowledge there is a problem in a period of only four months is a success. BIDS: fri 1) PRESENT BID #B1300167, INMATE SUPPLIES - SHERIFF'S OFFICE: Marcia Walters, Purchasing Department, said there were 11 vendors and staff will bring a recommendation back to the Board for approval on November 20, 2013. In response to Commissioner Rademacher, Ms. Walters said that in -state vendors cannot compete with the larger companies, which has been the case for many years. fa 2) PRESENT BID #61300188, COPIER (80-100 PAGES PER MINUTE) - PRINT SHOP: Ms. Walters said there were 12 vendors, most bid on more than one copier, and staff will bring a recommendation back to the Board on November 20, 2013. OLD BUSINESS: El 1) CONSIDER APPOINTMENT OF MICHAEL WALLACE AS DIRECTOR OF PUBLIC SAFETY COMMUNICATIONS FOR WELD COUNTY: Michael Wallace stated this resolution will modify his title from 'Director of the Weld County Regional Communications Center' (established when he started with Weld County in March), to 'Director of Public Safety Communications for Weld County', to reflect new and additional responsibilities for technical support. Commissioner Kirkmeyer said this ensures Mr. Wallace has the right title and makes clear he is taking on additional safety and information technology duties. She said he has an exceptional background in IT and Public Safety Communications Systems, and, therefore, she is confident he will be able to assist in solving existing problems and challenges. Commissioner Rademacher said Weld County has been fortunate in recruiting people who are exceptional in their fields; Mr. Wallace has a huge task ahead, but he has 'taken it by the horns,' found good people to work underneath him, and done an outstanding job so far. Commissioner Conway concurred, noting the recent restructuring has gone smoothly and is of great benefit to Weld County residents. He noted the Greeley Police Chief had positive things to say about these changes as well. Chair Garcia noted he has discussed this matter with Sheriff Cooke as well. NEW BUSINESS: 1) CONSIDER COMMUNITY SERVICES BLOCK GRANT (CSBG) APPLICATION AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of the Department of Human Services, explained this application incorporates the second allocation to the CSBG budget for the coming year. She noted the plan has not changed, except that additional dollars have been earmarked in the emergency services area to help with any long-term issues related to flood victims. In response to Commissioner Kirkmeyer, Ms. Griego confirmed that Veteran's services is still a priority as well. In response to Commissioner Rademacher, Ms. Griego said the flood victims are still being helped by other emergency services in the community, but this is in case of increased long-term need. She said the department will come back and formally ask for any carry forward funds to be allocated to the area shelters. Commissioner Kirkmeyer moved to approve said application and authorize the Chair to sign. The motion, which was seconded by Commissioner Rademacher, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
