The Weld County Public Works Department reviewed the submitted application for critical items,
including but not limited to Site Plan, Traffic Study, Preliminary Drainage Report, Geotechnical
Soils Report, and Flood Hazard Development Permit. A detailed review of these items was not
completed at this step in process. Comments made during this stage of the review process will
not be all inclusive; as revised materials are submitted other concerns or issues may arise. All
issues of concern and critical issues during further review must be resolved with the Public
Works Department.
COMMENTS:
CR 54 is an arterial road, which requires a 140 -foot right-of-way at full build out. There is
presently a 60 -foot right-of-way. This road is maintained by Weld County. Pursuant to the
definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured
from the future right-of-way line. The applicant shall delineate or dedicate an additional 40 -foot
of right-of-way parallel to the CR 54 right-of-way for full build -out. In 2010, the average daily
traffic (ADT) count was 2600 vehicles per day (VPD)
CR 15.5 is a local gravel road and requires a 60 -foot right-of-way at full build out. There is
presently a 60 -foot right-of-way. This road is maintained by Weld County. Pursuant to the
definition of SETBACK in the Weld County Zoning (23-1-90), the required setback is measured
from the future right-of-way line. In 2012, the ADT count was 54 VPD.
REQUIREMENTS:
Access Permit Application Form:
Show the approved access on the plat and label it with the approved access permit number
(AP#).
Noxious Weeds:
Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds,
pursuant to Section 15-1-180 of the Weld County Code.
Traffic Study:
The applicant in the questionnaire is indicating that there will be a concrete truck that delivers
concrete for the inverter pad. Once the construction phase is completed, a standard half -ton
pickup truck will visit the site.

Drainage Report:
No drainage report or water quality feature is required. The site has minimal impacts to
stormwater quantity and quality.
The historical flow patterns and runoff amounts will be maintained on the site.
Grading Permit:
If more than one acre is to be disturbed, a Weld County Grading Permit will be required prior to
the start of construction.
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal
Emergency Management Agency (FEMA).

Environmental Health Services has reviewed this proposal for a community solar
garden. As no employees will be located at the site, permanent water and sewer is not
required. Portable toilets and hand washing units can be utilized during construction of
the expansion. Bottled water is sufficient for drinking provisions during construction.
There is an existing residence on the property that is served by Little Thompson Water
District and an individual sewage disposal system (Permit No. SP -9800376). The
applicant plotted the location of the existing septic system on the proposed site plan as
requested by Environmental Health Services. According to the site plan, the solar
panels will be located in a fenced area to the south of the existing septic system.
We have no objections to the proposal; however, we do recommend that the following
requirements are incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
5. Adequate drinking (bottled water), toilet facilities (portable toilets) and hand
washing units shall be provided during construction of the facility.
6. The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

comments:
A building permit may be required, for any new construction, alteration, or addition to any building on the
property, per Section 29-3-10 of the Weld County Code.
Buildings and structures shall conform to the requirements of the various codes adopted at the time of
permit application. Currently the following has been adopted by Weld County: 2012 International Building
Code; 2012 International Mechanical Code; 2012 International Plumbing Code:; 2012 International Fuel
Gas Code; 2006 International Energy Code; 2011 National Electrical Code; 2009 ANSI 117.1
Accessibility Code and Chapter 29 of the Weld County Code.

I would like to see more thought put into security of the site. The past few years we have seen an
upswing in the solar panel thefts from railroad and oil well sites.
