Dear Planning Department and County Commissioners,
I would like to write to the planning department as well as the Commissioners. We built a beautiful 6,000
sf brick house. This was to be our dream home where we would retire. When we moved where the
compressor station is there was a shop (gold in color) and a few things out side. Nothing that would draw
your attention. Over the years they have added to the site and I always wondered who gives them
permission to build more and more. Then finally last winter my husband saw a sign that had fallen down,
when we stopped at the corner of 10 and 19. On the sign is was for additional compressors and piping.
At some point before this they had a generator that was so noisy it sounded like a jet taking off. For
many years my husband complained and complained. Finally we wrote a letter to one of the news
channels and there reporter got on the story and with in a week we were having a meeting with the gas
and oil people from the compressor station. It sounded like they were going to take care of the constant
noise. They ended up stacking some trailer boxes about two high all around the
generator. Didn't help much my husband was woken up by the noise so many
times I couldn't put a number on it. Ok back to the addition of 6 compressors
and piping. That sounded crazy to us. I thought we moved to the country?
We fought this really hard and even had a lawyer file an appeal. Oh all are
neighbors were on the same page about this, but when it came to putting up
some money to do this, silence... only one other neighbor pitched in.
This is a little out of the sequence of things. But a construction company was allowed to build an office
and yard on the corner of 19 and 10. How did that happen was there a USR done? They have tried to
plant trees, good try but does not hide much of their machinery and there materials not to mention the
traffic that there employees and all there company vehicles that are coming and going from early morning
till around 6:00 or so. Just a reminder when I come home or friends and family come over they turn right
there on 19 & 10.
I have had many comments from friends and family what going on around here? It looks likes you live in
commerce city, or an industrial area. I ask my self we paid a fortune to our home. This is not country
living!
Down 19 excel energy built a hugh plant awhile back and are now enlarging that plant. Also there is a
storage place for tanks and the sort across the street from that. At one time they stopped using it or at
least not much. Wow it is so full of oil tanks and trucks coming in and out of it when I go down road 19 I
always get to get behind one. Lucky me. Last summer they installed a 18 inch pressure oil line feeding
into the Frederick compressor plant. Right across the street from home. Since living here they have
added a battery of oil tanks so when I am in my family room I can see them perfectly. They pick up the oil
during the night and sometimes it startles me the truck lights are so bright when he turns on the road the
light shines through all of our proerty. Also there is a service road across the street from my home were
1
another battery of tanks and more are stored. Right now I can look out my window to the west and see at
least 5 or 6 derricks. They light up the sky. As many of you know they are putting pipelines everywhere if
you are on 52 looking south its crazy, I should take a pictures.
All of these issues combined Were is the country living we moved out here for. What are my
rights.. Jo argue at the planning and commissioners meetings only for everything to get
approved so that Weld County and the Oil companies can make a profit. While my property
looses equity every day.
That leads me to my next issue. After the compressor station was approved we had an appraisal done
on house and property. This gentleman is very highly educated in this area. His report showed that we
lost around 650,000.00. Have the report to show if needed. Well that news was eye opening. We
started thinking how can we make our land work for us like the Gas and Oil and the Construction
companies, and the Yard for all the tanks and so forth. Not to mention almost everyday we have dump
trucks coming up and down road 10. When we first moved in we could actually count the cars most of
them were neighbors from down the road. These trucks are loaded with fracking mud or dirt or oil. When
they go by there is so much dust it filters all the way to our house which is 300 ft or more of the road.
Also when they are full you can feel the rumbling in our house. I can no longer open my windows that
would be a disaster. Just one more thing at the corner of road 2 and 19 is a big park and store for RVs .
The traffic is comes form the north, south, east and west. So Imagine coming to my house in the country.
Most of our family and friends live in Northglenn and Thornton or north of here, so once they turn off of
road 2 onto 19 down 19 to where they turn on 10 they are not driving in the country more like an Industrial
area. Where is my country living?
So Lynn and I decided that we were going to start a small shooting range. Lynn talked to our neighbors
Sue and Dolf Viet. Dolf said that sounded like a good idea, he said Sue might not like it. Well Sue didn't
like it she made this her personal campaign and actually went to every neighbor some that are not even
close to our property. That doesn't bother us that she did't like the shooting range, I respect her position.
I wish that she would of showed us some respect in the way she handled all of this. Lynn has done so
many things for them over the years. All they had to do was come and talk to us and expressed their
views. I really didn't think she would care since Dolf comes on our property to shoot his guns, most of the
time not even asking. But what has happened is Lynn and I have been treated like we are mercenaries
or the like. Dawn from the horse farm across from us actually came over and talked to Lynn about it.
Lynn was ready for her to ask him not to go forward on this. But no, She began telling him some of
there customers wanted to come over and shoot. And Since Lynn is a certified FLL dealer she even said
that her and John wanted these two specific guns and Lynn even ordered them. What a surprise when
we were at the county on June 18th. Oh just for your information they have shoot guns on there property
to make the horses learn not to be gun shy. Yes they have trained police horses there they need not to
be afraid of gun fire We have been shooting for years and we have never seen any of their horses get
riled up. Okay back to the meeting when we walked in they all were in a circle talking so we could hear.
And during the meeting the were giving each other five. Then after the meeting outside again in a circle
giving high fives. These people are our neighbors who have experienced many of the same things we
have. We thought they were our friends.
Lynn, is a very good person, and has cared a lot for our neighbors. During heavy snow storms when the
drifts are bad, he has cleared their roads so they can get out. Done little things for almost everyone of
them. Even gave the Viets an easement since they were land locked.
The Oil and gas in Weld county has a win win situation. You all have become friends with them at your
Monday or Wednesday update meetings, and you talk to them and have lunches with them.
But as for me I sit here in a beautiful home in a War Zone.
I am so glad that my county Commissioners are working for me.
Sincerely,
Lynn and Jolene Johns

Good morning Mrs Kirkmeyer,
We would like to take a few minutes of your time to state our views on the
planning commission meeting, that took place last Tuesday the 18th @
1:30pm. I write this letter out of respect for yourself and the efforts you
have put fourth to date. We feel these matters deserve your attention
before going further. We were led to believe our proposal would be
declined before the meeting, and at the meeting it was very clear,
predigest against us was in force. This was allowed to be a public
debate as to whether shooting would be allowed on our property as well
as a general gun and shooting debate. We already know it is allowed by
law, and many other property owners do the same, including most of the
neighbors that spoke negatively. Some of which spoke about impacts in
the area that they are not exposed to the extent others of us are. Many of
these people who spoke contradicted themselves .The real question is,
do we allow something that already exist, to be allowed to be made
safer, control the noise and control the hours of operation .Allow the
public to take advantage of safely operating firearms in a controlled
environment you look at the transcripts, I think you will see the one-
sidedness of it all. Also there are very similar statements made at this
hearing and the one concerning the oil and gas, with the same people
testifying. The big difference is the oil and gas were allowed to continue
and we were not. Same comparisons, existing operations, danger, dust,
noise. Only ours will be controlled hours. The other people that live in
the area are allowed to impose their life styles on us, and we are
expected to endure it, Because we live in a rural area, the same should
be allowed to us. We have construction businesses and oil and gas
1
operations all around us, a gun range is a fit for the area, and will be a
service to the public and law enforcement. In addition the commission
said Dacono was against it. That is not true, they stated they were for it,
their reply was politically motivated, also no one came to the meeting.
We introduced the people who would be in charge of the range, all
professional, and some our country hero's. Weld County should be
ashamed of the meeting that took place that day, to make it worse the
commission congratulated the people for defeating us at the end of the
meeting. It was so shameful, out supporters said they would not go to
another meeting concerning this, due to the discriminating, anti-
American rhetoric that took place. So with that, we will not be attending
the meeting on the 17th of July .Again we write this letter out of respect
for yourself, and thought you deserve a opportunity for consideration
prior to this being taken to the NRA and Media. Thank You for your time
in this matter.
Sincerely Lynn & Jolene Johns.

Good morning Chris. The planning commission meeting was a great dissapointment. We
were taken back somewhat by the personal attacks by our neighbors, but the commission
itself was very one sided and had already made up its mind.We would like to ask what is
the percentage or ratio on the county commission voting against the planning
commission recommendations?I truly believe in what we are trying to do under our
circumstances, but we do not want to waste everyone's time, if the commission is already
swayed against us. There are other ways to approach this.We only want to take
something that is legal and unregulated, and make it safer and under control. With jobs
and county revenue a plus.We approached this as a business venture,as a large part of
our area is(including our neighbors). Please understand,we have done nothing but help
our neighbors all the years we have lived here, with no repayment expected, Maybe a
little respect. Some of those present live far enough away, they are oblivious to our
endeavors. Because of one woman's efforts, have turned this into a personal attack on
us.We did talk to affected neighbors prior to submitting our business venture, with no
negative feedback. We have invested a great deal of money and time in this, but if we are
not playing on a level field,we do not wish to waste everyone's valuable time.Even the
people who support this, said the planning meeting was a disgrace, and do not want to
return to such a bias group of people. Thank you, Lynn Johns

Dear Lynn & Jolene,
This is in follow up to a previous message I sent you. It has come to my attention that you do not plan to
attend the July 17th Board of County Commissioners hearing. Do you intend to withdraw your case?
Before you decide please keep in mind that the Planning Commission has merely made a
recommendation to the Board of County Commissioners. The Board of County Commissioners will make
the final decision as to whether to approve or deny your case.

Dear Mr. Gathman,
I am contacting you to express my concern about the planning of a large shooting
range very close to some property I own in Weld County. I own parcel
146916100007, I would like to urge the county to deny this petition. The land is
zoned for agriculture and I would like to see it remain so. I did not mind when the
city of Dacono planning department designated the area as "Residential - Low
Density". "This district provides for large -lot single-family development in areas with
rural characteristics..." Such a plan would preserve much of the intrinsic value of
the property - peaceful, quiet, and uncongested. Dacono's plan also did not detract
from any instrumental value of the property, and perhaps even enhanced it. Time
will tell.
On the other hand, the construction of such a large facility for a commercial purpose
will severely impact both the intrinsic and instrumental value of the property,
introducing noise, pollution, congestion, and perhaps some danger. When I lived on
the property immediately adjacent to the proposed development, there were many
evenings when we were afraid to go outside at night because of the shooting going
on just to the north of us. We did not complain, but we were very uncomfortable
with the situation. Needless to say, the tranquility in our lives was interrupted.
I am urging the city of Dacono to stick with their long range planning, and I urge
you to deny any petition for this type of development.
Kind Regards,
Paul B Larsen

I'm Steve Ceplius. My wife and I live at 3444 County Road 19.
Let me start by saying I am not anti -gun. I am a gun owner; and, I practice
at a range once a month to maintain my skill level, including semi-annual
qualification at the State Trooper Facility in Golden for a position a hold with
the Federal Government.
That said, my wife and I are opposed to the construction of a range on the
Johns' property.
Not only am I concerned about an initial development and it's implications
(increased noise and traffic and the hazard presented by stray rounds, for
starters); but, also the potential of a future sale to and possible expansion
by a third party, further magnifying the previously stated concerns. The
proverbial elephant's nose under the tent?
I'm told at the planning commission hearing it was stated the backstop
would contain 99% of the rounds fired. If you have 50 customers firing 50
rounds down range per day, that's 25 rounds per day the backstop doesn't
contain. 150 rounds per week. 600 rounds per month. Where are those
rounds going to go? What type of hazard are they going to present to
someone working in their field, relaxing on their porch, or to a child playing
in their yard?

right to do as-t1pleases on
development. That is why municipalities have zoning laws and a permit
process: to insure the proposed land usage is compatible with what already
exists in the area; and, that it is done in a safe manner. I don't feel the
range is compatible with the existing, and future proposed development.
Or, that it can be conducted safely given the proximity to already
established residences.
I would finish by asking the commissioners to consider the same question I
proposed to the planning commission. Is this something you would want in
your neighborhood? If not, why would you approve it for ours? Thank you
for your time.
