Tri-State Generation and Transmission Association, Inc. filed its Ten Year Transmission Plan to the
Colorado PUC on February 1, 2012 for projects located in the state of Colorado. The Ten -Year
Transmission Plan is part of Tri-State's ongoing, coordinated transmission planning effort and is intended
to comply with Rule 3627 of the Colorado Public Utilities Commission. As part of this process, Tri-State
is actively seeking input from a wide range of stakeholders — including energy and transmission project
developers, environmental groups, economic development organizations, advocacy groups, and federal,
state, and local government agencies — who may be interested in the identified projects or in Tri-State's
transmission planning process in general. While the specific location or alignment for some of the
identified projects has not yet been determined, Tri-State believes that one or more of the proposed
transmission projects may be of interest to you or your organization, or located within your jurisdiction
and may require a permit from your agency. A summary of the identified transmission projects in your
area is enclosed with this letter.
Information concerning Tri-State's transmission planning process is available at
www.tristategt.orq/TransmissionPlanninq. Additional information will be posted to Tri-State's
transmission planning website to keep interested stakeholders informed as the planning process
continues. Tri-State's transmission planning website also provides an opportunity for stakeholders to
comment on Tri-State's identified transmission projects, submit questions, and/or provide information
concerning alternative solutions you would like Tri-State to consider as part of the planning process. As
required by Rule 3627, Tri-State will evaluate alternative solutions identified by stakeholders and will
include this information in its filings.
Tri-State is committed to an open, transparent, and meaningful transmission planning process and
welcomes input from all stakeholders concerning the identified transmission projects and possible
alternative solutions. Tri-State Generation and Transmission Association, Inc. will host four stakeholder
outreach meetings during calendar year 2013. Details for these meetings are enclosed. These efforts
may be supplemented by additional stakeholder outreach activities in connection with individual
transmission projects or overall programmatic needs, as necessary.

2013 Transmission Planning Stakeholder Outreach
Meeting Date and Time: January 14, 2013; 9:30 - 11:30 a.m.
Location: Tri-State Headquarters, 1100 W. 116th Avenue, Westminster, Colorado 80234
Objectives: This initial meeting will provide an overview of Tri-State's 2013 transmission planning
activities including: a report on the status of the Joint Ten Year Transmission Plan filed in February,
2012 and the projects identified therein; a summary of the baseline information and assumptions to be
used for Tri-State's ongoing transmission planning activities; a discussion of new needs identified since
filing of the 2012 Ten Year Plan; and a solicitation of stakeholder input concerning alternatives.
Meeting Date and Time: April 11, 2013; 9:30 - 11:30 a.m.
Location: Tri-State Headquarters, 1100 W. 116th Avenue, Westminster, Colorado 80234
Objectives: The second meeting will provide a summary of new information available subsequent to the
January 14, 2013 meeting. This information may include a preview of the projects to be included in Tri-
State's annual report for planned transmission facilities which is to be submitted to the Colorado Public
Utilities Commission by April 30, 2013. The meeting will also address coordination between Tri-State's
transmission planning efforts and the joint efforts of the Colorado Coordinated Planning Group's (CCPG)
Colorado Long Range Transmission Planning Group (CLRTPG). Finally, the meeting will address
stakeholder feedback received following the January 14, 2013 meeting and will provide an opportunity
for additional stakeholder input concerning alternatives.
Meeting Date and Time: August 6, 2013; 9:30 - 11:30 a.m.
Location: Tri-State Headquarters, 1100 W. 116th Avenue, Westminster, Colorado 80234
Objectives: The third meeting will provide a summary of newly available information that may be
relevant to Tri-State's ongoing transmission planning activities. This information may include a summary
of Tri-State's proposed capital transmission projects being considered by Tri-State's Board of Directors
as well as updates related to projects under development. The meeting will provide an update regarding
Tri-State's input to the CCPG Colorado Long Range Transmission Planning Group (CLRTPG). Finally,
the meeting will again address the ongoing stakeholder input and feedback process concerning
alternatives.
Meeting Date and Time: November 5, 2013; 9:30 - 11:30 a.m.
Location: Tri-State Headquarters, 1100 W. 116th Avenue, Westminster, Colorado 80234
Objectives: The final meeting in 2013 will provide a summary of new information, including but not
limited to Tri-State's October 31, 2013 resource plan update submitted to the Colorado PUC, relevant to
Tri-State's ongoing transmission planning activities, as well as updates on current projects and
coordination with CCPG's Colorado Long Range Transmission Planning Group (CLRTPG). This meeting
will be the final opportunity for stakeholders to provide input with regard to the needs to be addressed in
Tri-State's Ten Year Transmission Plan to be submitted to the Colorado PUC on February 1, 2014.

Construct a new 230/115 kV substation in the vicinity of the existing
East Kodak tap along WAPA's 115 kV Weld -Whitney line. Rebuild a
portion of WAPA's 115 kV Weld -Whitney line and Xcel's 115 kV Weld -
Johnstown line as a double circuit 230 kV line. Additional existing
lines will also need to be rerouted and terminated at this new
Promontory Park Substation.
