At that time Irrigation system for this property and surrounding properties was in place since the early 1930's. Kurt & Loree Kelly moved to the Western Slope of CO fall of 2006. Zada Steidl & Florence Spratt purchased surrounding property spring of 2007. Summer of 2007 without permission Zada Steidl destroys Irrigation system on the Kelly property, by removing 386 11 of concrete irrigation ditch, to make the irrigation system a high pressure system, which the old free flow system worked very well since its existence. Kelly's tried to settle dispute with Steidl & Spratt with no results. Gordon Murdoff purchased property from Kelly's June of 2010, tried to make settlement on Irrigation issue with no results until Murdoff brought Suite against Steidl & Spratt. Murdoff offered two (2) resolutions to restore Irrigation to property along with Steidl & Spratt to purchase Irrigation Water Right Shares, they did the later. Now Murdoff has no water and property is growing weeds. This property is located one mile north of Windsor on Cty. Rd. 15 and is an excellent piece of ground for storage that I am proposing. I have received the letters from Steidl & Spratt, and find the accusations mostly false. Photos are available for rebuttal if you choose to see them. Respectfully submitted: Gordon A. Hwy 257 Windsor, CO 80550 July 2, 2013 Board of Weld County Commissioners 1555 N. 17th Ave. Greeley, CO 80631 Dear Sirs: Re: USR 12-0063, Murdoff Holdings, LLC The proposed Trailer/Boat/Motorhome, etc. Storage Lot borders our farm on three sides and is only 125 feet from our home. We are adamantly opposed to this use of land in a beautiful area with beautiful views located within the Windsor Urban Growth Management Area and between two major subdivisions. The area is changing rapidly and will soon all be within the city. Windsor owns a park on the west side of the proposed project and has requested denial along with Windshire, a large subdivision just to the south and west. Windshire has many beautiful homes within eye view and this use is very incompatible with everything in the immediate area. Due to the negative impact on all surrounding property values, all adjoining landowners who are also Weld County citizens oppose this use. It will create a huge visual eyesore, a safety and road hazard, a dust and noise nuisance, and extreme light pollution with all-night burning halogen lights. It will not be supervised nor attended. The owner does not live in the area and never has. There is no security and a very undesirable cheap chainlink fence with plastic slats is proposed for the south side facing my home. A 6' fence will not hide motorhomes or trailers. The fencing on the other sides is open wood rails and will only invite vandalism and theft, plus encourage trespassing upon our property. This use will attract people who do not live in the area and create a safety issue for my 93 -year -old mother who lives in our home just to the south. Our windows on the north and east will overlook the trailer lot and our views will be destroyed. All storm run-off water could contain hazardous petroleum products and antifreeze which will ruin our fields and irrigation water. Heavy rains and snowmelt will run out onto our land and crops. 1 This area does not need or want this use nor is it necessary. Windsor has existing storage facilities already within a couple miles. The Weld County Planning Commission recommended the project ask Windsor for annexation. All three adjoining landowners have stated that they do not want a storage lot on this property. This is such a disturbing and completely unacceptable use and is simply not an appropriate place for a trailer lot. I respectfully request that you do not approve it. Respectfully, Zada A. (Withdrawing) Reason being after the July 3, 2013 meeting, we were the last party on the docket, when everyone was leaving the room I approached Ms. Zada Steidl to see if we could discuss my project. This did not go well . Immediately she flew off the handle. There is no sense in arguing with a person that will not listen. I see a mediation meeting getting very ugly. She knows very well what has transpired in the past was her wrong doing. I not only have her against my project, but the city of Windsor also. The stress is not worth it at this time.
