RE: High Sierra Water Services — Noble Energy Produced Water Pipeline
Dear County Commissioners:
Thank you for meeting with us on May 13, 2013 to discuss the High Sierra Water Services -Noble Energy
produced water pipeline project. Our meeting was informative and beneficial to us and helped us to better
understand Weld County interests and requirements for this project.
As we discussed, Noble Energy and High Sierra Water Services are proposing to construct a dual pipeline
to carry produced water from the Wells Ranch CPF to the High Sierra C7 facility to be treated and returned
back to the CPF for use by Noble Energy for well completions. Easements for the pipelines would cross
two landowner properties, Steve Wells and Ben Brown (Cornish Plains Livestock). There will be a few
road crossings (borings) and the pipeline will cross Crow Creek.
Wuen the parallel 4 -mile pipelines are corstmc.,nd later this summer, truck traffic from the Ranah
will be significantly reduced. In 20:3, apvroximateh 3,500 one way truck trips will be eliminated. O• ;r
the next several years, we estimate that traffic will he reduced as follows: 12,400 one way truck trips in
2014, 6,800 one way truck trips in 2015. any. 2.,000 one way truck trips in 2016, based on -the minimum
qu entities under contract from Noble Energy to T..iigh Sierra Water Services. This significantly dccre tses
the potential for truck traffic impacts tc the r :sidents of the area including reductions in road wear and tear,
reduced road traffic, improved public safety, nn(1 reduced noise. With respect to air emissions ;coin tanker
truck traffic, the following estimates are presented.

The production water pipeline will eliminate the equivalent of approximately 100 automobiles per year
when near processing capacity based on air emissions alone. Overall, we anticipate that the transportation
of water by pipeline for recycling will be a win -win for Weld County and Noble Energy.
