SUBJECT: WCR 23/SH 392 Inspection RFP #61300031
The Public Works Department recommends award of a construction services contract to Short Elliott
Hendrickson (S.E.H.) for the amount of $178, 200. They were the most qualified firm which submitted a
proposal for this project.
Staff has worked successfully in the past with this consultant and their key staff members which will work
on this project. The main Construction Inspector (Mike Shrout) and Project Manager (Dave Davis) both
live in Greeley. The proposed hourly rates are in -line when compared to past projects and CDOT data. If
approved, this consultant will make preparations to complete the construction inspection and materials
testing requirements of this upcoming project which is anticipated to be awarded to a construction
contractor on July 10'".
Background on Contractor Selection:
Because 80% of the funding for the project is being provided by CDOT it was necessary to follow
the CDOT consultant selection regulations to select a contractor. The CDOT regulations are
similar to the County's regulations with exception to not being able to consider cost until the most
qualified vendor is selected. A brief summary of the activity to select a vendor is as follows:
Three Consultants Submitted Proposals. They were: Short Elliott Hendrickson, Felsburg Holt & Ullevig
(FHU), and JR Engineering.
A QBS Selection Committee was formed consistency of four members: Wayne Howard, Josh Holbrook,
Michael Bedell, and Trevor Jiricek.
A proposal scoring meeting was held on May 17, 2013. The selection committee met to compare and
discuss proposals scoring. The following observations were noted:
• All four members unanimously scored the proposal from S.E.H. as the best proposal (see
attached).
• The committee members noted that S.E.H. was the only consultant that proposed using a senior
inspector for this project that has all the required inspection certificates from CDOT. This
inspector is also local to Greeley as is the inspection manager from S.E.H.
• A decision was made (with the concurrence of Dave Bauer) to interview only this firm. An
interview with S.E.H. was held on 5/24/13.
In accordance with CDOT regulations, after identifying and interviewing the top qualifying vendor, staff
entered into contract negotiations (week of May 27, 2013). The scope of work was finalized and S.E.H.
and their materials testing subconsultant (Ground Engineering) proposed a contract amount of $178,200
for negotiated inspection and materials testing requirements that comply with CDOT standards. This
amount is consistent with costs that we have used on past projects.
