HomeMy WebLinkAbout790342.tiff RESOLUTION RE: APPROVAL OF DUTCH ELM DISEASE DEMONSTRATION PROGRAM AGREEMENT BETWEEN WELD COUNTY, COLORADO AND THE COLORADO STATE FOREST SERVICE. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, an agreement between Weld County, Colorado and the Colorado State Forest Service concerning the continuation of the Dutch Elm Disease Demonstration Program has been presented to the Board of County Commissioners of Weld County, Colorado. A copy of said agreement is attached hereto and incorporated herein by reference, and WHEREAS, federal funds in the amount of $10, 000. 00 will be distributed to Weld County. Said funds are to be used as supple- mental funds only, and WHEREAS, the Board of County Commissioners deems it advisable and in the best interests of Weld County to approve said agreement. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis- sioners of Weld County, Colorado that the Dutch Elm Disease Demon- stration Program agreement between Weld County, Colorado and the Colorado State Forest Service be, and hereby is, approved. WITNESSETH: 1. The City agrees to enforce all Colorado state laws and local ordinances pertaining to Dutch elm disease. 2. The City agrees to meet the Colorado State Forest Service standards (Attachment A) for this program before receiving the total amount funded for costs of the program. 3. The City agrees that, since they have had a previous Dutch elm disease control program and will continue to have a Dutch elm disease control program, any monies received through this Dutch elm disease demonstration program are to be used as supplemental funds only and not to replace the City' s ongoing Dutch elm disease program funds. 4. The Colorado State Forest Service agrees to survey and sample the City a minimum of four times during the agreement period. 5. The Colorado State Forest Service will distribute funds up to $10,000.00 dollars after receiving vouchers for appropriate costs incurred and checking to insure all agreed upon standards have been met. 6. Arrangements may be made with the City or individual parties considered in the City for advance funding if no money is available to initiate work required by this agreement. -1- Dutch Elm Disease Demonstration Control Program Agreement-page 2 7. This agreement begins retroactive to October 1 , 1978, and terminates September 30, 1979. It is further agreed that all treatments shall be completed by September 30, 1979, and all other terms of this agreement shall be completed to Colorado State Forest Service standards by September 30, 1979. JrLMc ael E. chomaker -2- ATTACHMENT A (Definitions and Standards) DEFINITIONS: City of Eaton - includes all lands within the city limits of Eaton and at least a two mile buffer strip on Weld County adjoining and encircling these city limits. City of Canon City - includes all lands within the city limits of Canon City and at least a two mile buffer strip in Fremont County adjoining and encircling these city limits. City of La Junta - includes all lands within the city limits of La Junta and the unincorporated city of North La Junta and at least a two mile buffer strip in Otero County adjoining and encircling these city limits. City of Yuma - includes all lands within the city limits of Yuma and at least a two mile buffer strip in Yuma County adjoining and encircling these city limits. STANDARDS: THE FOLLOWING LIST IS TO BE USED AS A PRIORITY LIST BY NUMERICAL ORDER FOR TREATMENT OF ELMS FOR THE DEMONSTRATED CONTROL PROGRAM FUNDS. 1. All elms diagnosed as having Dutch elm disease or as containing lesser European elm bark beetle brood will be disposed of within 20 days (including weekends and holidays) of notification of the officials responsible for those trees. When trees are to be removed, disposal includes: 1) taking the tree to an approved dump and burning or burying under 2 feet of compacted soil ; 2) the stump must be debarked to below soil level . (Stump removal is acceptable treatment but costs over debarking are local responsibility. ) 2. Dead and dying branches in an otherwise living tree, capable of supporting a brood of lesser European elm bark beetle and reported to the responsible authority following CSFS survey, will be pruned from large leaf elms first and then from small leaf varieties of elm. This wood shall be disposed as in #1 above. Minimum specifications for the required pruning of a specific tree: a) Remove all dead and dying branches of 2 inches or more in diameter. b) Remove all broken and loose branches 2 inches or more in diameter. c) All tools used on otherwise healthy trees will be sterilized or disinfected with a proven disinfectant before making any cuts in those trees. Attachment A Page 2 2. d) All final cuts shall be make flush to the remaining branch, limb or trunk of the tree. Cuts, which produce excessively wide wounds (greater than 1/3 of the diameter of the remaining branch) , or otherwise weaken the tree, shall not be make without other authority. 3. At least one application of methoxychlor spray shall be applied to all large leaf elms within the defined city in the spring before beetles emerge from broodwood and before the trees break bud. Minimum specifi- cations for the methoxychlor spray: a) All application rates and applicable pesticide precautions on the Methoxychlor label should be followed to avoid accidental poisoning. b) Application will be done only by properly certified Colorado Commercial Pesticide Applicators. 4. Root graft treatments are of low priority and should be done by mechanical trenching only.
