GAS SUPPORT AND SERVICE, INCLUDING OIL AND GAS PROCESSING
FACILITIES AND RELATED EQUIPMENT, FIVE (5) COMPRESSORS ASSOCIATED
WITH GAS PROCESSING OR WHICH COMPRESS GAS TO ENTER A PIPELINE FOR
TRANSPORT TO MARKET, AND ONE (1) SEVENTY-FOOT IN HEIGHT
COMMUNICATIONS TOWER IN THE A (AGRICULTURAL) ZONE DISTRICT - SLW
RANCH COMPANY, C/O DCP MIDSTREAM, LP
A public hearing was conducted on August 14, 2013, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated June 26, 2013, and duly published July 1,
2013, in the Greeley Tribune, a public hearing was conducted to consider the request of SLW
Ranch Company, c/o DCP Midstream, LP, for a Site Specific Development Plan and Use by
Special Review Permit, USR13-0025, for a Mineral Resource Development Facility for Oil and
Gas Support and Service, including oil and gas processing facilities and related equipment, five
(5) compressors associated with gas processing or which compress gas to enter a pipeline for
transport to market, and one (1) seventy-foot in height communications tower in the
A (Agricultural) Zone District. Brad Yatabe, Assistant County Attorney, made this a matter of
record.
Chair Garcia advised Patrick Groom, representing the applicant, that, since Commissioner
Rademacher was not able to be present, he had the option of continuing this matter to a date
with the full Board present. However, if he decides to proceed today, it will require three
affirmative votes, or in the case of a tie vote, Commissioner Rademacher will listen to the record
and make the determining vote. Mr. Groom indicated he would like to proceed.

Kim Ogle, Department of Planning Services, presented a brief summary of the proposal
and entered the favorable recommendation of the Planning Commission into the record as
written. He reviewed the location, referral area, fencing and landscaping, surrounding land
uses, and hours of operation.
El Heidi Hansen, Department of Public Works, provided a brief overview of the transportation
plans and requirements. She said the applicants have an improved access permit, and noted
that few traffic concerns are anticipated after construction because the site will be unmanned;
therefore, the improvements and maintenance agreement pertains to construction only.
Ms. Hansen explained a water quality design was submitted, with a large pond and a valve for
releasing stormwater only after it has been examined for sheen (pollution).
La Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions: the site will be gravel, there will be a Spill Prevention Control and Counter
Measure Plan for the site, and there are no other concerns.
• Mr. Groom stated this compressor station is designed to gather and process natural gas
due to the increased volume of production in the Greater Wattenburg area. He said DCP
Midstream, LP, worked extensively with the landowner in selecting the site's location on the
property, and DCP has obtained a permit to use the oil and gas road in the northeast corner.
He noted that this project is similar to ones recently approved. In response to Commissioner
Conway, he said construction will take ten months and confirmed the site will greatly reduce
truck traffic and improve air quality by capturing gas that would otherwise be flared, and said it is
economically sound, efficient and beneficial to have a close oil and gas infrastructure.
• No public testimony was offered concerning this matter.
• In response to Chair Garcia, Mr. Groom said his suggested changes have been
incorporated into the draft resolution. He pointed out that the Improvements Agreement is
limited to the construction period, and said he requested a new Development Standard, #20,
which pushes the annual deadline for submittal of the annual Emergency Action and Safety
Plan from January 15th to March 1st.
• In response Commissioner Kirkmeyer, Ms. Hansen said the Improvements Agreement
only covers any roadway damage during construction. Commissioner Kirkmeyer requested the
deletion of the word "approve" in Development Standard #20, because there is no entity that will
be doing that, and Development Standard #20 was so amended by consent of the Board.
a In response to Chair Garcia, Mr. Broom said he and the applicant have reviewed, and
agree to abide by, the Conditions of Approval and Development Standards, as amended.
• Commissioner Conway moved to approve the request of SLW Ranch Company, c/o DCP
Midstream, LP, for a Site Specific Development Plan and Use by Special Review Permit,
USR13-0025, for a Mineral Resource Development Facility for Oil and Gas Support and

Service, including oil and gas processing facilities and related equipment, five (5) compressors
associated with gas processing or which compress gas to enter a pipeline for transport to
market, and one (1) seventy-foot in height communications tower in the A (Agricultural) Zone
District, based on the recommendations of Planning staff and the Planning Commission, with
the Conditions of Approval and Development Standards as amended and entered into the
record. The motion was seconded by Commissioner Freeman, and it carried unanimously.
There being no further discussion, the hearing was completed at 10:57 a.m.
This Certification was approved on the 19th day of August, 2013.
