RE: ACCEPTANCE OF RECOMMENDATION OF WELD COUNTY ENGINEER CON-
CERNING PETITION TO PAVE NORTH 25TH AVENUE BETWEEN FIRST
STREET AND "C" STREET.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, a petition to pave North 25th Avenue between First
Street and "C" Street has been received by the Board of County
Commissioners of Weld County, Colorado, and
WHEREAS, the Weld County Engineer has recommended that due
to the expected annexation of said Avenue by the City of Greeley,
the County not pave said Avenue at this time.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the recommendation of
the Weld County Engineer, as hereinabove stated, be, and hereby
is, accepted.
BE IT FURTHER RESOLVED by the Board that the petitioners
be informed of the action of the Board in this matter and that
the County would be willing to help said petitioners in forming
an improvement district if they so desire.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 17th day of
September, A.D. , 1979 .

Dear Mr. and Mrs. Croissant:
Reference is made to the petition submitted by you and your neighbors
to Weld County for street improvements on N 25th Avenue between 1st Street
and "C" Street.
Our best information is that the City of Greeley is planning to annex this
street in the near future. Under such circumstances the Board of Commissioners
does not consider it appropriate to make the requested improvements, (paving,
curbs, and sidewalks) .
If the City does not take action to annex your street, the state law does
provide for the creation of a local improvement district, which the County
could assist you and your neighbors in setting up. Under these provisions,
the improvements could be accomplished and the cost assessed the property
owners along the street in an equitable manner.
If you desire to pursue this course of action, please contact the County
Engineer, Wayne Smyth.

Petition to Pave North 25th Avenue Between 1st Street and "C" Street
Subject.
We have had this petition since June 14, 1979, and have been waiting to see
if Greeley will annex the street in question.
Although the traffic count would probably justify paving, we do not have any
plans to do so in the near future.
Our last information from the City Engineer's office is that Greeley
annexation is under way, but have no information on when it will happen.
I recommend that the petitions be notified that, "in view of expected
annexation, the County does not consider it appropriate to pave the street
at this time."
The requested paving alone would cost about $20,000.00 exclusive of curb,
gutter, and sidewalks.

Since we moved into this neighborhood last year, we've become
aware of the problems of having an unnavted street. The dust in the
summer contributes to Greeley's "brown cloud" arid many people's allergy
Problems, and the mud in the .Tinter makes a mess of cars end lawns.
We have called both city and county offices (since the west side
of 25th Is in the city limits and the east side isn't) and have come up
+ith three alternatives. The first would be to leave the street as it
is. The second alternative would be to continue to bother the city or
county every time it needs watered down or graded so that it will be
usable. It has been graded four times already this year, but needs it
much more often. The third alternative would be to have the street
Paved.
After examining these three alternatives and noting the increasing
amount of traffic, we, the undersigned residents of the 100-300 blocks
of North 25th Avenue, have decided that we want the street paved. All
of u„ in this neighborhood would apnreciate your starting procedures to
Dave the street and install curb, gutter and sidewalks as soon as possible.
Please call one of the first two names listed below to notify us of
when the commissioners' meeting will have this issue on their agenda.
We have sent a letter similar to this one to the city council.
