A (AGRICULTURAL) ZONE DISTRICT - HALLIBURTON ENERGY SERVICES, INC.
A public hearing was conducted on June 19th, 2013, at 10:00 a.m., with the following present:

The following business was transacted:
ER I hereby certify that pursuant to a notice dated April 12, 2013, and duly published April 24,
2013, in the Greeley Tribune, a public hearing was conducted to consider the request of
Halliburton Energy Services, Inc., for a Site Specific Development Plan and Amended Use by
Special Review Permit, USR12-0077 (formerly USR-1787), for a Mineral Resource
Development Facility, including Oil and Gas Support and Service (including water recycling and
a water supply and storage upload facility and truck tanker washout facility) in the
A (Agricultural) Zone District. Brad Yatabe, Assistant County Attorney, made this a matter of
record.

Mickey Leyba-Farnsworth, Civil Resources, LLC, representing the applicant, introduced
herself. Chair Garcia advised the applicants they had the option of continuing this matter to a
date when the full Board will be present. However, if they decide to proceed today, it will require
three affirmative votes, or in the case of a tie vote, Commissioner Kirkmeyer will listen to the
record and make the determining vote. The applicants indicated they would like to proceed.
Kim Ogle, Department of Planning Services, presented a brief summary of the proposal,
location, and referral responses, reviewed public comments and concerns received by staff, and
entered the favorable recommendation of the Planning Commission into the record as written.
He said The Town of Grover has expressed concerns about the water table in the area,
high -volume truck traffic and dust. The site is currently utilized as a water load out, the
proposed water recycling facility supports regional drilling operations and will operate 24/7, and
necessary permits from the State have been obtained.

E2 Don Carroll, Department of Public Works, reviewed the project history and the haul route
already in place. He noted there is an Improvements Agreement, in place since 2012, which is
triggered by heavy truck traffic, around 90 loads per day, but he noted that the latest traffic
count is out-of-date, and he listed other companies utilizing the facility. In response to
Commissioner Conway, Mr. Carroll outlined the haul route again and addressed the amount of
traffic through downtown Grover. In response to Chair Garcia, Janet Carter, Department of
Public Works, said even though the road is diagonal, the site distance is adequate. In response
to Commissioner Freeman, Ms. Carter confirmed that almost all the truck traffic ends up on
CR390, but noted the advantages of allowing them to take multiple routes to break up the
concentration. Commissioner Freeman said that he drove CR 390 on Friday and noticed road
damage, and he requested an updated traffic count be done as soon as possible. Ms. Carter
said that the traffic count on this road is due this year, and her department will work with the
applicant to widen the road's shoulders for a better turning radius. Commissioner Conway
concurred. Ms. Carter said there is a lot of construction traffic in that area, which should settle
down after the facilities are built.
a Troy Swain, Department of Public Health and Environment, reviewed the water and sewer
provisions. He said Public Health performed a concurrent review with the Colorado Department
of Public Health and Environment on the project's recycling designation, which was granted.
Mr. Swain said the Conditions of Approval prior to recording the plat which pertain to his
department are G -N, and are similar to those for Class II injection wells. If approved, this would
be the fifth water recycling facility in unincorporated Weld County, and the first stand-alone.
Ms. Leyba-Farnsworth stated Phase 1 is up and running and she introduced the team for
the facility. She gave an overview of the facility and then gave a detailed description of the
water treatment process which will be used by the Pawnee Facility using proprietary Cleanway
technology. She said recycling this brine water for use in future oil and gas drilling operations
within a 50 -mile radius reduces impacts to the State's freshwater resources. She reviewed
safety and security provisions, and projected the maximum number of trucks at 320 loads per
day. She also showed a 3-D rendering of the site, she said maximum storage at the facility is
4,000 barrels. Wells four will monitor the subsurface water quality. She detailed the procedure
of the delivery and recycling process, benefits and economic value of the facility, and security
measures.
a Bob Shea, Halliburton Energy Services, Inc., briefly described the electric coagulation
process (aka Cleanway System), and said since the water is being reused for the same
purpose, the advantage is a smaller waste stream, because he salt in the water is not removed.
He noted that they also pull some of the petroleum product out of the water and sell that back to
the companies. He noted Phase I has been operating since the beginning of March and it's
running well. In response to Chair Garcia, he said at least 75 percent of the water used in the
facility will be recycled.
No public testimony was offered concerning this matter.
a Mr. Yatabe, recommended not deleting items that have been satisfied, but simply to note
this for the record. Chair Garcia instructed that it be noted in the record that Condition of

Approval #I.I has been satisfied. Ms. Leyba-Farnsworth said Development Standard #25 should
be changed to reflect five (5) employees, and the Board concurred. The Board also agreed to
amend Condition of Approval #4.A to change "will" to "may" in reference to building permits. In
response to Commissioner Rademacher, Mr. Carroll said the stormwater drainage plan is in
place. Mr. Ogle said they are planting hardy shrubs. Commissioner Rademacher said he does
not feel that landscaping is necessary in that extreme environment; the Board instructed staff
that chain link fences are adequate.
In response to Chair Garcia, Ms. Leyba-Farnsworth stated that she and the applicant have
reviewed, and agree to abide by, the Conditions of Approval and Development Standards, as
amended.
Commissioner Conway moved to approve the request of Halliburton Energy Services, Inc.,
for a Site Specific Development Plan and Amended Use by Special Review Permit, USR12-
0077 (formerly USR-1787), for a Mineral Resource Development Facility, including Oil and Gas
Support and Service (including water recycling and a water supply and storage upload facility
and truck tanker washout facility) in the A (Agricultural) Zone District, based on the
recommendations of Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as amended and entered into the record. The motion
was seconded by Commissioner Rademacher, and it carried unanimously. The Board
expressed enthusiastic support of the project and Commissioner Conway encouraged the
applicant to continue dialogue with the Town of Grover. There being no further discussion, the
hearing was completed at 10:56 a.m.
This Certification was approved on the 24thday of June, 2013.
