S. 30-28-101 (10) (d) , as amended. The parcel of land is described as part of the Nz of the SWa of Section 31 , T3N, R68W of the 6th P.M. , Weld County, Colorado. Said parcel is located 12 miles north and 4 miles west of Del Camino on the western fringe of Union Reservoir to the east of County Line Road. The subject property con- tains 61 .863 acres of Class II irrigated soils. The request is to split the property into parcels of 1 .285 acres and 60.578 acres. The stated intent is to use the 1 .285 acre lot for residential purposes by Mr. Seewald's second daughter Marsha Willis. On May 12, 1976, the Board of County Commissioners approved a request by Mr. Seewald for a lot size variance so that he could make application for this recorded exemption. At the time the Board made a decision on that request, the P.C. staff submitted a letter of recommendation to the Board. A copy of that letter of recommendation is included in the attached packet. On June 10, 1976, the Board of Adjustment granted a variance of 180 feet from the requirement of 180 feet of frontage onto a public road as required in Section 3.14 of the Weld County Zoning Resolution and Section 9-4 (A)(3) of the Weld County Subdivision Regulations. Since the time the request for a lot size variance by Mr. Seewald was approved by the Board of County Commissioners, the City of Longmont has indicated the City cannot support Mr. Seewald's request for the following reasons: WELD COUNTY COMMISSIONERS GLENN K. The area is within their Planning Area and is planned for agricultural land uses, with residences being accessory to the agricultural use. The continued splitting off of one acre parcels is not consistent with the agricultural land use designation. This application is also in conflict with the Growth Guidance Policy of the St. Vrain Valley Plan. This policy establishes the Prime Urbanized Area, which is the area most appropriate and logical for urban growth to occur. The property in question is not within the Prime Urbanized Area. b. Access to the property is shown to be provided by a 30' access easement extending to County Line Road. Lining County Line Road with access drives is not in the best interest of the citizenry as the drives create conflicts with traffic flow and this roadway is planned as an arterial on the St. Vrain Valley and Wled County plans. c. In view of the previous lot splits on this property and the resultant piece-meal development pattern occurring, it appears the best use of the land is not being preserved.
