Originally, the water depot was proposed to be located on the west side of Weld County Road (WCR) 69 north of the South Platte River. This location utilized an existing well that was located south of the side, near the river. The water depot has been relocated to WCR approximately 2,857 linear feet northwest of the WCR 380 / WCR 69 intersection. The site is located on the southern side of the roadway. WCR 380 is a gravel road that connects to WCR 69 (paved) to the east which provides access to Highway 34. The concept and design of the water depot is essentially the same as the previous location except this site requires a well to be drilled southeast of the filling stations. The site has one entrance and one exit from WCR 380. There are three filling stations that allow a maximum of four (4) trucks to fill at one time. There are no water storage tanks proposed for this project. The well pump will pump directly into the filling stations and into the water trucks. The site is located in the South Platte River floodplain but is outside of the floodway similar to the previous site. A Flood Hazard Development Permit (FHDP) is included in this submittal. Specifically, the site is located on the south side of WCR 380 (gravel road) 2,857 hear feet northwest of the WCR 380 / WCR 69 intersection. Refer Figure 1. Below are responses to each question on the questionnaire: 1. The proposed water depot will be used to fill approximately 75 water trucks per day. The improvements include: • One-way access from WCR 380; • One-way exit onto WCR 380; • Roadbase driving surface with asphalt at the exit to the site; • Water "filling stations" that include a small above grade box that will house a pipe and valve; • Lighting; • Trash Can; • Portable toilet anchored to the ground. The general procedure to fill the water truck is as follows: • An empty water truck enters the site through the northwest access and drives to a filling station; • Driver hooks up the filling hose to the filling pipe and opens valve; • Once full, driver disconnects the hose from the filling pipe; • The full water truck exists the site through the southeast access onto WCR 380. 2. The proposed water depot is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The improvements do not harm or impede surrounding agricultural activities and it supports extraction of natural resources. Below are specific areas of the code and how the water depot is consistent the intent: The proposed water depot will support extraction of natural resources without impacting agricultural operations in the area (Section 22-2-10 (d)); The water depot improvements would encumber a small corner of land that currently is not being farmed (Section 22.2-20 (a)); • The water depot will have trash cans to contain trash and will not allow derelict vehicles to be stored on -site. The minimal improvements do not pose a health or safety risk to the public (Section 22-2-20 (d)); • The water depot is consistent with surrounding land uses and will not impact surrounding property owners (Section 22-2-20 (g); • It will take an average of 13 minutes to fill a water truck. A portable toilet will be available on -site for drivers use. The surrounding roadways have sufficient capacity to accommodate the anticipated traffic generated by the water depot. The proposed water depot is consistent with the intent of the Weld County Code, Chapter 23 Zoning. Currently, the property is zoned agricultural. The water depot will support extraction of natural resources in Weld County which is an acceptable use after approval of Use by Special Review per Article II, Division 4 of the Weld County Code. 4. The surrounding land uses are as follows: • Residential to the northwest - The Town of Hardin is located approximately 237 -feet to the northwest of the site. • Agriculture land (70 Ranch) to the northeast; • Agriculture land (70 Ranch) to the southeast; • Agriculture land (70 Ranch) to the southwest; The surrounding land use is mostly agricultural use with very limited structures. Currently, there are many oil and gas wells in the area. The proposed improvements and the additional traffic of water trucks will blend in with the existing agricultural, oil and gas traffic and operations. 5. Please see the information below: a) There will be a maximum of four (4) people using the site at one time. The driver that enters the site with an empty water truck will fill it with water and exit the site. There are no on -site employees or business hours; b) This site will not have any on -site employees. The truck drivers will fill their own trucks; c) The site will operate 24 hours a day 365 days per year; d) There will be three (3) small (approximately 3'x3'x3') structures that will house and insulate the pipe above ground where the hose connects to the pipeline to fill the trucks; e) There will not no animals on -site; f) The only trucks that will access the site on a regular basis are water trucks. They will range from tandem axel, single unit or tractor trailer trucks up to 85,000 pounds. We estimate 75 trucks will utilize the site every 24 hours. The majority of the trucks will be on -site during daylight hours; g) The site is located in Platte Valley Fire Protection District; h) The only water source on the site is the well that pumps water to the four (4) filling stations; i) Currently, there is no sewage disposal system on -site. The proposed improvements include a portable toilet to be on -site for drivers to use; j) There is no storage or warehouse proposed with the improvements. 6. There is no landscaping proposed on the site. The above grade improvements (filling stations and road base access road) will blend into the existing surrounding landscape. 7. The site will not be reclaimed when termination of the USR activity occurs. It is anticipated that there will always be a need for a site to fill up trucks with water either for oil and gas operations or for agricultural activities. 8. The site has a gentle slope to the southwest towards the natural drainage south of the site. The improvements do not significantly increase the percent imperviousness therefore no detention is proposed. The runoff will generally sheet flow to the southwest following the historic drainage patterns. Each access is designed at existing grade to allow runoff to flow across and continue flowing to the south. 9. It will take approximately 4 to 5 weeks to construct the improvements not including drilling the well. 10. There will be no storage or stockpiles of waste on the site. The site is only for empty trucks to enter the site, fill their truck with water and exit the site. Refer Figure 1. WCR 380 is a gravel road that connects to WCR 69 (paved) to the east which provides access to Highway 34. Operations The water depot will generally operate as described below: • Empty water trucks enter the site and pull up to one of four filling stations; • Driver hook up hose from truck to filling station and open valve to fill truck with water. Filling will take approximately 12 minutes to fill an empty truck; • Driver closes valve when truck is full and removes filling hose; • Driver exists site to deliver water to various sites in the area. Waste Generated The two types of waste that will be generated at the proposed water depot are trash and a portable toilet. Below is a description of each: • Trash - Trash will be generated from water truck drivers disposing of trash from inside the cab of their trucks. The trash could range from water/soda bottles, food wrappers, etc. • Portable Toilet - A portable toilet will be available for water truck drivers to use. Since it is located within the South Platte River Floodplain it will be anchored to the ground. Waste Handling Plan The waste generated on the site will be disposed of in the following ways: • Trash - There are proposed trash cans will lids at each filling station so drivers have a place to dispose of any trash that they might have. These trash cans will have a lid and be secured to prevent tipping over. • Portable Toilet - The portable toilet will be serviced by a local company specializing in waste removal/cleaning of portable toilets. The development of this site will not create a waste or trash nuisance for the surrounding property owners. Specifically, the site is located on the south side of WCR 380 (gravel road) 2,857 linear feet northwest of the WCR 380 / WCR 69 intersection. Refer Figure 1. WCR 380 is a gravel road that connects to WCR 69 (paved) to the east which provides access to Highway 34. Site Improvements The proposed site improvements for the water depot consist of the following (refer Figure 2): • Two site access points off of WCR 380 . The northwest access is an enter only and the southeast access is an exit only; • The site is very flat therefore the entrance and exit are graded at existing grade to allow runoff to flow across the access to prevent ponding; • The majority of the site has a roadbase driving surface. To reduce transporting dirt and debris onto WCR 380 there is asphalt and a double cattle guard on the exit; • A buried pipeline will convey water from the well to the southeast to the filling stations located on -site; • Four (4) filling stations will fill water trucks at flowrates between 500 gallons per minute (gpm) to 1,000 gpm; • Improvements encumber approximately 0.82 acres. Existing Drainage Patterns The existing topography of the site gently slopes at approximately 0.20% from northeast to southwest and is covered with native grasses. With the elevation of the roadway at approximately the same grade as the adjacent ground there are no borrow ditches on this section of roadway. The site is located within an ineffective flow area in the South Platte River Floodplain. The site is not located within the Floodway. Proposed Drainage Patterns The proposed improvements generally maintain the existing drainage patterns. The existing topography is very flat therefore the site has two (2) feet of fill to create a highpoint (ridge) in the center that directs runoff to the northeast and southwest. The site is divided into two basins as described below: • The runoff generated from the northern half of the site will flow to the northeast (between the entrance and exit) where it will continue to flow southeast, across the exit road and off the site towards the natural drainage located to the south of the site. • The runoff generated from the southern half of the site lows to the southwest off the site where it continues flowing to the south towards the natural drainage. The entrance and exit are graded at existing grade for 20 -feet to allow runoff to drain over the roadway to the southwest. Estimated Traffic It is estimated that the water depot will generate 75 trucks per day (75 entering the site and 75 leaving the site for a total of 150 trips per day) with the following distribution: • 20% to/from west of site via WCR 380; • 80% to/from east of site via WCR 380. The water will be trucked to various operations in the area therefore there is not one specific haul route. WCR 380 does not have a large number of vehicles per day (vpd) since it is a dirt road. There are homes located in the Town of Hardin that use the roadway as well. The majority of the traffic is oil and gas support vehicles. If non-standard construction is anticipated, a variance request must be submitted in accordance with Rule 18 and approved prior to well construction. 9) A Well Construction and Test Report (Form GWS-31), including lithologic log must be submitted by the individual authorized to construct the well.
