RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
EMERGENCY CLOSURE OF VARIOUS COUNTY ROADS DUE TO 2013 FLOOD
EVENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld- County, Colorado, and
WHEREAS, pursuant to Section 42-4-106(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that emergency repairs due to flood conditions existed and
continue to exist which made it necessary to temporarily close to through traffic and to regulate,
warn and guide vehicular traffic on County roads by posting signs thereon for the duration as
reflected on the summary list of effected roads marked Exhibit A, a copy of which is attached
hereto and incorporated herein by reference, and
WHEREAS, temporary repairs have been made to certain roads to open them to limited
vehicle traffic; however, they will require additional work which may result in future temporary
closures.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on
County roads and any intersections thereof, and it hereby authorizes and orders the posting of
such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide traffic
thereon for the safety of the general public and that said traffic control devices shall conform to the
Federal Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the various County Roads, be temporarily closed, with
said closures being effective for the duration as listed on Exhibit A, and further, that the temporary
repairs made to certain roads to open them to vehicle traffic will require additional work which may
result in future temporary repairs.

BE IT FURTHER RESOLVED that standard official traffic control devices shall be erected
at said closures giving notice of the restrictions.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of September, A.D., 2013, nunc pro tunc September 12,
2013.
