REVIEW (USR) QUESTIONNAIRE
Explain, in detail, the proposed use of the property.
Interra, LLC recently placed under contract 2.15 acres in Section 32, Township 4 North, Range 64
West of the 6th p.m. They are proposing to build a storage building and office, which will be
leased, to Roth Enterprises, Inc. and other construction companies. The property will be used
primarily to store construction materials and will also store construction tools, equipment and
supplies. Storage will be contained within the buildings. The vast majority of work is currently
conducted off -site; however, as the business grows more work may be done on -site.
Roth Enterprises specializes in constructing post -frame buildings for the agricultural, residential
and commercial markets in Northern Colorado. They also install commercial overhead doors and
are developing plans that might allow them to grow the business by assembling additional building
components on site.
Trucks operated from the site will be washed, serviced and painted off -site at an appropriately
permitted location when needed.
Currently none of the operations on the site require an APEN. However, the applicants have
considered expanding their operation to include some construction within the building. If
construction is done on -site, at a level that would require an APEN, it will be obtained from the
State Department of Environmental Health and a copy of the permit will be submitted to Weld
County.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22 of the Comprehensive Plan.
The proposal is consistent with following sections of the Weld County Comprehensive Plan:
Section 22-2-2, A.A.Goal 1, 5.A. Policy 1.5 Support and entice agriculturally related businesses
and processing facilities.
Section 22-2-2, G.A.Goal 7, County land use regulations should protect the individual property
owner's right to request a land use change.
1. A.Policy 7.1. County land use regulations should support commercial and industrial uses that
are directly related to, or dependent upon, agriculture, to locate within the agricultural areas, when
the impact to surrounding properties is minimal, or can be mitigated, and where adequate services
are currently available or reasonably obtainable.
2. A.Policy 7.2. Conversion of agricultural land to nonurban residential, commercial and industrial
uses should be accommodated when the subject site is in an area that can support such
development, and should attempt to be compatible with the region.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
23 (Zoning) and the zone district in which it is located.
Section 23-S allows for any use permitted as a use by right, an accessory use, or a Use by Special
Review in the commercial or industrial zone districts, provided that the property is not a Lot in an
approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any
regulations controlling subdivisions, to be located in the agricultural district upon approval of a Use
by Special Review permit.
4. What type of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
The property is adjacent to open farmland on the west, east and south sides. The current owners
of the property live directly to the north. Other homes within close proximity lie approximately 800
feet to the northwest and 300 feet to the southeast.
It is unlikely that neighbors in the area will have any impact from the business. The site will look
similar to other agricultural properties. The buildings will be comparable to other post frame
buildings found throughout the agricultural district. Traffic from the site will be minimal. Any
work done on the site would be conducted within the buildings to limit impact upon the neighbors.
5.a. How many people will use this site.
Currently three employees visit the site in the morning to get trucks, equipment and prepare and
assemble any components needed on the construction site. They will return in the evening. No
employees will be working from the site at this time. In the future, up to fifteen employees may be
working from this site.
5.b. How many employees are proposed to be employed at this site.
Currently the business employs 3 people. The Roth's are hoping to expand in the future up to
fifteen employees, ten of which may be on -site.
5.c. Hours of operation.
The facility will operate 24 hours per day, 7 days per week, 365 days per year.
5.d. Type and number of structures to be erected (built) on this site.
The proposal is for two post frame buildings. At some point in the future a freestanding sign may
be posted adjacent to the access. The sign will meet the criteria of a maximum of 16 square feet
and 6 feet in height as listed in the Weld County Code for the agricultural zone district.
Identification signs may also be located on the building in the future. As allowed in the Weld
County Code, the signs will be limited to one per tenant and a maximum of 2 square feet and 4
feet in height.
5.e. Type and number of animals, if any, to be on this site.
No animals will be housed on the site.
5.f. Kind of vehicles (type, size, weight) that will access this site and how often.
Currently there are three pickups with trailers, 23,000 GVW. This could expand to ten. There is
also an average of one semi, 80,000 GVW, delivery per day along with employee vehicles.
Traffic from the site is approximately 50% traveling north and 50% traveling south along County
Road 53.
5.g. Who will provide fire protection to the site.
Platte Valley Fire Protection District in Kersey.
5.h. Water source on the property (both domestic and irrigation).
Central Weld County Water District.
5.1. Sewage disposal system on the property (existing and proposed).
The facility will have a port -a -let until such time that the company expands to three full time on -site
employees or five part time on -site employees. At such time a restroom will be constructed within
the office portion of the building and attached to an appropriately permitted septic system.
If storage or warehousing is proposed what type of items will be stored.
Building equipment including pickups and trailers, tools, forklifts and a scissor lift. Small
construction equipment such as saws, nail guns and other power tools. Construction materials
including posts, lumber, metal, doors, windows and other construction material and supplies.
Pickups and trailers may be parked outside in designated parking areas.
6. Explain the proposed landscaping for the site.
The site will be comparable to agricultural buildings in the area with a neat yard of recycled
asphalt. Weeds will be controlled so that the site maintains a neat and clean appearance. All
parking except that by the front office is screened by the building. Loading and unloading is done
at the rear of the building. No additional screening should be necessary.
7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs.
If appropriately permitted, the buildings can be used for many different businesses. They can
also revert to agricultural uses.
8. Explain how the storm water drainage will be handled on the site.
The site slopes gently to the northeast which causes stormwater to flow in a southeasterly
direction across the site. Stormwater will be captured on the northeast corner of the site.
9. Explain how long it will take to construct this site and when construction and landscaping
is scheduled to begin.
Construction will begin immediately upon completion of the USR. The office area and second
building would be constructed as the company grows to warrant such expansion.
10. Explain where storage and/or stockpile of wastes will occur on this site.
No wastes will be stored on this site.
Waste Handling Plan
1) A list of wastes which are expected to be generated on site (this should include
expected volumes and types of waste generated).
Batteries for vehicles will be returned as a core when a new battery is purchased.
When tires are replaced, the old tires are left with the tire shop for disposal.
Vehicles are not maintained on site so no waste oil will be generated.
Ordinary trash and waste from job sites will be placed in a dumpster and picked up by
Northern Colorado Disposal.
Any metals will be taken to Andersen's Sales and Salvage

Dust Abatement Plan
The site is accessed by County Road 53 which is paved. Recycled asphalt will be used on the site
at any location where a vehicle could travel. Therefore, dust will not be an issue.
The sedimentation, retention pond will be in place to mitigate soil erosion during the construction
phase of the project.

Dear Ms. Lockman:
This letter is in response to a request for water service to serve the following property described as follows:
Lot "A" of Recorded Exemption No. 0963-32-4 RE -4275, situate in a portion of the SE' 'A of Section
32, Township 5 North, Range 64 West of the 6th P.M., per map recorded on April 5'h, 2006 as
Reception No. 3376759 in the records of the County of Weld, State of Colorado.
Water service is presently available to the above described property by tap number 699 located at Weld
County Road 53 between Weld County Roads 50 & 52. Additional water service can be made available to
this property, provided all requirements of Central Weld County Water District, Northern Colorado Water
Conservancy District and the Bureau are satisfied. Please note that it is your responsibility to contact
Northern Colorado Water Conservancy District at 970-532-7700 for petitioning confirmation into
the Northern Colorado Water Conservancy District and the Subdistrict of Northern Colorado
Water Conservancy District (Windy Gap). Central Weld cannot issue a tap until all requirements
are satisfied. This is in accordance with the Rules and Regulations of Northern Colorado Water
Conservancy District.
Central Weld County Water District requires that contracts be consummated within one (I) year from the
date of this letter or this letter shall become null and void unless extended in writing by the District. Please
contact the Central Weld office for further information about water service. Due to the rapid cost increase of
raw water, existing tap fees may not apply for water service to this property. The District will not notify, by
separate letter, any prospective landowners or land purchasers of tap fee or line extension cost increases. The
cost of a tap fee and/or improvements will have to be paid in advance to the District by the prospective
customer in accordance with District policy.
It is your responsibility to confirm with your local Fire Protection Authority if fire flow water capacity is
required for your project.
