HomeMy WebLinkAbout780607.tiff RESOLUTION RE: AUTHORIZATION TO SUBMIT HISTORIC PRESERVATION GRANT-IN-AID FUNDING APPLICATION. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, federal aid money for historic preservation is available through Historic Preservation Grant-In-Aid Funding, and WHEREAS, an application for said monies has been prepared and will be submitted to the Colorado Heritage Center in Denver, Colorado upon authorization from the Board of County Commissioners of Weld County, Colorado, and WHEREAS, said application has been prepared for the purpose of restoration of the Weld County Courthouse, which is listed on the National Register of Historic Places, and WHEREAS, federal aid money for said restoration shall be matched by funds from Weld County, and WHEREAS, the Board of County Commissioners of Weld County, Colorado deems it advisable and in the best interests of Weld County to submit said application. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the application for Historic Grant-In-Aid Funding be, and hereby is, authorized to be submitted to the Colorado Heritage Center, Denver, Colorado. Project Information: National Register Status: January 9, 1978 Present Use: Houses County and District Courts. Intended Use: Housing numerous county government offices plus the County and Dis- trict Courts. Date you would like to begin work: When written notice from the Society that the plans and specifications for the project have been fully approved. Describe the area of impact: The area of impact is primarily found in Weld County since the structure represents juris-prudence for the Weld County residents, as well as arch- itectural resources for the State of Colorado. Estimate the number of persons benefitting : The number of persons benefitting specifically would be the Weld County residents and in general the State of Colorado. Describe the public benefit of the project: The rehabilitation of this structure will provide necessary electri- cal systems for contemporary use and there will also be preservation work performed on the exterior to prevent deterioration. The rehab- ilitation and preservation work performed on this judicial center will confirm that significant structures from our history will not be discarded. Indicate community interest in project: Preserving an Historical structure which is not replaceable because it cannot be duplicated due to materials, fine workmanship, and handwrought details, but also because it transmits early Weld County history to present. Is the proposed work essential to the stabilizing, preserving, restor- ing, or maintaining the historical integrety of the property? The enterior work performed will be doen to preserve the building from deterioration. The interior electrical work would fall under the defin- ition of rehabilitation according to the standards set by the Secretary of the Interiors for Historic Preservation Projects. Describe the means to be used to assure the implementation of professional standards and practices: A qualified architect for exterior work, a licensed contractor for the interior work, and a Cultural Resource Manager will all be retained to assure compliance with the preservation standards. How does the project relate to your long-range plans? As a county, our long-range plans include the preservation of our her- itage by maintaining the integrity of the Court House, present symbol for justice. -2- II . Project Information Con' t. What are the particular values involved with the preservation of this property? The Weld County Court House is a unique structure in Weld County. It has an architectural , as well as an historical significance which has made it an important contribution to the National Register. Political Reference: The property is located in these districts: 4th Congressional District 28th State Senate 50th State Representative Applicant' s Legal Basis: Weld County, a body corporate and politic, and political subdivision of the State of Colorado. Performance Schedule Estimated work accomplished and cost: Exterior Quarter Accomplished Cost 1st 80% of the work will be completed $56,104.00 2nd The remaining 20% will be completed. $14,026.00 TOTAL $70,130.00 The work will commence in April due to weather. Interior Accomplished Cost Quarter Start in basement, pull old wiring out, re- $21,305.66 pull in #12-THHN to all ceiling fixtures 1st and receptacles all codes, hang fluorscent fixtures in basement area as incandescent lighting that is there now is hazardous. The existing fixtures in this area do not have historic value. On completion of basement lighting & power the 1st floor would be next. We would replace all the old wires with #12-THHN or to a size appropriate to handle load. Rewire all historic fixtures on this floor with as- bestos wiring and replce the light sock- ets with procelain sockets. Replace all light switches with toggle type, replace all 2 wire receptacles with 3 wire type grounded receptacles on all floors. 2nd Second floor will be running from 1st $21,305.66 quarter into the 2nd quarter. The same basic idea will be of replace of exist- ing electrical wiring, receptacle, switches, repair of existing historical lights and updating the fluorscents in this area. Third floor will also be started during this quarter and run in- to 3rd quarter. 3rd Remainder of 3rd floor and starting on $21,305.66 4th floor. Same basic idea of replacing of electrical equipment & wiring will go on these two floors. 3rd quarter should go up with completion on 5th floor wiring. TOTAL: -5- $63,917.00 VI . Supplemental Ini. .mation 1. A plot plan showing the siting of the structure on the lot, the ingress, the egress, parking, etc. A plot is not available, but there are approximately 20 city blocks available for parking within walking distance of the Court House. 2. Indicate sources of utilities, water, sewer. All water and sewer are connected with the City of Greeley and the Greeley Home, Light & Power Co. provides the source for the light. 3. Is the site now zoned for the intended use? If not, are you in the process of a zoning change? Yes, it is zoned for it' s intended use, C-4. 4. Are there any soil tests, geological reports, well reports, or other site materials available? There are no geological or soil tests that reveal any hazards. 5. How many off-street parking spaces are provided? Twenty (20) underground parking spaces. 6. What has been accomplished/planned for paint research, mortar anal- ysis, masonry cleaning techniques, etc? An estimate has been made by a contractor that has studied the exter- ior and interior throughly and has followed the guidelines set for historic preservation projects. 7. (I) A Maintenance Covenant . 6) I will record the Maintainance Covenant, attaching it to the Deed. 7) I will not begin to spend development money on the Project until I have received written notice from the Society that the Plans and Specifications for the Project, have been fully approved. 8) I will make financial and progress reports to the Society no less often than quarterly. 9) I will retain a qualified architect to assure that the project is accomplished according to preservation standards . 10) At the conclusion of the Project, I will prepare and submit a Completion Report satisfactory to the Society. Clerk of ihn County Hoard Y Commssbners - COUNTY OF WELD AND STATE OF COLORADO APR ' , Jjy I Civil Action No. 25070 I C(IIINrY<I,RY.INOR(COR01/ I-BY r--_�L�Deputy IN THE MATTER OF PROCUREMENT ) OF ADEQUATE COURT FACILITIES ) FOR THE NINETEENTH JUDICIAL ) ORDER DISTRICT This Court has requested on numerous occasions during the past eight years that additional space be provided the Courts of the 19th Judicial District and, more particularly , has heretofore informed the County Commissioners of the lack of adequate facilities for the Courts to accomplish the proper disposition of the normal court load that has so markedly increased in recent years , to wit : a 92 . 53% increase in filings from 1968 to 1974 . The District Court of the 19th Judicial District has made every effort to improvise temporary accommodation of its needs by the utilization of areas totally inadequate . We have attempted to utilize the hearing room, designed to accommodate hearings of the County Commissioners and state boards , which has been makeshift and is not adequate . District Court has attempted to use as office space for the water referees the women ' s jury dormitory , which has greatly disturbed the deliber- ations of juries for the District and County Courts , more than three juries having been in session at one time on several occasions . Too , the deprivation of accommodations for women in that area has caused no little inconvenience for women jurors . Because of the lack of courtroom space , the normal work of the court has had to be delayed for want of courtrooms for the past several years to the detriment of litigants who seek and deserve to have their cases heard promptly. /s'/* — - - -2- The case load already confronting the Courts ',f the 19th judicial District can only be accommodated by requesting help from judges of other judicial. districts . This can not be done without courtrooms . A superimposed duty on the District Court was created by the enactment of "Water Right Determination and Administration Act of 1969 , " requiring space to accommodate room for the • clerical work of the Water Court provided for by Chapter. 148 , Article 21, Section 11 , C. R. S . 1963 , and for hearing rooms for the referees to administer their duties in the Water Court as provided for in 148-21-10 (4 ) , and a courtroom for the trial of water matters and, more particularly , for the hearings required of the water judge provided for in 148-21-10 , 148-21-20 and 148-21-21 ; furthermore , the final resolutions of Case Nos . • W-7209 , W-7232 , W-7249 , W-7289 , W-7290 , W-7295 , W-7296 and • W-7298 relating to the rules and regulations of the State Engineer . This duty necessitates the immediate hearing of plans of augmentation as provided for in 148-21-23 by the Court. Failure to provide these necessaries to the District Court per- mitting it to perform its duties in this regard would cause irreparable harm to the economy of the South Platte river system and can and will deprive water users of their rightful access to waters to which they are entitled under the law. Chapter 37 ; Article 11 , Section 10 of the Colorado Revised Statutes 1963 , as amended, provides in part as follows : "Maintenance of court facilities-- . The board of county commissioners in each county shall continue to have the respon- sibility of providing and maintaining adequate courtrooms and other court facilities including janitorial service , --- .
