To Whom It Concerns:
Whiting Petroleum Corporation (Whiting) is seeking a well permit to change the use of existing well,
from stock use to commercial use to support its office at the proposed Redtail Gas Plant in Weld County.
The existing well is located north of the proposed gas plant, and will be piped south to the gas plant.
There are no water service/ water supply districts in this area. The well is located in Lot A, NENE,
Section 21, Township lON Range 58W, 6'h PM. The plant is located in Lot A, NENE, Section 21,Township
lON Range 58W, 6`h PM, outside any Colorado designated groundwater basins. The well would be the
only source of water for domestic use on the commercial property. The proposed well would serve
drinking and sanitary uses, and the office could service as many as 10 employees.
• Sewage would be handled by a septic tank located to the south of the office.
• Lot A is 34.99 acres in size. We've attached an initial determination from Joanna Williams with
Colorado Division of Water Resources to Chris Gathman of Weld County Planning Services that
Lot A does not appear to qualify as a subdivision as defined in C.R.S. Section 30-28-1010(10)(a).
Annual consumption would not exceed 108,600 gallons (0.33 acre feet) per year and the
pumping rate would not exceed 15 gallons per minute.
• A totalizing flow meter will be installed on the well.
Forms GWS 45 and GWS 57 are attached. The deeds for Lot A is attached to GWS-45 Please do not

C R S Therefore, pursuant to the State Engineer's March 4, 2005 and March 11, 2011 memorandums to
county planning directors, this office will only perform a cursory review of the referral information and
provide informal comments The comments do not address the adequacy of the water supply plan for
this project or the ability of the water supply plan to satisfy any County regulations or requirements. In
addition, the comments provided herein cannot be used to guarantee a viable water supply plan or
infrastructure, the issuance of a well permit or physical availability of water.
The applicant proposes to split a parcel of approximately 320 acres into two lots via a two -lot
recorded exemption Lot A would be 34.9 acres in the N1/2 of the E1/2 of Section 21 and the site of a
gas processing plant. Lot B would be 285.1 acres and would remain farm/ranch land
The water supply for Lot A is a proposed well. Bottled water would be used during construction
Presumably, the proposed well would be an exempt commercial well used for drinking and sanitation
purposes inside the facility. No outside uses of water are allowed for this type of well and the use must
also meet other requirements as described in the attached policy. A well permit for additional commercial
or industrial uses could only be issued with a court -approved plan for augmentation
The water supply for Lot B is a well Records in this office indicate that a livestock well with
permit no 11399 is located on proposed Lot 8 The well was permitted in 1952 and its permit is not
affected by the size of the parcel on which it is located.
The ability of the applicant to obtain a well permit for Lot A will be determined at the time a well
permit application is submitted to this office. Should you or the applicant have any questions regarding
this matter. please contact Tracy Kosloff of this office.
