HomeMy WebLinkAbout20132804.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO OCTOBER 1, 2013 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 1, 2013, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer - EXCUSED Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Susan Brown Director of Finance and Administration, Monica Mika AMENDMENTS TO AGENDA: Commissioner Conway moved to add two items under New Business, as follows: 1) Consider Memorandum of Understanding and authorize Chair to sign — Federal Emergency Management Agency/ State Joint Field Office, and 2) Consider Memorandum of Understanding and authorize Chair to sign — Federal Emergency Management Agency/ State Joint Field Office. Commissioner Rademacher seconded the motion, which carried unanimously. NEW BUSINESS: kJ 1) CONSIDER MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN — FEDERAL EMERGENCY MANAGEMENT AGENCY: Chair Garcia noted these are two leases with FEMA State Joint Field Office. Toby Taylor, Director of Buildings and Grounds, said this one pertains to the DRC portion of FEMA from the Island Grove Park to relocate from the Event Center to the 4-H Building. The office is being moved, in part, so that other Island Grove events will not be affected. 2) CONSIDER MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN - FEDERAL EMERGENCY MANAGEMENT AGENCY/ STATE JOINT FIELD OFFICE: Mr. Taylor explained this is the building that housed the Crime Lab and is going through a remodel. This is a 90 day agreement, open to either termination or renewal. (Clerk's Note: Commissioner Kirkmeyer present at 9:02 a.m.) In response to Commissioner Conway, Mr. Taylor confirmed no department is currently using this portion of the building and this will not impact the remodel schedule. Commissioner Conway said Weld Minutes, October 1, 2013 2013-2804 Page 1 BC0016 County is pleased to help fellow counties by hosting the FEMA regional command center. He said that Jim Allen, FEMA, said Weld County responded better to this disaster than any community in his recent memory. Commissioner Conway moved to approve the memorandum of understanding/ 30 day temporary lease at the Island Grove 4-H facility and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer. Commissioner Rademacher confirmed there is an extension clause. There being no further discussion, the motion carried unanimously Commissioner Conway moved to approve the memorandum of understanding/90 day temporary lease at 918 10th Street in downtown Greeley, Colorado. The motion was seconded by Commissioner Rademacher, and it carried unanimously. In response to Commissioner Freeman, Commissioner Conway also confirmed FEMA is not affected by the government shut -down. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
