Dear County Commissioners:
On behalf of the Weld County Council, I am submitting this letter regarding the
qualifications of Mr. Steve Moreno and Mr. John Cooke to present themselves as
candidates for a fourth consecutive term in 2014. After receiving the information from
Bruce Barker at our March meeting and hearing the public comments, it is apparent that
there is a potential "term limit" issue for Mr. Moreno and Mr. Cook as they have
declared their candidacies with the Colorado Secretary of State.
The County Council recommends that the County Commissioners start a procedure to
address this issue and resolve the potential "conflict of interest" issue and also to
resolve the issue whether Mr. Cook and Mr. Moreno are, or are not, qualified to present
themselves as candidates to run for a fourth term.
Your response to this request would be appreciated, as it will affect our potential action
on this issue at our next scheduled meeting.
