CHAIRMAN BILLINGS : Okay. Anyone have other communications?
If not we move on to old business and you recall the liqour hearing
that was held last Monday afternoon for Elmer Moore on State
Highway #119 in the Del Camino area. Is there any questions
regarding that or any further discussion? If there is not
the chair will call for a motion to approve, deny or hold over
for further study.
COMMISSIONER JACOBUCCI : Mr. Chairman I would so move that
we grant the liqour license to the Valley Hayloft by, supervised
by Mr. and Mrs. Moore and to conform with whatever regulations
go with said license.
CHAIRMAN BILLINGS : Motion by Mr. Jacobucci.
COMMISSIONER CARLSON: Mr. Chairman I would second that
motion and add that at the beginning of the hearing I was very
much opposed, that they didn't feel that they needed an additional
outlet there but I feel that free enterprise should prevail and
that they did have a well thought out program there and so
consequentially I do second that motion.

COMMISSIONER MOSER: No.

Billings.
CHAIRMAN BILLINGS: The chair will have to vote no. The
chair in the past, in the construction of that facility, ah it
was constructed without proper license and without proper building
permits and constructed before the fact and ah at that time the
Chairman expressed a concern that there are already two major
establishments in the area. There is also a package beer
license for the Del Camino grocery store and that it would just
constitute one other major effort by our law enforcement
agencies to properly patrol and police the area and we're spread
too thin now. Let the record show the vote is three no' s and
two yes. The request for a liqour license is defeated.
COMMISSIONER STEINMARK: Mr. Chairman I would like to say
also that I agree with your basic assumptions . I also agree
feel that the area is adequately served. I also believe that
the area is primarily agricultural and that we should try and
save the entities who have been living there the same sort of
living environment which they are used to.
CHAIRMAN BILLINGS : Okay. Anything else under old business?
Move on to new business. Ah Mr. Speckman item #1 is the Senior
Citizens Employment Grant.
