HomeMy WebLinkAbout20130990.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MARCH 4, 2013 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 4, 2013, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner William F. Garcia, Chair Commissioner Douglas Rademacher, Pro-Tem Commissioner Sean P. Conway - EXCUSED Commissioner Mike Freeman Commissioner Barbara Kirkmeyer - EXCUSED Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Susan Brown Director of Finance and Administration, Monica Mika La MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of County Commissioners meeting of February 27, 2013, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. El CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on February 27, 2013, as follows: 1) USR12-0067 - Ernest and Patricia Osborn, 2) USR12-0076 - Randolph and Judy Cass c/o Steven and Chris Schultz, and 3) USR12-0076 - Plains Marketing, LP. Commissioner Rademacher seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: Doug Meyer, County resident, spoke about gun control and illegal immigration, as well as the business climate in the United States. Michelle Young, County resident and nurse, spoke about her opposition to the use of Plan B, especially using it as birth control, which she feels is dangerous to women's health and fertility, in particular pregnancies which result after taking Plan B. She said that Plan B does not promote health and wellness, which is a goal of Weld County. CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Freeman seconded the motion, and it carried unanimously. \vP" Minutes, March 4, 2013 2013-0990 Page 1 BC0016 BIDS: 1) PRESENT BID #61300051, TRASH SERVICES - DEPARTMENT OF BUILDING AND GROUNDS: Trevor Jiricek, Director of General Services, presented the bid; there are 2 vendors, for 29 buildings. This bid will be brought back before the Board for approval on March 18, 2013. NEW BUSINESS: 1' ` 1) CONSIDER CANCELLATION OF DEPARTMENT OF HUMAN SERVICES IMPREST FUND: Barb Connolly, Controller, explained that Weld County Human Services has had an imprest fund for several years which is no longer needed. If necessary, they can still access the Accounting Department's imprest fund. In answer to Commissioner Rademacher, she said the funds go back into the Human Services Budget. Commissioner Rademacher moved to approve said cancellation. The motion was seconded by Commissioner Freeman, and it carried unanimously. i 2) CONSIDER REVISED ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM APPLICATION FOR COUNTY ROAD 49 EXTENSION PROJECT AND AUTHORIZE ELECTRONIC SUBMITTAL: Monica Mika, Director of Finance and Administration, reported that they are requesting $2,075,000 with a $1,075,000 cash match from Weld County. Commissioner Freeman moved to approve said revised application and authorize electronic submittal. Seconded by Commissioner Rademacher, the motion carried unanimously. 3) CONSIDER APPOINTMENT OF MICHAEL WALLACE AS WELD COUNTY REGIONAL COMMUNICATIONS CENTER DIRECTOR: Michael Wallace, introduced himself, and said he has been in public safety for 25 years, with experience building, splitting, combining, and closing communication centers. The Board welcomed him to Weld County. Commissioner Freeman moved to approve said appointment. The motion, which was seconded by Commissioner Rademacher, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
